City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Affordable Housing Advisory Committee Tuesday, March 21, 2023 5:00 PM 2nd Floor Conference Room 1. CALL TO ORDER: The meeting was called to order at 5:03 p.m. 2. ROLL CALL: Present: 8 - Chair Jodi Pena-Castaldi Vice Chair Patricia Ulicny-Hoback Member Commissioner Avila-Vazquez Member Jean Armstrong Member Terri Ellis Member Sylvia Hayes Member Cassie Landron Member Michelle Wallace-Chin Excused: 1 - Member Manny Rodriguez A. Election of Officers Motion by Member Wallace-Chin to nominate Jodi Pena-Castaldi as Chair, seconded by Vice-Chair Ulicny-Hoback. The motion carried unanimously. Motion by Member Ellis to nominate Patricia Ulicny-Hoback as Vice-Chair, seconded by Member Wallace-Chin. The motion carried unanimously. 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of February 21, 2023 Motion by Member Armstrong, seconded by Vice-Chair Ulicny-Hoback, to approve the AHAC Minutes of February 21, 2023. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: City of Deltona Page 1 Printed on 4/11/2023 Affordable Housing Advisory Minutes March 21, 2023 Committee Ms. Miranda asked the members to place a sticker as to where they would like to see fast food or dine-in restaurants within the City. Member Wallace-Chin stated it would be beneficial to have a designated restaurant area in Deltona. 5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. None. 6. OLD BUSINESS: None. 7. NEW BUSINESS: A. Strategy (d) - Reservation of infrastructure capacity Mr. Ruiz discussed the reservation of infrastructure capacity as it pertains to sewer. He explained the City has the capacity but cannot implement it. Discussion occurred regarding sewer within the City. Ms. Briggs stated the Local Housing Assistance Plan (LHAP) has a strategy for central sewer assistance for income qualified applicants. B. Strategy (e) - Allowance of affordable accessory residential units Mr. Ruiz discussed Accessory Dwelling Units (ADUs). An ADU can't have a second meter or separate access to the unit. There are provisions for an ADU in the City Code, which state only family members may reside in them. Discussion occurred regarding ADU limitations, restrictions, and monitoring. C. Strategy (f) - Reduction of parking and setback requirements Mr. Ruiz spoke regarding parking and setback requirements. He explained by reducing parking and setback requirements builders could have more lots. Discussion occurred regarding public transportation within the City. 8. STAFF COMMENTS: Member Ellis spoke regarding the affordable housing trivia game on Friday, March 31st. Member Landron discussed the upcoming West Volusia Community Housing Fair on Saturday, April 15th. City of Deltona Page 2 Printed on 4/11/2023 Affordable Housing Advisory Minutes March 21, 2023 Committee (Ms. Briggs stated since multiple AHAC members may attend these events they would need to be noticed, per the City Clerk.) City Attorney, Marsha Seal-George stated she's willing to assist in getting results in Deltona regarding affordable housing. Discussion ensued regarding Community Land Trust (CLT), multi-family housing, and single-site housing. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Chair Penã-Castaldi spoke about the services that will be offered at her table at the upcoming West Volusia Community Housing Fair and other Community Legal Services of Mid-Florida news. Commission Avila-Vazquez spoke regarding the recent State AHAC meeting. Member Ellis stated having a video showing the 'Face of Affordable Housing" may educate the public. She recommended the committee have an agenda line item entitled "Legislative / HUD news" included on each monthly AHAC agenda. Ms. Briggs mentioned the AHAC members should focus on 3 to 4 key strategies and prioritize accordingly. Member Wallace-Chin would like to have an ad placed in the My Deltona Magazine quarterly regarding housing-related subjects. She spoke about an upcoming Faith Action Assembly regarding affordable housing at Our Lady of Hope Church on Monday, March 27th. Member Armstrong spoke regarding Great American Realtor Day on March 29-31 in Tallahassee. She spoke regarding the importance of Senate Bill #102 and House Bill #627. Vice-Chair Ulicny-Hoback complimented Code Enforcement for their efforts in the City. Member Hayes spoke about her past work experience and a guest she would like to bring in to give a presentation on affordable housing. Member Landron reiterated the importance of infrastructure, education, and rental/ownership options. 10.
