CALL TO ORDER: The meeting was called to order at 6:03 p.m. 2. ROLL CALL: Also present: Angelia Briggs, Community Development Services; Joseph Ruiz, Planning and Development Services; Nashla Merced, Planning and Development Services; Jessica Entwistle, Planning and Development Services; and Michael Chaney, Florida Housing Coalition. Affordable Housing Advisory Committee Minutes of July 16, 2019 Motion by Dolores Guzman, seconded by Eric James, to approve the Minutes of the Affordable Housing Advisory Committee Meeting of July 16, 2019, as presented. The motion carried unanimously. B. Affordable Housing Advisory Committee Minutes of April 20, 2021 Motion by Dolores Guzman, seconded by Patricia Ulicny-Hoback, to approve the Minutes of the Affordable Housing Advisory Committee Meeting of April 20, 2021, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: A. Presentation - General overview of City's Land Development Process Ms. Briggs introduced Ms. Merced as a Planner in Planning and Development Services and explained she would be speaking on the Land Development Process. City of Deltona Page 2 Printed on 5/26/2021 Affordable Housing Advisory Minutes May 18, 2021 Committee Ms. Merced spoke in depth with regards to the Land Development process. She explained most projects call in with inquiry questions regarding the zoning, permitted use, density, minimum requirements, Future Land Use Map, and FEMA Flood Zone Map. Ms. Merced explained applicants are recommended to attend a pre-application meeting called the Development Review Committee to receive feedback from staff from Planning and Development Services, Fire Safety, Building Services, Public Works, Economic Development, and City Engineering. The Committee members provide guidance and recommendations to applicants and provide City impact fees. Ms. Merced spoke regarding the DRC Review process for project review. She explained once a project is submitted, it goes through a sufficiency review and plan review. Depending on the type of project, it would either go to City Commission or Development Review Committee Meeting for plans to be signed and a Development Order to be issued. She spoke regarding the permitting process, inspections, and Certificate of Occupancy. Discussion occurred regarding impact fees, Concurrency Review, Traffic Impact Analysis (TIA), property rights, and sale prices. Mr. Ruiz spoke in depth regarding TIA studies performed on various projects and peer review. Discussion occurred regarding Shimberg Data, the Florida Housing Coalition, and ADA Compliant housing. 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. None. 6. OLD BUSINESS: None. 7. NEW BUSINESS: A. Strategy: Expedited process of development approvals Mr. Chaney introduced himself, explaining he works with the Florida Housing Coalition. He explained the Florida Housing Coalition is a statewide nonprofit that assists with affordable housing work while supporting local governments and nonprofits on a variety of affordable housing solutions. Mr. Chaney explained he would be going through multiple incentives for affordable housing, allowing City Staff to give comments and then asking for input from the AHAC members. He spoke regarding the members within the Committee and explained the members would be creating a report of recommendations to help with affordable housing. The AHAC report is City of Deltona Page 3 Printed on 5/26/2021 Affordable Housing Advisory Minutes May 18, 2021 Committee now due on December 31st of every year. He explained he would be going through 11 types of strategies that local government could change to help affordable housing projects. These incentives could be waiving a fee or giving other tangible incentives to an adorable housing project. One of the incentives to think about is expedited permitting to help a project move along. Mr. Chaney explained that regulations for large projects are approximately 32% of the cost, and a single-family home is about 24%. Mr. Chaney shared different counties and city's incentives to give examples to the Committee. Discussion occurred between the Committee, Staff, and Mr. Chaney regarding SHIP Funds, Incentive processes, the current permitting process, and low income tax credit. Staff explained that 65% of SHIP Funds are spent on Owner Occupied Repairs. B. Strategy: Ongoing regulatory review process Mr. Chaney spoke regarding policy change and the increase in costs. He explained impact fees have been increased in many municipalities and gave examples of different processes used to charge impact fees. Mr. Ruiz spoke regarding the City hiring a consultant to review impact fees, the Comprehensive Plan, and a consistency check on the Land Development Code. The Committee asked if the City has a figure for the percentage for affordable housing and spoke regarding the rising price for houses and building supplies. C. Strategy: Modification of street requirements Discussion occurred regarding parking, fire vehicle requirements, Florida Housing Credit Applications, parking requirements, and PUD Parking. Commissioner Anita-Vazquez spoke regarding the City assisting with homes and explained the City has not built affordable housing yet. Discussion continued regarding alleyways and service roads. D. Strategy: Impact fee modifications, waivers, or reimbursement Mr. Chaney spoke regarding fee waivers for affordable housing and suggested the AHAC having a discussion to proposed a reduction of the fee's paid. He explained different fee options like fee deferment, fee waivers, fee modification, adding a lean to a property, and alternative sources of payment. Discussion occurred regarding regulations and monitoring for affordable rental properties. The Committee asked for the LHAP, development and impact fees, and different ways to City of Deltona Page 4 Printed on 5/26/2021 Affordable Housing Advisory Minutes May 18, 2021 Committee help developers with affordable housing. 8. STAFF COMMENTS: Mr. Chaney spoke regarding the AHAC Member now having the right idea of what to ask developers for and what to put inside of the AHAC report. He asked the members to bring back more suggestions at the next meeting and they would learn more strategies. 9. BOARD/COMMITTEE MEMBERS COMMENTS: The Committee requested staff to send out links to the Development Review Committee information, LHAP Report, the Land Development Code, Land Use Maps, and fee schedule links. 10.
