CALL TO ORDER: The meeting was called to order at 5:30 by Mayor John Masiarczyk. 2. ROLL CALL – CITY CLERK: Present 7 - Commissioner Brian Soukup, Commissioner Chris Nabicht, Commissioner Diane J. Smith, Commissioner Gary Mitch Honaker, Commissioner Heidi Herzberg, Vice Chair Nancy Schleicher, and Mayor John C. Masiarczyk Sr. 3. PLEDGE TO THE FLAG: The City Commission and staff said the pledge to the flag. PUBLIC COMMENTS - Limited to items not listed on the agenda. Mayor Masiarczyk opened the meeting for public comment. Larry Kent, 235 River Village Drive, DeBary, asked if he would be able to ask questions during the report. Mayor Masiarczyk stated he would be able to ask questions after the report. Michael Putkowski, 2736 Courtland Blvd, Deltona, thanked the City Manager for fixing the streetlights that were out in his district. He stated that there are piles of trash throughout the City, he would turn in a list to the City Manager of all the areas that needed to be cleaned up and that creating a new position for a Coordinated Entry -Social Services Coordinator is a good step in the right direction to get help for the needy. Mayor Masiarczyk closed the meeting for public comment. The Commission discussed cancelling meetings with Cobb, Cole & Bell because of the quasi-judicial subject matter. 4. BUSINESS: A. & B. Discussion re: Coordinated Entry-Social Services Coordinator - Commissioner Honaker, District 1 (386) 275-7729. City of Deltona Page 1 Printed on 8/26/2015 City Commission Workshop Minutes July 27, 2015 Public Works Director Gerald Chancellor introduced Michael Burton and Ashley Venturoni with Burton and Associates. Mr. Burton, the Commission and staff discussed the updated impact fees, the increase in water and sewer impact fees, the water impact fee survey, the sewer impact fee survey, the Deltona North System, indexing the fees, Engineering News -Record indexing and financing. The City Manager recommended adopting a 100% increase for water with an index and a 75% increase for sewer with an index. After discussion, the Commission concurred to adopt a 100% impact fee increase for the water rate with an index and a 75% impact fee increase for the sewer rate with an index. Mayor Masiarczyk opened the meeting for public comment. Larry Kent, 235 River Village Drive, DeBary, asked would the City be collecting an impact fee if someone bought a vacant lot that did not have sewer available to it and the Commission and staff clarified that impact fees are collected only when the sewer is available. Mr. Burton, the Commission and staff discussed the utility rate study, miscellaneous fees and charges, reserves, alternative water supply, reclaimed water, and The Deltona Club’s (golf course) reclaimed water contract. The City Manager stated herself and the City Attorney are aware of the golf course ’s reclaimed water contract and that when she is prepared she will come back to the Commission with a recommendation. Mr. Burton, the Commission and staff discussed bulk service rates, rates for water and sewer services, fees, wholesale service rates, the Deltona North water system, options on building a water plant, Stone Island, water quality issues, potential liability with water quality issues and fire protection charges. After discussion, the Commission concurred to adopt the proposed fire protection charges as presented. Mr. Burton, the Commission and staff discussed water deposits, sewer deposits, bulk rates and commercial rates. After discussion, the Commission concurred to discuss bulk rates at a later date. Mr. Burton, the Commission and staff discussed errors in meter readings, the City of Deltona’s water rates compared to surrounding cities’ rates, rates for customers outside of the City limits and charges to turn on services after a non-payment. City of Deltona Page 2 Printed on 8/26/2015 City Commission Workshop Minutes July 27, 2015 The City Manager asked for clarification on adopting the indexing fees and rates except for the wholesale rate and the rate for customers outside of the City’s jurisdiction. After discussion, the Commission concurred to adopt the indexing fees and rates as proposed, to discuss the wholesale rate at a later date and to keep the rate for customers outside of the City’s jurisdiction the same. C. Discussion regarding Water & Sewer Rate Study and Impact Fee Study - Gerald Chancellor, Public Works / Utilities (386) 878-8998. The Commission and staff discussed the Safe Harbor Project, the coordinated entry-social services coordinator position, whether the position should be full time or part time, the need for the position, the startup costs of creating the position, grants to support the position and the position affecting the budget. After discussion, the Commission concurred to have the City Manager look into what services currently exist, the City Manager to have discussions with the county regarding providing services to the City, figure out what the void in services is and to find a solution to fill that void. The Commission discussed partnering with Orange City and Debary to create the coordinated entry-social services coordinator position. D. Discussion re: Florida League of Cities: Constitutional Amendment Regarding Sale of Solar Energy - Commissioner Herzberg, District 3 (386) 405-8335. Mayor Masiarczyk stated he would send a letter to the Safe Harbor representatives stating the Commission as a whole chooses to not be involved with the Safe Harbor homeless project at this time. The Commission discussed the cost of the Safe Harbor homeless project. After discussion, the Commission concurred to have the Mayor send a letter to the Safe Harbor representatives stating the Commission chooses to not be involved with the Safe Harbor Homeless project at this time. The Commission and staff discussed the solar energy constitutional amendment, the Florida League of Cities’ (FLOC) response and stance to the solar energy constitutional amendment, solar energy and the stance the voting delegates may take at the conference. After discussion, the Commission concurred to not support the solar energy constitutional amendment wording and to support solar energy. The Commission directed the City Manager to draft the City’s position on solar energy and submit it to the Commission for review before Commissioner Herzberg votes at the conference. The Commission and staff discussed invitations the Commission receives to events, reimbursements for attending the events, cancelling the Commissioners’ appointments with Cobb, Cole & Bell and sending a letter to show the City is not supportive of the Safe Harbor homeless project. Finance Director Robert Clinger stated that there is a conflict with the September 8th Special Commission Meeting and he asked the Commission for approval to move the meeting to September the 9th. After discussion, the Commission concurred to have the Special Commission Meeting September 9th at 5:30 p.m. 5.
