CALL TO ORDER: The meeting was called to order at 6:00 pm. 2. ROLL CALL: Present: 9 - Chair Jodi Pena-Castaldi Vice Chair Patricia Ulicny-Hoback Member Commissioner Avila-Vazquez Member Terri Ellis Member Dolores Guzman Member Sylvia Hayes Member Eric James Member Manny Rodriguez Member Michelle Wallace-Chin Excused: 1 - Member Cassie Landron 3. APPROVAL OF MINUTES & AGENDA: Chair Pena-Castaldi stated we have quorum, for the record. A. Minutes of September 21, 2021 Motion by Commissioner Avila-Vazquez, seconded by Michelle Wallace-Chin, to approve the AHAC Minutes of September 21, 2021, as presented. The motion carried unanimously. B. Minutes of October 19, 2021 Motion by Dolores Guzman, seconded by Eric James, to approve the AHAC Minutes of October 19, 2021, as presented. The motion carried unanimously. 4. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. Chair Pena-Castaldi opened and closed public forum, as there was none. 6. OLD BUSINESS: None. 7. NEW BUSINESS: A. City of Deltona AHAC Report Motion by Michelle Wallace-Chin, seconded by Patricia Ulicny-Hoback, to approve the AHAC Report for 2021, as presented. The motion carried by the following vote: For: 9 - Chair Pena-Castaldi, Vice Chair Ulicny-Hoback, Member Avila-Vazquez, Member Ellis, Member Guzman, Member Hayes, Member James, Member Rodriguez and Member Wallace-Chin B. 2022 AHAC Calendar / Time Ms. Briggs explained the last page in the agenda was the schedule for next year, and if a quorum is met, there wouldn't need to be as many listed, but staff wanted to ensure members had the list. She stated the Committee would need to come to a consensus on a time to meet since all meetings would need to be in person. Discussion occurred on having the meetings at 5:00 pm on the third Tuesday of every month. Ms. Briggs explained the meetings for 2022 would start on February 15th, and if a quorum is met and the strategies are gone over on time, the Committee would have June and July off. Chair Pena-Castaldi asked if a reminder could be sent out in January to the Committee for the first quarter of meetings, to ensure everyone has it on their calendars. The Committee agreed to have the meetings at 5:00 pm, and if there was an issue with the time it could be discussed in a future meeting. The Committee asked if they would have an option to meet virtually, Ms. Briggs stated no. Commissioner Avila-Vazquez stated Zoom was only available because of COVID19 restrictions and was only available for emergencies. She explained a Commissioner can City of Deltona Page 2 Printed on 12/27/2021 Affordable Housing Advisory Minutes November 9, 2021 Committee attend a Commission Meeting virtually, but their not able to vote. Ms. Briggs explained extra staff would be needed to run Zoom in the Commission Chambers, but if they wanted the option to do virtual meetings, the Committee would have to meet in the second floor conference room. Member Ellis explained she would not be available in June and July, but she would be able to join remotely if that was an option. She stated she understood she would not be able to vote, but she would be able to be in the discussions. Staff reminded the Committee six (6) members were required in person for a quorum. Member Rodriguez asked if alternates were a possibility. Mr. Paradise explained with the Committee can go up to 11 members, but each member or alternate would have to be from different disciplines like they are. Mr. Paradise reminded the Committee the more members they have the more people are needed for a quorum. Commissioner Avila-Vazquez explained on some of the other Boards and Committee alternate members have resigned due to only sitting in the background and feeling like they were wasting their time. Chair Pena-Castaldi asked for all Committee Members to notify staff when they would not be available for a meeting, to save other members from coming in to see there is no quorum. Ms. Briggs explained to the Committee next year will be busy due to the LHAP Report, Analysis of Impediments, and the Comprehensive Plan would all start next year. She also asked for the Committee to take a look at the two (2) requested maps on the wall. She explained it was the same map, but told two different stories. She stated staff did not want to just give them a map with all the City-owned properties because they are already spoken for, so only about 25% are available and most are not suitable for habitation. She explained by March she hopes to be able to tell the Committee about some affordable housing because for the first time in 11 years the City is serious about affordable housing. Member James asked if a sub-committee could be started to help with more strategies and be able to brainstorm ideas. Commission Avila-Vazquez explained that would be against the Sunshine Law. Chair Pena-Castaldi asked if doing a workshop, as they have done in the past would be viable. Vice Chair Ulicny-Hoback asked if each meeting they could put 30 minutes, in the end, to speak about different strategies and be able to brainstorm, so it would be part of the regular meeting. City of Deltona Page 3 Printed on 12/27/2021 Affordable Housing Advisory Minutes November 9, 2021 Committee Member Ellis stated for a follow-up on the last meeting, she asked about the America Rescue Plan. She explained she learned how the money was allocated and the City did not receive any. The County received all the funds but only used 3% for affordable housing. She asked staff how the City would be able to receive funds in the future. Ms. Briggs and Commissioner Avila-Vazquez explained they would have to go to the County Commission Meetings to express their need. Commissioner Avila Vazquez thanked the Committee members for volunteering for this important project. She explained this AHAC Report depends on the grant that the City receives. She explained when members do not show up it could cause the City to lose $600,000 in funds. She wished everyone a Happy Holidays. 8. STAFF COMMENTS: None. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Member Wallace-Chin asked about the Affordable Housing reminder on their tables. Ms. Briggs explained the Affordable Housing Summit was moved to December 7, 2021 at the Ocean Center. She explained if AHAC Members were attending it would need to be noticed. Multiple member stated they would be attending and already signed up. Ms. Briggs stated she would work on posting the notice. Member Ellis asked the process on having speakers come in to speak to the Committee. Ms. Briggs stated a member would need to be in contact with staff to ensure it is on the agenda, so the speaker would have more than 10 minutes to speak. She asked for a two (2) week notice and to have the speakers information forwarded as well. Vice Chair Ulicny-Hoback thanked any Veterans in the room, and reminded the members for the Veterans Parade in Deland. Commissioner Aliva-Vazquez thanked Member James for his service, and stated Deltona High School would have a ROTC Salute tomorrow morning. 10.
