CALL TO ORDER: Commissioner Avila-Vazquez called the meeting to order at 5:00 pm due to the Chair and Vice-Chair being excused. 2. ROLL CALL: Present: 7 - Member Commissioner Avila-Vazquez Member Jean Armstrong Member Terri Ellis Member Sylvia Hayes Member Cassie Landron Member Manny Rodriguez Member Michelle Wallace-Chin Excused: 3 - Chair Jodi Pena-Castaldi Vice Chair Patricia Ulicny-Hoback Member Eric James 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of October 18, 2022 Motion by Member Rodriguez, seconded by Member Armstrong, to approve the AHAC Minutes of October 18, 2022, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: None. 5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. OLD BUSINESS: None. 7. NEW BUSINESS: A. Introduction of new AHAC member. Commissioner Avila-Vazquez introduced Commissioner Colwell and Suzette Cameron, Assistant to the City Manager. Ms. Briggs introduced the new AHAC member, Jean Armstrong. Members gave a brief introduction of themselves. B. Strategies discussion. Mr. Ruiz discussed expedited approvals of Development Orders and permitting, which is already implemented. Mr. Ruiz discussed the modification of impact fees. Developers pay impact fees for parks, law enforcement, fire, and transportation. In addition, the County is raising their impact fees. Waiving fees and providing credits could be included in the Comprehensive Plan and impact fee code if that is the recommendation of the Committee. Discussion occurred regarding the NSP program. Member Rodriguez recommended having a roundtable with builders/developers, and Member Wallace-Chin concurred. Commissioner Avila-Vazquez explained developers/builders don’t want to construct affordable housing because its not profitable. Mr. Ruiz stated there is an affordable housing project in the works, which entails approximately 80 units and would be 100% affordable. Ms. Briggs advised the Local Housing Assistance Plan (LHAP) contains a strategy for new construction/multi-family rental housing developments. Key variables would include the builder, location of the property, money and infrastructure. Ms. Briggs suggested having a few affordable residential homes in each district and having them managed by a CLT (Community Land Trust), Mid-Florida Housing, Habitat for Humanity or a similar organization. Discussion occurred regarding scattered lots and inventory of land. City of Deltona Page 2 Printed on 3/8/2023 Affordable Housing Advisory Minutes February 21, 2023 Committee Mr. Ruiz discussed the allowance of flexible density for affordable housing. Residential low density would include 0 to 6 dwelling units per acre; medium density would include 6 to 11 dwelling units per acre; and high density would include 12-20 units per acre. Currently, the Comprehensive Plan does not have a 'bump' allowance for flexibility in density regarding affordable housing. Discussion occurred regarding affordable housing mechanisms: CLTs, Mid-Florida Housing, and Habitat for Humanity. 8. STAFF COMMENTS: None. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Member Ellis inquired about having additional meetings within the same month. Member Rodriguez said the committee's goals for this year should be specific, measurable and realistic. Member Landron commented on the West Volusia Housing Fair which will be on April 15th from 10 am to 2 pm in the City of Deltona Commission Chambers. Member Wallace-Chin said there is a $100 million FEMA flood vulnerability assessment grant the City has not yet applied for. 10.
