CALL TO ORDER: The meeting was called to order at 5:05 pm. 2. APPROVAL OF MINUTES & AGENDA: A. Minutes of March 15, 2022 Motion by Member James, seconded by Member Ulicny-Hoback, to approve the AHAC Minutes of March 15, 2022, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: A. Presentation by Frank Wells at Bright Community Trust Mr. Frank Wells, President & Chief Impact Officer of Bright Community Trust, gave a presentation regarding Community Land Trust. He explained Community Land Trust (CLT) organizations develop and steward affordable housing, commercial spaces, and other community assets on behalf of a community. A 99 year ground lease keeps the affordability intact. The land is transferred to the CLT organization. City of Deltona Page 1 Printed on 5/24/2022 Affordable Housing Advisory Minutes April 19, 2022 Committee A one-time investment makes a home affordable for purchase by a working family with modest means, and the home remains affordable for family after family into the future. In return, the family agrees to limit their proceeds when they sell so another family with a modest income can afford to purchase the home. In 2009 the National foreclosure rate was 4.58%; however, the CLT foreclosure rate was 0.56%. Mr. Wells spoke regarding an Ecovillage project comprising of 25 net zero energy townhomes constructed with high quality insulation and solar panels resulting in a zero dollar energy bill. More importantly, this is a mixed income project which targets low income, moderate and market rate buyers. Discussion occurred regarding the owner paying property taxes and being responsible for any and all repairs to the home. He suggested Deltona try a pilot program may also be a good idea to engage residents. Mr. Wells stated his company typically builds 3 bedroom, 2 bath homes approximately 1,300 to 1,500 square feet. He spoke regarding the Florida Hometown Hero's program with $100 million appropriated without completing the legislation with the rules for the program. Vice Mayor Avila-Vazquez asked Mr. Wells to come in to speak to the Commissioners at a workshop regarding CLT's. Member Ellis suggested the Committee look at the South Florida Community Land Trust home buyer guide. Mr. Wells stated he would be happy to come back to speak with the AHAC or the City Commission. 5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. Chair Pena-Castaldi opened and closed public forum as there was none. 6. OLD BUSINESS: None. 7. NEW BUSINESS: A. 1. Strategy: Transportation hubs, transit-oriented development, and mixed-use developments. City of Deltona Page 2 Printed on 5/24/2022 Affordable Housing Advisory Minutes April 19, 2022 Committee Mr. Paradise spoke regarding Transit Oriented Development (TOD) which is development near transportation hubs and major employment centers with mixed-use developments. Some example areas would include New York, Las Vegas, Washington DC, London, Atlanta, Akron, etc. The purpose is to decrease transportation costs and increase housing affordability. Transit availability in the City is low because Deltona is an automotive community. It will take time in the long-term to reach a TOD model in Deltona. Deltona needs to support the development for walkable communities, including the future Gallery of Villages. An example of a walkable community in Deltona are the Edgewater Condominiums. B. 2. Strategy: Surplus lands inventory. Mr. Paradise explained most of the land in the City is either spoken for or not suitable for development. The City may acquire more land for infrastructure, environmental purposes, and the code compliance apparatus (i.e., foreclosure). Another option could be through tax deed sales. Lastly, a developer may donate funds for affordable housing; however, the probability is low. There are two (2) City-owned properties; however, it remains to be seen if these lots will be utilized for affordable housing. The Committee Members feel the City would benefit from a Community Land Trust (CLT) as an option. Discussion occurred regarding the acquisition for property which would primarily come from the City's legal department. C. 3. Strategy: Reservation of infrastructure capacity. Mr. Paradise spoke regarding the reservation of infrastructure with City water and sewer being the most prevalent. He explained people want sewer but they don't want to pay for it. Ms. Briggs stated that the LHAP (Local Housing Assistance Plan) used to have a strategy to cover the cost of sewer hookup based on income qualifications. The Committee requested for this to be readded to the LHAP. 8. STAFF COMMENTS: Mr. Paradise is trying to hire an attorney regarding inclusionary zoning and linkage fees to speak to the AHAC. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Member James stated there's a lot of opportunity but people need to support the recommendations. Member Wallace-Chin stated the Committee is going in the right direction and feels the Committee Members are on the same page. Vice Mayor Avila-Vazquez said she would assist with setting up a City Hall meeting whenever one is needed. Vice Chair Ulicny-Hoback shared an article about "Deland Aims for more Affordable Housing". Member Ellis stated she likes the idea about a pilot program for affordable housing. Member Landron expressed interest in having a housing fair in West Volusia next year. Chair Pena-Castaldi thanked Mr. Wells for his presentation on CLT's. 10.
