SPECIAL COMMISSION MEETING AND EXECUTIVE SESSION IMMEDIATELY
FOLLOWING THE 6:30 P.M. REGULAR CITY COMMISSION MEETING
1. CALL TO ORDER:
The meeting was called to order at 7:56 p.m. by Mayor Masiarczyk.
2. ROLL CALL – CITY CLERK:
Present: 7 - Commissioner Heidi Herzberg
Commissioner Gary Mitch Honaker
Commissioner Chris Nabicht
Commissioner Diane J. Smith
Commissioner Brian Soukup
Vice Mayor Nancy Schleicher
Mayor John C. Masiarczyk Sr.
3. BUSINESS:
A. Discussion re: Union Negotiations.
Mayor Masiarczyk announced the commencement of the Executive Session and that
each Commissioner was in attendance along with City Manager Jane K. Shang, Deputy
City Manager Dale Baker and City Attorney Becky Vose (Members of the City’s
Negotiating Team).
Commissioner Nabicht stated “I am publically announcing pursuant to Florida Statute
112.143(3)(a) that I have a conflict of interest as to the collective bargaining agreement .
The reason for my conflict relates to the fact that my son is a firefighter under the
agreement, and I am retired from the fire department and pension issues are dealt with
in the agreement. I will be filing the Commission on Ethics Form 8-B, and will refrain
from voting on any matters relating to the agreement.”
Mayor Masiarczyk closed the Special Commission Meeting to the public at 7:56 p.m., he
stated the discussion to take place is on the collective bargaining agreement and he
asked everyone in the room who was not required to be part of the Executive Session to
exit the room at this time.
B. Open Discussion re: Union Negotiations.

Mayor Masiarczyk announced the termination of the Executive Session and reconvened
the Special Commission Meeting at 9:37 p.m.
Motion by Vice Mayor Schleicher, seconded by Commissioner Honaker
to direct the City Manager to move forward on negotiations on the
contract as presented. The motion carried with memebers voting as
follows:
For: 5 - Commissioner Herzberg, Commissioner Honaker,
Commissioner Smith, Vice Mayor Schleicher, and Mayor
Masiarczyk Sr.
Against: 1 - Commissioner Soukup
Abstain: 1 - Commissioner Nabicht

Background: i. Mayor announces the commencement of the Executive Session
with an estimated length of 30 minutes.
ii. Mayor announces the names of each Commissioner in
attendance along with City Manager Jane K. Shang, Deputy
City Manager Dale Baker and City Attorney Becky Vose
(Members of the City’s Negotiating Team).
iii. Mayor closes the session to the public.
iv. Discussion re: the proposed Collective Bargaining Agreement
between the City and I.A.F.F., Local 2913 (Firefighters Union).
v. Mayor reopens meeting to the public.
vi. Mayor announces termination of Executive Session.
B. Open Discussion re: Union Negotiations.
Background: The purpose of this meeting is for the City Commission and the
City’s Negotiating Team to discuss the proposed Firefighter Union
Agreement.

4. ADJOURNMENT:
NOTE: PURSUANT TO FLORIDA STATUTE, SECTION 447.605 (1), THIS
EXECUTIVE SESSION WILL BE CLOSED TO MEMBERS OF THE GENERAL
PUBLIC AND EMPLOYEES OF THE CITY OF DELTONA WITH THE EXCEPTION
OF THE CITY MANAGER, JANE SHANG, DEPUTY CITY MANAGER, DALE
BAKER, AND CITY ATTORNEY, BECKY VOSE, (MEMBERS OF THE CITY’S
NEGOTIATING TEAM).
THE PURPOSE OF THE EXECUTIVE SESSION IS FOR DISCUSSION
REGARDING THE RECOMMENDATION(S) RELATED TO THE I.A.F.F., LOCAL
2913, FIREFIGHTERS’ UNION CONTRACT.
NOTE: If any person decides to appeal any decision made by the City
Commission with respect to any matter considered at this meeting or hearing,
he/she will need a record of the proceedings, and for such purpose he/she may
need to ensure that a verbatim record of the proceedings is made, which record
includes the testimony and evidence upon which the appeal is to be based (F.S.
286.0105).
