CALL TO ORDER: The meeting was called to order at 5:03 pm. 2. ROLL CALL: Present: 7 - Vice Chair Patricia Ulicny-Hoback Member Commissioner Avila-Vazquez Member Terri Ellis Member Eric James Member Cassie Landron Member Manny Rodriguez Member Michelle Wallace-Chin Excused: 1 - Chair Jodi Pena-Castaldi Absent: 2 - Member Dolores Guzman Member Sylvia Hayes 3. APPROVAL OF MINUTES & AGENDA: A. AHAC Minutes of November 9, 2021 Motion by Commissioner Avila-Vazquez, seconded by Eric James, to approve the AHAC Minutes of November 9, 2021, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. 6. OLD BUSINESS: There was no old business. The attachments were there for the AHAC members to review. A. Review LHAP Ms. Briggs explained the LHAP (Local Housing Assistance Plan) was sent in the agenda packet because it's in the process of being revised. The LHAP is updated every three (3) years. She stated if the Committee would like items to be added, now is the time. Ms. Briggs gave the Committee background on the LHAP and the current strategies. Discussion occurred regarding the agenda attachments. Committee members asked for the agenda to be printed out for those who did not bring in their own. B. AHAC Guidebook Ms. Briggs asked if anyone on the Committee needs a refresher with the City Attorney regarding Sunshine, it was determined it was needed. Ms. Briggs spoke regarding expedited permitting and explained it would help affordable housing because for developer’s "time is money". Discussion occurred regarding the current permitting processes in place, and how to move forward making it more effective. The Committee discussed staff making a checklist to assist with the expedited permitting process. Ms. Merced spoke regarding the current permitting processes and explained some processes could not be expedited like rezoning due to required public notice and meetings. Mr. Ruiz spoke regarding the review processing, and explained staff would make the judgment call to move affordable housing ahead of other projects. Vice Chair Ulicny-Hoback inquired about the apartments behind Publix on Lake Helen Osteen Rd. being affordable. Mr. Ruiz stated they would be market-rate. Discussion occurred regarding subcommittees. Member Landron stated that new construction in Deltona is starting at around $320,000.00 Mr. Ruiz discussed Fee Waivers for Affordable Housing and Ms. Briggs stated that SHIP funds can be used for fees. Discussion occurred regarding City-owned properties and the Future Land Use Map. The Committee requested a subcommittee to be formed. Ms. Briggs stated she would contact the City Attorney to speak on the regulations for this. City of Deltona Page 2 Printed on 3/11/2022 Affordable Housing Advisory Minutes February 15, 2022 Committee Commissioner Avila-Vazquez requested Mr. Wells to come in to give a presentation on land leases. Discussion occurred regarding the lack of ADA homes. Vice Chair Ulicny-Hoback discussed making a motion to have a subcommittee put on the next agenda. After discussion, the Committee agreed to have the City Attorney come in to speak about regulations on subcommittees. Discussion occurred regarding ideas to shorten the rezoning application. Member Landron asked for the Committee members to be involved so she can pass on the information to developers she is working with. Mr. Ruiz stated timelines for past rezoning applications would be ready for next meeting. He spoke regarding the LHAP and the EAR (Evaluation and Analysis Report) which is regulated by the State. Discussion occurred regarding if having an AHAC subcommittee would be useful and the Future Land Use Map. Mr. Ruiz spoke regarding parking and street requirements. He explained this is not something that can be changed because it could put residents at risk because public safety vehicles may not be able to maneuver easily. Discussion occurred regarding different fees that could be waived and paid for by SHIP. These fees could include impact fees, inspection fees, and application fees. Discussion occurred regarding rezoning and properties needing to be compatible with surrounding lots and the current cost of homes in Deltona. The Committee spoke regarding the issue of not having sewer throughout the City. Commissioner Avila-Vazquez stated she believes this year is phase two (2) for the AHAC and its time to think of how they can bring affordable housing to Deltona. She explained to the members that Deltona is still the most affordable City around. Member James asked how to address the Future Land Use Map for affordable housing. 8. STAFF COMMENTS: None. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Member Rodriguez expressed frustration with understanding the objective of the City of Deltona Page 3 Printed on 3/11/2022 Affordable Housing Advisory Minutes February 15, 2022 Committee Committee. Vice Chair Ulicny-Hoback stated she was given an AHAC Binder when she first joined and asked if this was still being done. Staff explained that this has not been done in a few years, but would look into setting it up again. Commissioner Avila-Vazquez asked if staff could speak to Mr. Wells and request a presentation for the Committee regarding land leasing. Member Ellis stated she understands the work being done by the AHAC and staff is critical for the future of the City and appreciates it. Member Wallace-Chin thanked staff for their commitment and the members for showing their passion. Commissioner Avila-Vazquez thanked everyone for coming and stated the members must work together to move forward. Vice Chair Ulicny-Hoback thanked everyone for coming and stated the members have to get things done. Member James stated the Committee can make a change and he feels a sense of urgency because he has seen people being displaced from their homes and businesses. Member Rodriguez stated he wants to help the City and if anyone needs help to please call him. Member Landron stated she is a realtor and wanted to be part of the AHAC to make a change and learn. She asked for more speakers to give presentations. She asked for information presented at the Affordable Housing Summit to be discussed at a future meeting. She thanked the Members and staff for their time. 10.
