CALL TO ORDER: A. Welcome and introductions led by Mayor John C. Masiarczyk, Sr. 2. ROLL CALL: Also present: Mayor John C. Masiarczyk, Sr., Vice Mayor Nancy Schleicher, Commissioners Chris Nabicht, Heidi Herzberg, Gary “Mitch” Honaker, Diane Smith, Brian Soukup, and the following staff members; Jane Shang, Becky Vose, Gerald Chancellor, Chris Bowley, Bob Clinger, Jerry Mayes, Joyce Raftery, Cara Burgess, Mark Manning, Steve Roland, VCSO Captain Henderson, Chief Rafferty, Robert Cordero, and Lee Lopez. Members of the public were also present, as well as the City ’s consultant, Ms. Marilyn Crotty, from the Florida Institute of Government at the University of Central Florida. 3. APPROVAL OF MINUTES & AGENDA: 4. PRESENTATIONS/AWARDS/REPORTS: A. Presentation from Ms. Marilyn Crotty, Florida Institute of Government. Citizens were given an opportunity to comment prior to commencement of the consultant presentation. Ms. Maritza Avila-Vazquez questioned the orientation of the City Commission facing away from the audience. Ms. Crotty responded that the format of the session was to have the City Commission face her for the presentation to focus on the boards used to list the goals and objectives as they are listed and reviewed. Presentation from Ms. Crotty provided an introduction to her established process and the expectations of the process to build upon the information provided from the community at the October 17, 2015, Community Visioning & Strategic Planning Workshop. Her process moved from general to specific for the identification of key goals and objectives from the City Commission and staff, as well as the use of a strengths, weaknesses, opportunities, and threats (SWOTS) process to formulate ranked objectives. From the objectives, six (6) goal categories were created as the topics of focus that included Fiscal, Social Services, Infrastructure, Public Safety, Communication, and Economic Development headings. The City Commission and staff worked with Ms. Crotty to achieve those tasks, reviewed the October 17, 2015, Community Visioning Report, SWOTS through the use of posting notes, the City of Deltona Page 1 Printed on 12/10/2015 City Commission Workshop Minutes November 7, 2015 identification of strategic issues, the establishment of the six aforementioned goals, the associated objectives, and the priority of objectives to ultimately finalize the goals. From the meeting, Ms. Crotty provided a summary report (see attached) and staff will create a Strategic Plan for a 10-year period. The data and plan will also be used to create an Economic Development Element in the City’s Comprehensive Plan that addresses a 20-year planning horizon.
