CALL TO ORDER: The meeting was called to order at 5:05 pm. 2. APPROVAL OF MINUTES & AGENDA: A. Minutes of April 19, 2022. Motion by Member Rodriguez, seconded by Vice Mayor Avila-Vazquez, to approve the AHAC Minutes of April 19, 2022, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: None. 5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. Chair Pena-Castaldi opened and closed the Public Forum as there were no comments. 6. OLD BUSINESS: None. City of Deltona Page 1 Printed on 7/5/2022 Affordable Housing Advisory Minutes May 17, 2022 Committee 7. NEW BUSINESS: A. Recommendations for 2022 AHAC Report. Mr. Paradise explained the Committee's recommendations would be captured in the Annual AHAC report and advanced to the City Commission towards the end of the year. He stated that Staff wants to confirm recommendations from the Committee and ensure Members are satisfied with the way the recommendations are presented and written. Mr. Paradise stated that we want to start slow with measurable recommendations that are action-oriented and last years AHAC report was a good foundation. Mr. Paradise explained that currently the City expedites affordable housing projects. He gave an example of a Habitat for Humanity project being prioritized and explained the City will continue this process. The building permit process is checklist oriented regardless if it's for affordable housing or not. Discussion occurred regarding the number of permits requested each year for affordable housing and who determines if it's an affordable housing project. Mr. Paradise explained the Department can determine by the applicant's name if the project is for affordable housing. Mr. Paradise stated reducing impact fees may be something that needs to be discussed at a future meeting. Ms. Briggs mentioned the Committee Members will be informed in advance so they can attend the Analysis of Impediment meetings with the non profits, affordable housing builders, etc. Vice Mayor Avila-Vazquez expressed interest in helping the Hispanic community better understand what the City has to offer in housing assistance via City hall meeting(s) spoken in Spanish. Mr. Paradise stated a lawyer will come in and give a presentation at a future meeting regarding inclusionary zoning and linkage fees. He explained inclusionary zoning is where a certain percentage of a local governments housing project would be set aside for affordable housing units; however, the developer would still need to be made whole. The City would pay for the impact fees from general fund. This could be added to the Comprehensive Plan Policy and Chapter 94 of the Land Development Code. Mr. Paradise defined bonified affordable housing as 80% AMI (Area Median Income) and stated the definition should be added into the report. City of Deltona Page 2 Printed on 7/5/2022 Affordable Housing Advisory Minutes May 17, 2022 Committee With the rising cost of home prices, Ms. Briggs stated affordable housing could be 80% - 120% AMI. Mr. Paradise spoke regarding the residential rezoning moratorium, but explained affordable housing is an exception. In addition, Mr. Paradise stated that the total cost of impact fees (City, County, and School) for one housing unit can cost between $10,000 to $12,000. Discussion occurred regarding which fees to waive and changing the language given. The Committee emphasized the importance of only paying impact fees for affordable housing. Mr. Paradise explained the City can allow for ADU's to be rented, but as a safeguard, the site must remain homesteaded. This is to discourage any absentee ownership. Discussion occurred regarding ADU's and the use of CDBG (Community Development Block Grant) funds to assist low income residents to connect to sewer. Discussion occurred regarding reduction of parking and setback requirements; the Committee agreed the requirements should not be changed for safety reasons. Mr. Paradise explained most new developments have flexible lot configurations. Discussion occurred regarding establishing a minimum lot size. There was a consensus by Committee Members to establish a CLT (Community Land Trust). Discussion occurred regarding the importance of CLT's to the Committee. Vice Mayor Avila-Vazquez and Mr. Paradise spoke with Mr. Peters, Acting City Manager, on having a future workshop to the Commission regarding CLT's. Committee Members said they would like to be informed of the meeting so they can attend. Member James suggested the City take 1% of its budget to facilitate the purchase of land for affordable housing every year. Mr. Paradise discussed establishing policy within the Comprehensive Plan to prioritize infrastructure for affordable housing projects. Mr. Paradise spoke regarding transit oriented development. Discussion occurred regarding Votran bus stops. Discussion occurred regarding having a Deltona park and ride facility, the Gallery of Villages, and requiring walkable plans. 8. STAFF COMMENTS: Mr. Hoppa inquired about mortgage assistance. Chair Pena-Castaldi stated the Our City of Deltona Page 3 Printed on 7/5/2022 Affordable Housing Advisory Minutes May 17, 2022 Committee Florida Emergency Rental Assistance program is now closed. She stated the Florida Homeowner Assistance Fund has $676M available with $11M expended. Interested applicants need to register on the Florida Department of Economic Opportunity website and follow the instructions. Benefits may not exceed $50,000 per household throughout the life of the program. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Member James stated he's looking forward to some real, actionable items with the Committee. Member Rodriguez stated we need to have 'teeth' in the incentive recommendations and we need to be as specific as possible in the language. Member Wallace-Chin stated we need concrete recommendations that are measurable. Vice Mayor Avila-Vazquez mentioned a compliment from a citizen stating the AHAC is the most active Board in the City. She wanted to remind Members that she's here to help. Vice Chair Ulicny-Hobak mentioned an article about Deland looking to cut red tape for ADU's and spoke about residential parking in older sections of Deltona. Member Ellis stated as we develop the AHAC report she would like to have a SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis as supporting documentation. Member Landron spoke about revisiting organizations that have alternative builds. She asked when can she have someone come in a give a presentation. Ms. Briggs stated the AHAC report is due to Tallahassee in December 2022. The Committee requested to be invited to any workshops and City hall meetings that involve affordable housing. The Committee agreed to have an AHAC meeting on June 21, 2022 at 5 pm. Chair Pena-Castaldi recommended we have presentation(s) at the June 21st meeting since Member Ellis will not be present. Member Ellis mentioned she knows a developer who can give a presentation on tiny homes. 10. ADJOURNMENT: The meeting adjourned at 7:15 pm.
