City Manager's Agenda Review
1. CALL TO ORDER:
Mayor Masiarczyk called the meeting to order at 5:30 p.m.
2. ROLL CALL – CITY CLERK:

3. INVOCATION AND PLEDGE TO THE FLAG:
Mayor Masiarczyk led the Pledge to the Flag. He asked Commissioner Ramos if he was
ready for the invocation and Commissioner Ramos responded "yes".

4. APPROVAL OF MINUTES & AGENDA:
There were no comments or questions on the minutes for the April 2, 2018 Regular
Commission Meeting.
A. Approval of minutes - Regular Commission Meeting of April 2, 2018, as
presented. - Joyce Raftery, City Clerk (386) 878-8502.
5. PRESENTATIONS/AWARDS/REPORTS:
A. Recognition - Top Shelf Car Wash Car Wash Owners Chip Burton and Steve
Mountcastle and their employees.
Mayor Masiarczyk asked if Commissioner Honaker would make the Top Shelf presentation
and Commissioner Honaker responded "yes".

B. Presentation of inductees to the Wall of Fame - Former Commissioner
Nancy Schleicher.
Mayor Masiarczyk stated next we have a certificate to present for the Wall of Fame to
Nancy Schleicher.
C. Presentation - William S. Harvey Deltona Scholarship Award Certificates.
Mayor Masiarczyk stated he would ask that all of the $1,000 scholarship recipients come up
and take a group picture with the Commission and then have the $1,500, $2,000, $2,500
and the $3,000 recipients come up for a picture with the Commission individually.
D. Presentation - Quarterly Reports of City Advisory Boards/Committees -
Joyce Raftery, City Clerk (386) 878-8502.
Mayor Masiarczyk stated the Quarterly Reports are all written.
E. FY 2016 / 2017 Annual Audit Presentation: Comprehensive Annual
Financial Report for the Year Ended September 30, 2017 - Audit Team from
Purvis, Gray and Company - Camille Hooper, Finance Department - (386)
878-8552.
Strategic Goal: Fiscal Issues - Maintain current fiscal stability, maximize
alternative funding sources and promote an effective system of checks
and balances
Mayor Masiarczyk stated next is the audit from Purvis, Gray and Company.
6. CITY COMMISSION SPECIAL REPORTS, REQUESTS AND DISCUSSION TOPICS:
Mayor Masiarczyk stated next are the Special Reports and he asked if anyone had any
reports. He stated he would be bring up the waste services contract.
Commissioner Nabicht stated he would have an announcement about the Department of
Transportation's (DOT) "Move Over" campaign.
There were no other reports.
7. PUBLIC FORUM: - Citizen comments are limited to issues and concerns not on
the agenda and comments on items listed on the agenda will take place after
discussion of each item.
CONSENT AGENDA: The consent agenda contains items that have been determined
to be routine and non-controversial. If anyone in the audience wishes to address a
particular item on the consent agenda, now is the opportunity for you to do so.
Additionally, if staff or members of the City Commission wish to speak on a consent
item, they have the same opportunity.

Commissioner Nabicht asked Mrs. Hooper if she would be making the audit presentation
or are the auditors here. Mrs. Hooper responded the auditors would be in attendance and
would be making the presentation.
Mayor Masiarczyk asked if there was anything else and there was not.
15. ADJOURNMENT:
Mayor Masiarczyk adjourned the meeting at 5:34 p.m.

2011, the City Commission approved to have each Commissioner by
District schedule someone to present the invocation at each Regular
City Commission meeting rotating each Commissioner by District
starting with District #1, #2, #3, #4, #5, #6 and the Mayor.

B. Presentation of inductees to the Wall of Fame - Former Commissioner Nancy
Schleicher.
Background: At the William S. Harvey Deltona Scholarship Advisory Board meeting
held on October 26, 2017 the board reviewed and recommended
Former Commissioner Nancy Schleicher to the Wall of Fame. The
board’s recommendations were approved by the City Commission at
the Regular Commission Meeting held on Monday, April 2, 2018.
C. Presentation - William S. Harvey Deltona Scholarship Award Certificates.
Background: In recognition of scholastic achievement and commitment to
demonstrating leadership in our community and at their schools. We,
the Mayor, City Commission and the William S. Harvey Deltona
Scholarship Advisory Board of the City of Deltona, Florida, proudly
present these scholarship awards, on this 16th day of April, 2018.
