1. CALL TO ORDER:
This meeting was called to order at 6:00 p.m.
2. ROLL CALL
Also present: Angelia Briggs, Community Development Services; Rebecca Perdue,
Community Development Services.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of February 19, 2019.
Motion for approval of meeting minutes by Jodi Pena-Castaldi,
seconded by Member Patricia Ulicny-Hoback. Motion carried by the
following vote.
For: 5 - Chair James, Vice Chair Ulicny-Hoback, Member
Pena-Castaldi, Member Putkowski and Member Williams
4. PRESENTATIONS/AWARDS/REPORTS:
None
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

6. OLD BUSINESS:
A. SHIP Local Housing Assistance Plan (LHAP) 2019-2022.
Final Review
Mrs. Briggs stated that the SHIP LHAP would be going to the City Commission in April.
7. NEW BUSINESS:
A. Absenteeism Discussion.
Motion by Jodi Pena-Castaldi, seconded by Member Michael Putkowski
that we confirm the termination of those members that have three or
more unexcused absences. The motion carried by the following vote.
For: 5 - Chair James, Vice Chair Ulicny-Hoback, Member
Pena-Castaldi, Member Putkowski and Member Williams
8. STAFF COMMENTS:
Ms. Briggs relayed to the members that the AHAC meetings for the duration of the year
would go from monthly meetings to every other month meetings with the schedule to be as
follows: We will not have meetings in the months of April, June, August, October and
December. Ms. Briggs also suggested that in the month of July the AHAC meeting be held
at The Center, stating that this would be a good opportunity for the members to tour The
Center. All members were in agreement.
Ms. Briggs relayed and discussed the following:
· Members possibly refer interested individuals who want to serve on the City's
Affordable Housing Advisory Committee to Rebecca Perdue or Damaris Miranda
via-email.
· Asked if any members have been contacted by Florida Housing.
· Reminded members about the volunteer luncheon on April 6, 2019.
· Mentioned that in May we would be covering CDBG and planning on reaching out to
public service entities (non-profits) to run the rental subsidize program.
· Stated she would be meeting with Mr. Paradise to discuss HOPWA (Housing
Opportunities for persons With AIDS) she also said that in April she will be attending
a meeting in Daytona with hopes of finding an entity which can manage the program

for us.
· Mentioned several projects in the planning stage for low income apartments.
· Mentioned actions taken to facilitate a homelessness family which received
assistance from the Family Place Deltona.
· Ms. Briggs stressed the importance of the committee going out to advocate for the
City of Deltona SHIP program.
9. BOARD/COMMITTEE MEMBERS COMMENTS:
Member Michael Williams suggested that we try to fill the newly vacant board seat with a
minister or someone who works with homelessness.
Member Jodi Pena-Castaldi spoke about HOPWA and her experience with the program.
Jodi also suggested staff contact different Municipalities to inquire who's been successful
with the program and invite them to our AHAC meeting.
Member Jodi Pena-Castaldi spoke about VAWA (Womens Against Violence Act). Jodi
stated that in Marion County they turned a hotel into a permanent support housing with case
managers on site.
Member Michael Williams spoke on the County relationship with the City of Deltona
suggesting we should have a representative from the City of Deltona at every County
Council Meeting.
Member Michael Putkowski thank the City in behalf of himself and the Community Life
Center for assisting in the Second Harvest food drop at Dewey Boster.
Member Michael Williams spoke about the importance of advocacy from our committee in
reaching out to our Representatives in helping attain full funding.
Member also discussed:
A. Down Payment Assistance (DPA) funds availability.
B. Neighborhood Stabilization Program (NSP).
B. Tiny houses and granny flats.
C. YMCA programs and ideas.
Member Eric James said it was a great meeting and that staff was doing a great job.
