CALL TO ORDER: The meeting was called to order at 5:32 p.m. by Mayor Masiarczyk. 2. ROLL CALL – CITY CLERK: Present: 7 - Commissioner Herzberg Commissioner Honaker Commissioner Schleicher Commissioner Smith Commissioner Soukup Vice Mayor Nabicht Mayor Masiarczyk 3. PLEDGE TO THE FLAG: The City Commission and staff said the pledge to the flag. PUBLIC COMMENTS: – Citizen comments limited to items not on the agenda and comments on items listed on the agenda will take place after discussion of each item. Mayor Masiarczyk opened the meeting for public comments. Jay Barfield, Allied Group USA Inc., spoke about Lake McGarity. He stated he has been a general contractor for the last 20 years and that his company has branched out to remove pollutants from lakes and canals. He stated there are other options that are more echo friendly that will cost the same or approximately 5-10% more or less than using chemicals, that chemicals will kill Hydrilla and make the lake nastier. Mayor Masiarczyk closed the meeting for public comments. 4. BUSINESS: A. Presentation on the New Senior Community Center - Chris Bowley, Planning and Development Services, (386) 878-8602. Strategic Goal: Fiscal Issues, New Senior Community Center. Planning and Development Services Director Chris Bowley, introduced the following members of City of Deltona Page 1 Printed on 4/18/2016 City Commission Workshop Minutes March 28, 2016 CT Hsu and Associates: Principal Tim McNicholas, Project Designer Matthew Johnson and Senior Planner/Designer Rene Alvarez. Mr. McNicholas gave a brief overview of the Community Center. Mr. Alvarez stated the larger meeting space would be 7,500 square feet and he presented renderings of the proposed Community Center. The Commission discussed adding decorative fountains, the orientation of the building, dividers in the large banquet room, the name of the center on the renderings, the control center of the banquet room, parking, and expansion of the Community Center. Mayor Masiarczyk opened the meeting for public comments. Maritza Avila-Vazquesz, Hispanic America Youth Group of Deltona, Inc., spoke about the control center in the banquet room and the orientation of the building in relation to Howland Blvd. Charlie Putoknowski, Vice President of the Council on Aging (COA) stated the COA needs offices in the same room as the seniors and a billiards room. Mike Putkowski, 2736 Courtland Blvd., Deltona, spoke about the kitchen facilities. The Commission discussed the kitchen facilities. Beverly Faber, 724 Hornbean Ct., Deltona, spoke about restroom facilities. The Commission discussed COA offices and the height of the ceilings. Mayor Masiarczyk closed the meeting for public comment. The Commission, staff and associates from C.T. Hsu and Associates discussed the cost of the Community Center, the cost without finishes or fixtures being around the 7.5 million dollar range, the cost of furnishing the Community Center, prices of fixtures for the Community Center, solar energy, and the annual operating, maintenance, staffing and user fee costs. After discussion, the Commission concurred to move forward with the presented design B. Discussion and review of future Events/Beautification Manager position- Jane Shang, City Manager (386) 878-8850. Strategic Goal: Economic Development/ Internal and External Communication City Manager Shang introduced the topic and explained that a professional should run the facility, that the facility should be revenue generating, that the City should come up with a business plan City of Deltona Page 2 Printed on 4/18/2016 City Commission Workshop Minutes March 28, 2016 and market the facility. She stated she would like to get the Events/Beautification Manager hired as soon as possible. The Commission and staff discussed the status of the Human Resources Director position, the salary of the Events/Beautification Manager and removing the word “beautification” from the position, the Events Manager running City events, working with schools to use the schools facilities, comparable Community Center Events Manager salaries and the duties of the Events Manager. After discussion, the Commission concurred to lower the pay rate of the Events Manager and for the position to cover events and not beautification. The Commission and staff discussed the timeframe to hire the Events Manager, the fee schedule of the Community Center, the duties of the Events Manager and marketing the Community Center. After discussion, the Commission concurred to define the Events Manager’s duties and to hire the Events Manger in the next fiscal year. Mayor Masiarczyk opened the meeting for public comment. Dorothy Bier, 2300 Clearwater Drive, stated it would be a good idea to hire the Events Manager at a lower rate and to have their pay grow as the center grows. Maritza Avila-Vazquez, Hispanic American Youth Group of Deltona, Inc., stated that she agrees with City Manager Shang that the City should hire an event coordinator with experience to cater to the City and renters. Mayor Masiarczyk closed the meeting for public comment. C. Review and prioritize Strategic Goals- Jane Shang, City Manager (386) 878-8850. Strategic Goal: Economic Development/ Internal and External Communication. The Commission discussed looking at the strategic plan and prioritizing the goals, reevaluating the goals yearly and the number of items on a workshop agenda. After discussion, the Commission concurred to discuss the goals at a Saturday workshop. The Commission and staff discussed tying in the goals with the budget. D. Discussion regarding possibly adopting Ordinance No. 18-2016, Creating a City of Deltona Page 3 Printed on 4/18/2016 City Commission Workshop Minutes March 28, 2016 new Chapter 47, “Sale and Use of E-Cigarettes and Liquid Nicotine” - Becky Vose, Legal Department (407) 448-0111. Strategic Goal: Public Safety - prohibit the sale to minors, their use where smoking is prohibited, and its self-service merchandising. The Commission discussed enforcing the Ordinance and possible issues with the Volusia County Sherriff’s Office (VCSO). After discussion, the Commission concurred to move forward with Ordinance No. 18-2016 as long as there are no issues with the VCSO. 5. CITY MANAGER COMMENTS: Mayor Masiarczyk stated he had an add on item and he asked the Commission if it was okay to add it to the agenda. After discussion, the Commission concurred to add the item on the agenda. City Manager Shang gave background on a church and she asked the Commission for direction on the policy. The Commission discussed the policy, the use of the facility, impact fees, the certificate of occupancy and the cost of the impact fees for the church. Vice Mayor Nabicht gave a brief history of the issue at the church. The Commission discussed the amount of the impact fees and the church not getting a certificate of occupancy. After discussion the Commission concurred to charge the facility impact fees and issue a certificate of occupancy as a daycare. 6. Presentation on the New Senior Community Center - Chris Bowley, Planning and Development Services, (386) 878-8602. Strategic Goal: Fiscal Issues, New Senior Community Center. Background: On March 2, 2016, the City Commission held a workshop to review the initial conceptual designs created by the project architect, C .T. Hsu & Associates. At that meeting, the decision to design and construct a community center with a focus on seniors and a large community assembly area was made paramount and the inclusion of a regional recreational facility in the form of a gymnasium was removed. The intent is that a regionally serving gymnasium will be incorporated into a regional recreational complex in the future. The project architect took the City Commission comments from the March 2nd meeting and created an entirely new schematic (see attached) that meets the original City Commission development program provided to them at the start of the project, to the greatest degree, and community and staff comments. The incorporation of a defined senior facility that also meets the intent of the use of City of Deltona Page 1 Printed on 3/28/2016 City Commission Workshop Agenda March 28, 2016 Jablonski Trust funds and Community Development Block Grant funds is also met. Finally, with additional notification for community involvement at this meeting, the project architect is providing the final conceptual schematic for completion to be able to move into the construction plan phase to be able to meet the project schedule for opening of the facility in December of 2017, as well as to remain within the project budget. Discussion and review of future Events/Beautification Manager position- Jane Shang, City Manager (386) 878-8850. Strategic Goal: Economic Development/ Internal and External Communication Background: Strategic goals identified by the Commission include increasing the number of community events offered to the public, increasing the City’s usage at the Amphitheater and partnering with other organizations to provide more social events to serve Deltona’s senior and youth population. Further, the new Deltona Community Center is scheduled to open in December 2017. Currently, events are handled by the Parks and Recreation Department as an additional responsibility to facility oversight/maintenance. Events management (including fundraising and sponsorships) requires a specialized skill set and dedicated staff. Beautification goals are also growing and require dedicated staff to maintain the landscaping. I am proposing the hiring of an Events/Beautification Manager to oversee the marketing, scheduling, fundraising, and operation/oversight of the Community Center and other City sponsored/co-sponsored events. With the right person the new Community Center could be cost neutral. The Events/Beautification Manager will also be responsible for beautification oversight (as a full time beautification manager is not necessary). The Community Information Specialist and two Parks staff will be re-assigned to the Events/Beautification Manager. City of Deltona Page 2 Printed on 3/28/2016 City Commission Workshop Agenda March 28, 2016 Background: The City of Deltona initiated a strategic planning process on October 17, 2015 with a community visioning workshop. During the workshop, residents shared their dreams and aspirations for the future of the city. This was followed by a day-long strategic planning workshop on November 7, 2015 for the City Commission and senior staff. This led to identification of strategic issues the city should address and a set of goals and objectives for the city to accomplish in the next few years. Commissioner Diane Smith is requesting to review and prioritize the City’s Strategic Goals. D. Discussion regarding possibly adopting Ordinance No. 18-2016, Creating a new Chapter 47, “Sale and Use of E-Cigarettes and Liquid Nicotine” - Becky Vose, Legal Department (407) 448-0111. Strategic Goal: Public Safety - prohibit the sale to minors, their use where smoking is prohibited, and its self-service merchandising. Background: This ordinance would prohibit the sale of e-cigarettes to minors, prohibit their use in all places where smoking is prohibited under state law, and would prohibit self-service merchandising of e-cigarettes.
