In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: 2. ROLL CALL – CITY CLERK: Present: 7 - Mayor Herzberg Vice Mayor Ramos Commissioner Avila-Vazquez Commissioner Bradford Commissioner King Commissioner McCool Commissioner Nabicht 3. PLEDGE TO THE FLAG: Mayor Herzberg led everyone in the pledge to the flag. 4. BUSINESS: A. Workshop to review proposed annual budget for FY 2020/2021. Camille Hooper, Finance Director (386) 878-8552. Strategic Goal: Maintain a balanced budget, reserves and investments Interim City Manager Dr. Marc Antonie Cooper stated there are not a lot of changes as of the last budget workshop, that staff has received preliminary revenue numbers from the state, went back through the budget and added and subtracted some things. Those are spelled out on the spreadsheet that the Commission received showing the changes that were either added or subtracted in each department and that the compensation compression was removed due to the fact that staff was able to set aside enough funds to get a new comp study started, that some positions and trainings were added back, as well as certain budget items and if there is nothing on the spreadsheet for a department then no changes were made as of the last budget workshop. City of Deltona Page 1 Printed on 9/16/2020 City Commission Workshop Minutes August 17, 2020 Mayor Herzberg confirmed that the compression pay was removed from every department and asked if there is still a 3% raise in the budget across the board and Dr. Cooper answered yes. Parks & Recreation The Commission and staff discussed compression pay, trainings/conferences, revised budget numbers, budget cuts, frozen and open positions, pay, additional funds, where they came from and how to use them, the cleaning and sanitizing of city parks and buildings, the use of Covid grants, the use of contractors versus employees, the difference between appoved positions and funded positions, the compensation study, Union obligations, budget operating surplus, and increased IT (Information Technology) allocations. Public Works The Commission and staff discussed vacant positions, the reasons employees are leaving, disrespect and verbal abuse, reinvesting into Deltona Water, water rates, automatic read meters, necessary positions and trainings, delinquent bills, Cares Act assistance and wages. Mayor Herzberg stated that she wants the compression pay placed back into Deltona Water's budget. Storm Water The Commission and staff discussed vacant positions and unfreezing budgeted positions. Fire The Commission and staff agreed to leave the compression pay in the Fire Departments budget. Building The Commission and staff discussed necessary classes, the increase in building permits and inspections, staffing, the increase in online applications, fees, competitive wages, contractor frustration and loss of revenue. Planning and Development Services Mayor Herzberg asked about the ADA (Americans with Disabilities Act) Project Leader position, frozen positions and reorganization. City of Deltona Page 2 Printed on 9/16/2020 City Commission Workshop Minutes August 17, 2020 City Clerk Mayor Herzberg asked about the new Administrative position and if it has been advertised and Dr. Cooper answered no. Finance Mayor Herzberg asked if the membership and travel are necessary and Finance Director Camille Hooper answered yes, to maintain certifications and licenses. Human Resources The Commission and staff discussed the ADA compliance position, the Risk Management position, partnering with other cities to hire a firm for ADA compliance. Mayor Herzberg asked if the Media Communications position has been filled and Dr. Cooper answered it has been offered and he is not sure if the person has accepted. Mayor Herzberg asked about the Assistant Economic Development Manager position and Dr. Cooper answered that the position is being advertised right now. Mayor Herzberg asked whose budget pays the interim City Manager position and Dr. Cooper replied that he is still under the Deputy City Manager position and it is budgeted from the City Managers office and Code Enforcement Services. Capital Equipment The Commission and staff discussed water breaks, antiquated pipes, Deltona's water rates versus other cities rates, the City's debt, new meters, Capital impact fees and the fixed base rate. CRA (Community Redevelopment Agency) Mayor Herzberg stated that the proposed budget was $28,000 and now it is going up to $198,000 and before any of that money is spent she wants another CRA meeting with updates on what has been done. She would like to discuss what goes on in a CRA, what kind of capital projects/improvements the Commission wants done and to have the Commission sign off and check mark every single project. The Commission discussed completed projects and dissatisfaction with some of the projects. Mayor Herzberg asked the Commission to come to a consensus that there will be a separate CRA meeting before one dollar of redevelopment money is spent on anything. City of Deltona Page 3 Printed on 9/16/2020 City Commission Workshop Minutes August 17, 2020 After discussion, the Commission concurred that there will be a separate CRA meeting before one dollar of Community Redevelopment Agency money is spent on anything. Mayor Herzberg stated that she would like a financial breakdown of everything the City did, every sidewalk that was put in and what projects have not been completed since the last Commission request. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Mayor Herzberg opened public comments. Elbert Bryan, 1625 Joyner Drive, Deltona spoke about the budget, needing more money in reserves and employee appreciation. Mayor Herzberg closed public comments. Mayor Herzberg stated that she would like an update on unpaid water bills and how it is affecting Deltona Water, a fee update from the Building Dept. and wants to bring back the fee schedule that Mr. Roland had initially, a cost benefit analysis to hiring private sector versus employees for inspections and an update on the ADA position in terms of whether or not the City is going with a firm. Mayor Herzberg asked for a consensus of the Commission to not fill the ADA position until an update is given. After discussion, the Commission concurred to not fill the ADA position until an update is given. 6. CITY MANAGER COMMENTS: 7.
