1. CALL TO ORDER:
The meeting was called to order at 5:05 pm.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of May 17, 2022
Motion by Member Rodriguez, seconded by Vice-Mayor Avila-Vazquez,
to approve the AHAC Minutes of May 17, 2022, as presented. The
motion carried unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
Chair Penã-Castaldi opened and closed the public forum as there was none.

7. NEW BUSINESS:
A. AHAC Report
Mr. Paradise discussed the draft copy of the 2022 AHAC Annual Report, stating the
formatting of the report was based off of last year's report to maintain continuity; however,
can be changed if necessary.
Member Landron arrived at 5:09 pm.
Mr. Paradise started to discuss Expedited Permitting.
Member Ellis expressed concerns regarding missing details and formatting.
Mr. Paradise explained there is not a lot of public land available for development and
mentioned the Committee recommended reserving 1% of its annual budget for the
establishment of a Community Land Trust (CLT).
Mr. Paradise spoke regarding flexible densities and establishing a density bonus for
affordable housing; this would be handled in a Comprehensive Plan amendment. Per State
law, the Comprehensive Plan is updated every 7 years; however, the City starts this every
five (5) years.
Member Wallace-Chin recommended some of the verbiage be reworded as a statement
versus a question indicating action-oriented goals.
In an effort to address Not In My Back Yard (NIMBY), Mr. Paradise recommended having
affordable housing mixed with market rate housing at a ratio that has a robust market
element to the affordable housing project. He stated a 70% market rate and a 30%
affordable housing rate would be ideal.
Mr. Paradise discussed the modification of impact fees/waivers in which the City housing
grant monies would be used to pay impact fees assuming costs were passed onto
income-qualified applicants.
The Committee agreed that verbiage for emergency vehicle access (e.g., fire ladder truck)
should be included under parking setback requirements.
Mr. Paradise discussed ADU's (Accessory Dwelling Units) stating that ADU's can not have
its own utilities and that it houses domestic help and family members.
Mr. Paradise said fire apparatus access can also be addressed under the street
requirements recommendation.
In regards to Transit-Oriented Development/Transportation Hubs, Mr. Paradise stated the

City needs to take a pragmatic look at transit. Some of the more sensible
recommendations would be park-and-ride facilities and the Gallery of Villages (walkable
communities).
The Committee Members agreed to have all comments/recommendations for the 2022
AHAC Report submitted to staff via email, no later than Wednesday, September 28, 2022.
Member Ellis inquired if a special meeting can be held before the regular AHAC meeting in
October. Mr. Paradise stated yes, but it would need to be advertised.
Vice-Mayor Avila-Vazquez stated she may not be present for the October 18th meeting.
Member Ellis advised she will be out of the country from October 6th through October 10th.
8. STAFF COMMENTS:
None.
9. BOARD/COMMITTEE MEMBERS COMMENTS:
Member Ellis mentioned she spoke with Mark Watts at a Social Service event at The
Center. He advised developers are interested in bringing affordable housing to Deltona.
She stated she looks forward to next year; exciting stuff on the horizon.
Mr. Paradise stated he anticipates Mr. Darren Elkind to speak to the Committee regarding
inclusionary zoning and the legal ramifications.
Member Rodriguez stated everyone needs to get together and talk to ascertain the needs
of the AHAC Committee and the needs of the developers.
Vice-Mayor Avila-Vazquez stated Thornby Park is a finalist in the State contest and asked
everyone to vote for the Deltona park.
Member Wallace-Chin thanked Staff.
Vice-Chair Ulicny-Hoback wanted an update on the Rent/Mortgage assistance program.
Ms. Briggs stated less than $20,000 has been awarded with the goal of obtaining
employment for future program(s).
Chair Penã-Castaldi said Volusia County will have ERA2 funds out again. She spoke
regarding the alarming rise in evictions in Orange County.
Member Landron said she will be leading a housing fair next year in the Deltona area.
