CALL TO ORDER: The Meeting was called to order at 5:30 p.m. by Mayor John Masiarczyk. 2. ROLL CALL – CITY CLERK: Commissioner Nabicht left the meeting at 8:10 p.m. Also Present: Deputy City Manager Dale Baker, Parks and Recreation Director Steve Moore, Planning and Development Director Chris Bowley, Planning Manager Tom Pauls and Finance Director Robert Clinger. Present 7 - Commissioner Brian Soukup, Commissioner Chris Nabicht, Commissioner Diane J. Smith, Commissioner Gary Mitch Honaker, Commissioner Heidi Herzberg, Vice Chair Nancy Schleicher, and Mayor John C. Masiarczyk Sr. 3. PLEDGE TO THE FLAG: The City Commission and staff said the pledge to the flag. 4. PUBLIC COMMENTS: Citizen comments limited to items not on the agenda and comments on items on the agenda will take place after discussion of each item. (4 minutes maximum length per speaker) Mayor Masiarczyk opened and closed the meeting for public comment as there were none. 5. BUSINESS: A. New Senior/Community Center - Chris Bowley, Planning and Development Services Department (386) 878-8602. Planning and Development Services Director Chris Bowley discussed the need for the community center, current and future population, existing facilities, City owned property that the new senior/community center could be built on to include the 122 acre property near Anderson Drive, Thornby Park, Dewey O. Booster Park, and lot seven (7) at Howland Crossings. Also discussed were the pros and cons of each site, Votran bus connections, the City Commission’s wish list for the new senior/community center, comparing other towns facilities, the current Deltona Community Center, Winter Park City of Deltona Page 1 Printed on 10/27/2015 City Commission Workshop Minutes September 14, 2015 Community Center, the Sanborn Center, butler style gymnasiums, the cost of comparing centers, the cost being $235 per square foot for a 38,000 square foot building with an attached indoor gymnasium, the cost for the center with an indoor gymnasium being $8.9 million, the cost being $235 per square foot for a 28,000 square foot building with no gymnasium, the cost for the center with no indoor gymnasium being $ 6.6 million, funding options for the community center, user fees, a zero (0) missing from the user fees option of the funding options slide making it $250,000, Community Development Block Grant (CDBG), Environmental, Cultural, Historical and Outdoor (ECHO) recreational purposes grants, the Council on Aging (COA) and the Jablonski funds, the schedule for the senior/community center, the senior/community being completed around December 1, 2017. Mayor Masiarczyk introduced former Commissioner Carmolingo who thanked the Mayor, Commissioners and the department heads for the service they give to the City. The Commission and staff discussed who owned the land to the right and the land across the street from the Howland Crossings property. Mayor Masiarczyk introduced Mayor Apgar from DeLand who thanked the Commission for the kind words about the Sanborn Center and he stated that the things that are important to the Council on Aging are being viewed as a community center, the center being centrally located, the center being easily accessible and the correct size for the center. The Commission and staff discussed the location of the current senior center on Lakeshore Drive, the stormwater management at the community center on Lakeshore Drive, the proposed gym, using a butler building at the new community center, having a pool in the new community center, financing, using reserves to fund the community center and having an outside gymnasium. Ms. Shang stated her philosophy is to look at where the void is and to not compete with someone else to make sure the community has all the services it needs regardless of who provides it. The Commission and staff discussed financing, using reserves to fund the community center and placing a gym on the property. After discussion, the Commission concurred to use the Howland Crossings property for the new community center and gymnasium. The Commission discussed other sites, moving forward with the community center, the consultant firm that was hired to examine City owned properties. Ms. Shang stated that she would like to move forward with the Howland Crossings site and if the Commission agreed there would be a ribbon cutting in two (2) years. The Commission and staff discussed moving forward with the community center on the City of Deltona Page 2 Printed on 10/27/2015 City Commission Workshop Minutes September 14, 2015 Howland Crossings property, the gymnasium, increasing car count, discussing the plans for the community center with the seniors, the conceptual design of the center, setting a budget of $9 million. After discussion, the Commission concurred to move forward with design services and financing. Mayor Masiarczyk opened the meeting for public comment. Carolyn Lewis, 451 Abeno Avenue, Deltona, stated she is a volunteer at the senior center and that the community center should be centrally located. The Commission and Ms. Lewis discussed other possible sites for the center and that the parking lot at the new community center should be close to the door. Michael Putkowski, 2736 Courtland Boulevard, Deltona, stated that $9 million is a lot of money and that the City needs something that will last for at least 20 years. Larry Kent, 235 River Village Drive, DeBary, stated there was no information provided to the public regarding how the City would pay for the community center in the proposed timeline and he stated the cost to run the facility would be $1 million a year, which breaks down to $11 per person, per year for the facility. Mr. Kent gave raising stormwater rates as an example of not educating the public. Commissioner Smith requested to take 10 to 15 minutes in the beginning of the visioning session on October 17th to discuss what the plan is for the community center. Mayor Masiarczyk closed the meeting for public comment. B. Discussion re: Phase III Land Development Code Amendments - Chris Bowley, Planning and Development Services Department (386) 878-8602. Planning and Development Services Director Chris Bowley stated the overarching goal is to give Deltona its own Land Development Code, he provided some background on the City’s Land Development Code and introduced Planning and Development Services Planning Manager Tom Pauls. Mr. Pauls introduced himself to the Commission and reviewed Phase 3 of the Land Development Code amendment process; he provided background on the City ’s Land Development Code and described the proposed changes to the Land Development Code in each phase. Mayor Masiarczyk left the meeting at 6:35 p.m. Mr. Pauls reviewed the different phases of the Land Development Code. Mayor Masiarczyk returned to the meeting at 6:37 p.m. City of Deltona Page 3 Printed on 10/27/2015 City Commission Workshop Minutes September 14, 2015 Mr. Pauls reviewed the key objectives of Phase 3 of the Land Development Code and the changes in the third phase of the Land Development Code. The Commission and staff discussed pre-application meetings and shared parking. Mr. Pauls continued reviewing the Land Development Code Amendment items sheet, model homes, fire protection systems, provisions for public buildings over 10,000 square feet (sq. ft.), traffic related provisions, stormwater permitting, stormwater landscaping, final and preliminary subdivision plat applications, granny flats and landscaping. The Commission and staff discussed landscaping. Mayor Masiarczyk asked Mr. Pauls to make sure that number 19 of the Land Development Code Amendment items sheet does not apply to residential houses. Mr. Pauls continues reviewing the Land Development Code Amendment items sheet. The Commission and staff discussed landscaping around solid waste container walls, driveway extensions, Commissioner Soukup’s additional driveway, second driveways, the need for 30 feet between two (2) driveways, the difference between a driveway extension and a driveway, variances, special exceptions, the parking of boats and trailers, and accommodating multiple vehicles. Mr. Pauls stated that staff would put together performance criteria and drawings to see if it could accommodate what the Commission is looking for. The Commission and staff discussed reuse in the Land Development Code. After discussion, the Commission concurred to remove existing metal buildings being reused without requiring facade changes (Section 110-814 “Additional regulations for certain permitted principal uses and structures” (i) 7 of the Land Development Code). The Commission and staff discussed shed height, garages being used for home occupations, the home occupation Ordinance, the Ordinance Review Committee (ORC) and the Planning and Zoning Board. After discussion, the Commission concurred to review the Home Occupational License Ordinance at a later date and to remove Section 110-827 “Accessory Uses and Structures” (c) 2 from the Land Development Code. The Commission and staff discussed reservoir parking, the online questionnaire for residents for issues in Phase 3, reuse, sidewalks, developer tradeoffs, and bonus and incentive programs. After discussion, the Commission concurred to add incentives and options for tradeoffs to the Land Development Code. City of Deltona Page 4 Printed on 10/27/2015 City Commission Workshop Minutes September 14, 2015 The Commission discussed a fire wise landscaping program, a water wise landscaping program and code enforcement enforcing commercial landscaping. Larry Kent, 235 River Village Drive, DeBary, stated the City has done a great job landscaping the retention ponds on Ft. Smith Boulevard, that he does not believe that business should be required to have a landscape architect, that the City should look at the rules when a building is built because the building may not be able to conform to the Land Development Code, and the dumpster at Interstate Plaza. The Commission and staff discussed the improvements to the Land Development Code, the Roundtable of Volusia Elected Officials meeting, homelessness, gas tax, ½ cent sales tax, the Community Survey Cost Allocation, Representative Kristin Jacobs addressing the roundtable on October 12, 2015 regarding compacts on water issues, the ½ cent sales tax survey, the distribution of the ½ cent sales tax return, the County Council, and the RaceTrac. Commissioner Nabicht left the meeting at 8:10 p.m. The Commission and staff continued to discuss county roads, the ½ cent sales tax, the Community Survey Cost Allocation and grants. Ms. Shang asked for direction on how to respond to Volusia County. The Commission discussed the fees for the survey and grants. The Commission concurred to ask Volusia County how the funds will be distributed. The Commission discussed the history of the ½ cent sales tax. Ms. Shang stated she will talk to county staff and have the Community Survey Cost Allocation as an agenda item before the September 21, 2015 Regular Commission Meeting and she asked the City Attorney for an update on the Utility Relocation Bill. The Commission discussed the Utility Relocation Bill. Mrs. Vose stated she would send the Commission e-mails on the Utility Relocation Bill and that she agrees with the Florida League of Cities opinion on the Bill. The Commission and staff discussed utility easements and the Utility Relocation Bill. 6. CITY MANAGER COMMENTS: None. 7. BUSINESS: A. New Senior/Community Center - Chris Bowley, Planning and Development Services Department (386) 878-8602. Background: The City of Deltona is experiencing great demand on its existing community facilities, due to population growth and being predominantly residentially-oriented. The facilities constructed at a time when Deltona was a much smaller community (such as the Community Center, Harris Saxon Park building, and the Wes Crile Park gymnasium) are serving a greater number of residents seeking community facilities. The City owns property for potential development of a new Senior/Community Center that would serve our ±87,497 residents. To achieve public facility levels of service and focusing on existing City-owned land, an in-house site selection effort was applied. The result was the use of City-owned property within Howland Crossings that offers existing infrastructure to a parcel with full utility services, a pad-ready site, and has signalized access potential to Howland Blvd. City of Deltona Page 1 Printed on 12/14/2015 City Commission Workshop Agenda September 14, 2015 In a larger context and conceptual in design only, a new Senior / Community Center within the Howland Crossings project could become the impetus of more development within the Howland Crossings project and potentially at the north side of Howland Blvd . on existing assembled vacant land. B. Discussion re: Phase III Land Development Code Amendments - Chris Bowley, Planning and Development Services Department (386) 878-8602. Background: Since 2011, the City Commission has adopted a series of amendments to the Land Development Code (LDC) designed to achieve a variety of important goals (Phase I, Organizational Improvements to the LDC, Phase II-A and Phase II-B, Substantive changes to the LDC). This Land Development Code amendment include additions, deletions, and revisions to certain provisions of Chapter 70 Section 30, “Definitions”; Chapter 74, “Administration”; Chapter 75, “Site Plan”: Chapter 94, “Impact Fees”; Chapter 96, “Improvements”; Chapter 98, “Natural Resources Protection”; Chapter 106, “Subdivisions”; and Chapter 110, “Zoning”. These proposed amendments advance the goal of further improving the effectiveness and efficiency of our Code. 6. CITY MANAGER COMMENTS: 7.
