A. Discussion: Development Focus Areas - Chris Bowley, AICP, Director, Planning
and Development Services, (386) 878-8602.
Strategic Goal: Economic Development - Determine the business niche for the
City to target/pursue.
Background: The City of Deltona is experiencing development growth, in part due to
efforts to position the City for new development, when the real estate
market returned following an economic downturn. The City has its first
construction crane for the Halifax Hospital and civic (Center at Deltona),
commercial, and residential design construction is underway.
In the recent past, the City created a database of sites with Team
Volusia Economic Development Corporation (TVEDC), has
abandoned the Deltona Activity Center, has rezoned property for
commercial development, has partnered with developers for
infrastructure, and has been a developer. Its overall goal is to create
opportunities that ultimately lead to better infrastructure, employment,
private development investment, and public capital investment (i.e.
Volusia County and FDOT) that makes the City more sustainable and a
great community to live within.
The City recently discussed with TVEDC at a presentation to the City

Commission the desire to focus on key potential development areas
that have the most growth potential. Factoring in efforts such as
roadway improvements, high traffic volumes, recent private investment,
Community Redevelopment Area (CRA) creation, land assemblage,
and entitlements, the attached presentation focuses on those
geographic areas with high development potential and goals for future
development. This effort is in keeping with an economic development
goal established in the City Strategic Plan to determine the business
niche for the City to target/pursue.

B. Discussion: Volusia County Local Government Infrastructure Half-Cent Sales
Surtax - Chris Bowley, AICP, Director, Planning and Development Services,
(386) 878-8602; and Matt Doan, P.E., Director, Public Works, (386) 878-8998.
Strategic Goal: Infrastructure - Support a half-cent to one-cent sales tax.
Background: Volusia County is seeking approval of a half-cent surtax for
infrastructure projects throughout the County for a period of 20-years.
As the largest municipality in population within the County (the surtax
methodology is on a per capita basis), the City of Deltona (City) is
estimated to receive the largest allocation ($5,120,088) of that tax
revenue. The proposed tax is designed to fund projects for County and
municipal public facilities that will be restricted to roads, bridges, water
quality, stormwater, flood control, and amenities ancillary to those
facilities. The County will also establish a Citizen’s Advisory Oversight
Committee to review the use of the proceeds. The attached
presentation lists the eligible spending categories and potential
projects that the City could consider.
