Background: At the Regular City Commission Meeting on Monday, October 17, 2011, the City Commission approved to have each Commissioner by District schedule someone to present the invocation at each Regular City Commission meeting rotating each Commissioner by District starting with District #1, #2, #3, #4, #5, #6 and the Mayor. 4. PRESENTATIONS/AWARDS/REPORTS: A. Presentation - Florida/Final Mile Race Management, LLC Background: Millions of Americans live with heart disease, stroke or other cardiovascular conditions. The mission of the American Heart Association is to build healthier lives, free of these diseases. They do so via public health education, CPR education training, helping people understand the importance of healthy lifestyle choices and assisting physicians with science-based treatment guidelines so they are able to provide quality care to their patients. City of Deltona Page 1 Printed on 6/3/2020 City Commission Agenda March 21, 2016 The City of Deltona, annually promotes a 5K within the City to bring awareness to heart disease. This year, Florida Hospital sponsored the fourth annual “Love Your Heart” 5k to benefit the American Heart Association. The race took place at 7:30 a.m., Feb. 13th, and began at Deltona Middle School. Runners and walkers crossed Doyle Road, continued on the River-2-Sea trail through Thornby Park and looped back to the school. 273 runners participated and Jose Diaz Jr. of Daytona Beach completed the race in the fastest time of 18.15 minutes for a 5.53 minute mile. Florida Hospital covered the cost for the race, so all registration funds are being presented to the American Heart Association. To wrap up this year’s race, Florida Hospital, Deltona’s City Commission, and Final Mile Race Management are proud to present this check in the amount of $5,500.00 to the American Heart Association. B. Proclamation - Recognition of Garry Balogh Background: A proclamation in honor of Garry Balogh for his years of service to the residents of Deltona and Volusia County. Mr. Balogh was a resident of Deltona for 10 years and served as Senior Environmental Scientist for the Florida Department of Transportation for 20 years. Mr. Balogh was the Florida Scenic Highway Coordinator for District Five and during his tenure, he assembled the largest collection of Florida Scenic Highways in the state. Leading eight corridors through the designation process, he has become known as the “godfather of the program”. Mr. Balogh has been a strong voice for the protection of our natural resources and environment of Volusia County and he served on the River of Lakes Heritage Corridor Board. Harvey Scholarship Advisory Board’s recommendations to add Margaret (Peggy) Fisher and Thomas (Tom) Burbank to the Wall of Fame - Joyce Raftery, City Clerk’s Department (386) 878-8502. Strategic Goal: Internal and External Communication. Background: At the Regular City Commission Meeting on November 19, 2012, Mayor Masiarczyk suggested that the William S. Harvey Deltona Scholarship Advisory Board take over the Wall of Fame nominations and selection process, with results and recommendations presented to the Commission for approval and the Commission concurred. At the last meeting of the Williams S. Harvey Deltona Scholarship Advisory Board held on Thursday, March 10, 2016 the board recommended the Wall of Fame nominees Margaret (Peggy) Fisher and Thomas (Tom) Burbank be submitted to the City Commission for approval. Harvey Deltona Scholarship Advisory Board - Joyce Raftery, City Clerk’s Department (386) 878-8502. Strategic Goal: Internal and External Commination. Background: The William S. Harvey Deltona Scholarship Advisory Board met on March 10, 2016 and selected 25 applicants to receive the 2015/2016 scholarship awards. The selections were based on the following criteria: 1) financial need; 2) academic achievement; 3) school; 4) community and/or leadership activities; 5) special skills and/or talents; and 6) an essay of 500 to 750 words. In December, 2015 staff was directed to revise the application process to include “trade schools”. The applications were revised and packets were hand delivered to each school, placed on the website and distributed to all City facilities. Attachments: 2016 Scholarship Ranking Sheet 9. ORDINANCES AND PUBLIC HEARINGS: A. Public Hearing - Ordinance No. 03-2016, to update Chapter 68, Water, Wastewater and Utilities, at second and final reading - Becky Vose, Legal Department, (407) 448-0111. Background: The ordinance is merely to make clerical changes to update the ordinance to reflect current practices and procedures. Attachments: Ord. 03-2016 3-1-16 B. Public Hearing - Ordinance No. 15-2016, updating Water and Wastewater Impact Fees, at second and final reading - Becky Vose, Legal Department (407) 448-0111. Strategic Goal: City infrastructure improvements and related funding. Background: Burton & Associates presented its City of Deltona Water & Sewer Rate Study Final Report dated September 28, 2015, (“Report”) to the Deltona Commission, and such Report was approved by the Deltona City Commission. That Report provided an impact fee analysis regarding the City of Deltona’s water and wastewater impact fees, including updating the level of the fees to reflect current costs, and setting forth a comparison of the City of Deltona’s fees to those of other local utility systems. The Report determined that assuming 100% cost recovery, the City’s current unit cost of water capacity is 31% or $443 higher than the current water system impact fee, and the cost of sewer capacity is 51% of $1,714 higher than the current sewer impact fee. The Deltona City Commission previously determined that it was in the best interest of the City of Deltona to base the water impact fees on 100% cost recovery, and the sewer impact fees on 75% cost recovery. Social Service Summit Summary, Chris Bowley, Planning and Development Services, (386) 878-8602. Strategic Goal: Internal and External Communication; Conduct a needs assessment for social services and communicate resources for public benefit. Background: The City of Deltona has several efforts to assist residents. The most prominent are the Neighborhood Stabilization Program (NSP), the City of Deltona Page 4 Printed on 6/3/2020 City Commission Agenda March 21, 2016 Community Development Block Grant (CDBG) program, and the State Housing Initiatives Partnership (SHIP) program. In addition, the City focuses its effort on social/human services and typically relies on local service agencies/entities that already have established service programs (i.e. the Council on Aging, the Boys and Girls Club, the Community Life Center, New Hope Human Services, etc.) Through the years, the City has funded and housed the Community Services Building, assisted local groups through funding and CDBG grant funds, held public events, such as social service summits, foreclosure prevention workshops, fair housing open houses, etc . Recently, the City conducted a series of social service summits to identify the breadth of current resources and to determine the best method of information dissemination on these organizations. The summits were a success and identified the need to use the United Way’s 2-1-1 resource and the Homeless Management Information System (HMIS) as existing resources established for this purpose that need to be utilized more. The attachments are a reflection of a few of the efforts identified in the summits, as well as a list of attendees. The request came at the last social service summit to hold a social service meetings every quarter within a year. To facilitate these meetings, the City’s Affordable Housing Advisory Committee (AHAC), following Florida Statutes 420.9076(8), will utilize their established venue to operate the social service meetings and provide updates to the City Commission through their quarterly reports. As stated that “the advisory committee may perform other duties at the request of the local government” and AHAC members have expressed an interest in doing more activities than Florida statutory policy review. Consideration of Commissioner Honaker’s appointment to the Ordinance Review Committee for the remainder of a term to expire August 3, 2017 - Joyce Raftery, City Clerk (386) 878-8502. Strategic Goal: Internal and external communication. Background: Mrs. Kelly Latham, Commissioner Honaker’s appointment, resigned from the Ordinance Review Committee on February 3, 2016. The appointment will serve for the remainder of a term to expire on August 3, 2017.
