City Manager's Agenda Review
1. CALL TO ORDER:
Mayor Masiarczyk called the City Manager's Agenda Review Meeting to order at 5:30 p.m.
Mayor Masiarczyk stated he wanted to mention the community meeting with Pastor Bradley
and that when Pastor Bradley came to the meeting that night to present, Pastor Bradley
stated he only had a list of things that were listed on the board at that meeting so we did not
have an in depth way to answer any of the questions or comments. He stated we set up a
meeting for Thursday at 10:00 a.m. for Pat Northey, Phil Giorno, Pastor Bradley and himself
to go over the list to get more input of what the people want. He stated after that we can set
up something for the new Commission to have a meeting and that will give staff time to
review and give input.

3. INVOCATION AND PLEDGE TO THE FLAG:
Mayor Masiarczyk stated Commissioner Honaker is on his way from Edgewater; he has the
invocation. He stated also Former Commissioner Carmolingo passed away and he will
mention that so that Commissioner Honaker will know.
Mayor Masiarczyk led the Pledge to the Flag. He pointed out that the flag was at half -staff
and will be until Former Commissioner Carmolingo’s internment.
Commissioner Bradford asked about the services. Mayor Masiarczyk responded there was
not any information yet and he was not sure if the services would be in Georgia but he will

find out.

4. APPROVAL OF MINUTES & AGENDA:
A. Approval of minutes - Regular Commission Meeting of September 5, 2018,
as presented. - Joyce Raftery, City Clerk (386) 878-8502.
5. PRESENTATIONS/AWARDS/REPORTS:
Mayor Masiarczyk stated Pat Northey will be giving a presentation on the Rotary Club and
then Stewart-Marchman will be making a presentation with Commissioner Ramos giving an
update.
A. Presentation by Former Councilwoman Patricia Northey - Annual update on
the Rotary Club.
B. Presentation of Stewart-Marchman-Act.
6. CITY COMMISSION SPECIAL REPORTS, REQUESTS AND DISCUSSION TOPICS:
Mayor Masiarczyk asked if there were any Special Reports.
Commissioner McFall stated at the last meeting the Commission had talked briefly about
the YMCA and he had spoken from the heart and with an emotional view. He stated he had
spoken to a lot of people and he would like to at least bring that up again. Mayor
Masiarczyk asked if Commissioner McFall wanted to bring it up under Special Reports .
Commissioner McFall responded either under Discussion Topics or under the Budget
discussion since it is part of the budget. He decided he will do it under the budget.
Commissioner Bradford stated she was going to ask that this meeting time be changed to
6:00 p.m. instead of 5:30 p.m. so the Commission will not have to be just sitting around.
Mayor Masiarczyk stated he did not have a problem with that but he asked if the
Commission wanted to wait until the new Commission is seated. Mayor Masiarczyk
suggested waiting until later or for the new Commission.
Vice Mayor Herzberg stated she will have an update from the League of Cities Advocacy
Meeting.

7. PUBLIC FORUM: Citizen comments are limited to issues and concerns not on the
agenda and comments on items listed on the agenda will take place after discussion
of each item. Please be courteous and respectful of the views of others. Personal
attacks on Commission members, City staff or members of the public are not
allowed, and will be ruled out of order by the Mayor.
CONSENT AGENDA: The consent agenda contains items that have been determined
to be routine and non-controversial. If anyone in the audience wishes to address a
particular item on the consent agenda, now is the opportunity for you to do so.
Additionally, if staff or members of the City Commission wish to speak on a consent
item, they have the same opportunity.
8. CONSENT AGENDA:
A. Request for approval of the Interlocal Agreement for Provisions of
Municipal Services to the City of Deltona - Dave Denny, Interim Public
Works Director, (386) 878-8973.
Strategic Goal: Infrastructure, work jointly with Volusia County for Traffic
Signalization and Mosquito Control Services
Mayor Masiarczyk stated Item 8- A under Consent is our normal contract with the County for
traffic control, mosquito control and other services like that.
B. Request for approval of Resolution No. 2018-63 to increase General Fund
Natural Disaster Reserve to $8,000,000 for fiscal year 2018-19 and provide
for annual increases to the Reserve every year thereafter. - Camille

Strategic Goal: Fiscal Issues - Maintain current fiscal stability
Mayor Masiarczyk stated Item 8 - B was discussed at the last meeting and is just moving
general fund money over to increase the balance in the Natural Disaster Reserve Fund to
$8 Million.
Commissioner Nabicht asked Ms. Hooper if that would be the only ordinance needed to do
that, will we need to come back or is it all encompassing. Ms. Hooper responded the
resolution moves the $8 million and annual indexing that was requested.
9. ORDINANCES AND PUBLIC HEARINGS:
A. Public Hearing - Resolution No. 2018-56, Adopting the Final Millage Rate for
the levy of ad valorem taxes for Fiscal Year 2018/2019 - Camille Hooper,

Mayor Masiarczyk stated next is Item 9 - A the adoption of the millage rate and he will have
a script to read.
City Manager Shang stated she will have a handout at the meeting on the dais.
Commissioner Honaker arrived at 5:37 p.m.
Mayor Masiarczyk asked Commissioner Honaker if he know about Former Commissioner
Carmolingo passing. Commissioner Honaker responded "yes" that he had gone by his
house today to check it. Mayor Masiarczyk stated when we get to that point Commissioner
Honaker can give special consideration for the loss and say a few words. He asked if
Commissioner Honaker had anyone scheduled for the invocation. Commissioner
responded "no".
B. Public Hearing - Resolution No. 2018-57 Adopting the Final Annual Budget
for FY 2018/2019 - Camille Hooper, Finance, (386) 878-8552.
Strategic Goal: Fiscal Issues
Mayor Masiarczyk stated next is Item 9 - B the adoption of the final budget.
There were no questions or comments.
C. Public Hearing - Resolution No. 2018-62, Approval and transmittal of the
Program Year 2018-2022 City of Deltona Analysis of Impediments to Fair
Housing Choice report to the U.S. Department of Housing and Urban
Development - Ron A. Paradise, Assistant Director, Planning and
Development Services (386) 878-8610.
Strategic Plan: Economic Development - Create more diversified and
high-quality housing.
Mayor Masiarczyk stated next is Item 9 - C regarding the approval of the transmittal of the
City's impediments to fair housing to HUD.

City Manager Shang stated there will be people from the YMCA to speak about the budget .
She stated she also has the new health insurance rate that is an increase of 14.7% which is
within the budget that was allocated.
Mayor Masiarczyk stated when we get to the budget Commissioner McFall is going to
speak. He filled Commissioner Honaker in on the meeting he had scheduled with Pat
Northey, Phil Giorno and Pastor Bradley about the community meeting that was held and
then he will turn it over to staff.
Commissioner Nabicht asked City Manager Shang where that puts the City with healthcare
in regards to where we were with United Healthcare before the City switched to Cigna. City
Manager Shang responded she will have to ask staff but the City will now be at an increase,
we will not have the same rate that we had two (2) years ago and she does not know what
percentage that represents. Commissioner Nabicht asked at what point City Manager
Shang and Mr. Adams thinks the City may need to go out to bid again. City Manager
responded definitely not this year because the City's claims were very high where Cigna
lost money and negotiations of the percentage of the increase began in the mid 20's. She
stated possibly next year depending on the claims that are filed. Commissioner Nabicht
suggested looking at it in time to be able to do it. City Manager Shang responded we will
keep our eyes on it and now that the City is on the calendar year there will be more time.

Services to the City of Deltona - Dave Denny, Interim Public Works Director,

Strategic Goal: Infrastructure, work jointly with Volusia County for Traffic
Signalization and Mosquito Control Services
Background: The City of Deltona has contracted with Volusia County for various
municipal services in the past and the County has again combined all of
the services into one contract for ease of tracking.
The County currently provides maintenance and operation of our Traffic
Control Devices which promotes an integrated balanced traffic network
in Volusia County to benefit the residents. The City also relies on the

County for mosquito control services as they have qualified personnel
and equipment to perform the test and treatment. The Road and Bridge
Division of the County can provide services on an as needed basis for
the roadway and drainage infrastructure maintenance or repairs.
This Agreement will be in effect until September 30, 2019.

B. Request for approval of Resolution No. 2018-63 to increase General Fund
Natural Disaster Reserve to $8,000,000 for fiscal year 2018-19 and provide for

Strategic Goal: Fiscal Issues - Maintain current fiscal stability
Background: Resolution No. 2011-31, approved by the Commission on September
6, 2011, authorized the City Manager to maintain a Natural Disaster
Reserve in the General Fund in the amount of $6,000,000. Since the
Reserve was created, the City has been impacted by hurricanes in
consecutive years. Given the possibility of multiple natural disasters
impacting the City in a short time period; the amount of time between
hurricane-related expenses and recovery of costs from insurance or
FEMA; and the need for the Reserve to keep pace with inflation, the
Commission recognizes the need to increase the Natural Disaster
Reserve and provide for annual increases based on inflation.
Resolution No. 2018-63 increases the Natural Disaster Reserve to
$8,000,000 for the 2018-19 fiscal year, and authorizes an annual
increase of the Reserve based on the Consumer Price Index published
by the Bureau of Labor Statistics in each subsequent fiscal year.

Background: State law requires that the City hold a public hearing to adopt the final
millage rate and budget.

At this hearing, the City will:
· First discuss the percentage increase in millage over the
rolled-back rate. The proposed millage rate of 7.8500 reflects a
11.1% increase from the rolled-back rate.
· Adopt the millage rate (Resolution No. 2018-56) and budget
(Resolution No. 2018-57) by separate vote, and in that order as
required by State Law.
· Prior to adopting the millage-levy resolution, the name of the
taxing authority (City of Deltona, Florida), the rolled-back rate
(7.0654), and the percentage increase compared to the
rolled-back rate (11.1% increase), and the millage rate to be
levied (7.8500) must be publicly announced.

Strategic Plan: Economic Development - Create more diversified and
high-quality housing.
Background: The Program Year (PY) 2018-2022 City of Deltona Analysis of
Impediments to Fair Housing Choice report illustrates four housing
impediments associated with the City and related recommendations to
address these impediments. The identified impediments include:
1) Lack of decent and affordable housing especially for renters.
2) Disproportionate denial of mortgage applications for minorities.
3) Low wages and high rental rates make housing unaffordable.
4) Inefficient public transportation system.
Recommendations to address these deficiencies range from the
continuation of educational efforts to provide knowledge of the
mortgage/credit process and improved money management skills to
increasing rental assistance.
While City policies are discussed in the context of impediments to
affordable housing, private sector and nongovernmental organizations
are also identified as participants in the goal of providing decent
housing for low and moderate income families.
