City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes City Commission Workshop Tuesday, September 8, 2020 4:00 PM Deltona Commission Chambers A. In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 5 - Mayor Herzberg Vice Mayor Ramos Commissioner Avila-Vazquez Commissioner Bradford Commissioner King Absent: 2 - Commissioner McCool Commissioner Nabicht 3. PLEDGE TO THE FLAG: Mayor Herzberg led everyone in the pledge to the flag. 4. BUSINESS: Mayor Herzberg stated the City Clerk has asked that if anyone is going to speak with a mask on to please speak close to the microphone. If anyone has a problem hearing any of the Commission to please let them know. A. Discussion of City Manager executive search firm - Interim City Manager Dr. Cooper (386) 878-8850. Strategic Goal: Internal and External Communication Mayor Herzberg stated all the bids are in correct and have been provided to the Commissioner, correct and Interim City Manager Dr. Cooper replied correct. Mayor Herzberg reminded the Commission that it was to have a workshop on this September 10, 2020, but because of the length of the last meeting the Commission decided at that point, City of Deltona Page 1 Printed on 10/5/2020 City Commission Workshop Minutes September 8, 2020 especially this time of year, it did not want to have a workshop prior to a Regular Commission Meeting (RCM). This particular workshop is going to have to be moved. Commissioner Nabicht arrived at the meeting at 4:02 p.m. Mayor Herzberg stated at this point it is September, there are less than two months left until Election Day and there will be a new Commission. To put a workshop together, pick a firm, then have to meet with a firm and do all that before any type of an election. She would recommend holding off until after the November 3rd election. She asked if the Commission wanted to schedule a workshop in November to discuss this with the new Commission or schedule it beforehand and the manager can find a day for a workshop, it is up to the Commission. Vice Mayor Ramos stated it would behoove the Commission to wait and schedule a workshop for November. Commissioner Avila-Vazquez asked why the Commission cannot pick the search firm before the election because she would like the expertise of those Commissioners who will no longer be sitting on the dais. She suggested to go ahead and schedule a workshop. Mayor Herzberg stated if a workshop is to be scheduled it should be done by itself, the only topic on the agenda, and not before a Regular Commission Meeting. Commissioner McCool arrived at the meeting at 4:05 p.m. Commissioner Bradford stated she sees the positive and negative on both sides, the new Commission is going to have to live with this Commission's decision and she is okay with having a workshop. Due to COVID it may be better to wait a few months since people are not traveling right now and she questioned if the workshop would be November or December. Mayor Herzberg stated either way if the Commission picks the firm, the Commission then would have a meeting with the firm at some point, but the outreach and all that, none of that can be done until after the first of the year because then it is the holiday season. Commissioner Nabicht stated obviously he will not be here, but he is okay with putting it off because he is opposed to the whole process. He has asked the Commission and nobody has provided any information or had any discussion on what the Commission is looking for in terms of a City Manager. He knows the Commission wants to be guided by the search firm, but the City has a City Manager who has completely and wholeheartedly demonstrated his competency to run the City. Dr. Cooper has presented a fantastic budget, worked through budget issues, and the development team is happy with him. He suggested the Commission do what it wants to do, but they are making a mistake. The Commission may potentially spend $50,000 of taxpayers' money to either gamble on someone new or end up choosing Dr. Cooper. Think about what the City is going to get after having 14 City City of Deltona Page 2 Printed on 10/5/2020 City Commission Workshop Minutes September 8, 2020 Managers, what salary that person is going to want, and the life expectancy of a City Manager. He suggested to be honest with Dr. Cooper and if he is not what the Commission wants to tell him and the public. He supports wanting to wait, he does not have anything good to say about the process and he does not think this is the time to do this. Commissioner King stated he is not opposed to waiting, he thinks that might be better and he does not see the rush. It is important to go through the process to be clear with the public, to listen to them and find out what they would like to see in a City Manager. The City needs somebody that the public thinks they can trust and the Commission needs to represent the citizens moving forward. He thinks the Commission needs to go through the process because where the City came from was not good. The Commission needs to look for everything better, not that Dr. Cooper is not better, he is just saying that Dr. Cooper needs to be in the mix with everybody else and decide from there what to do. He is in favor of waiting, go through the process with the new Commission and it will be the responsibility of the entire Commission who picks the next City Manager. Commissioner McCool stated she is not opposed to waiting either and she has to answer to the residents and listen to what they want. She works well with Dr. Cooper, she have no qualms about him, however, the Commission has still failed to answer the question "why have we been through so many City Managers". It is incumbent upon the Commission to do this due process to make sure that the Commission is serving the residents the way that they want to be served and having this discussion separately allows the Commission to get feedback. She knows what she wants in her City Manager. Regarding developers being nervous about coming into Deltona she does not see why bringing somebody new in would make developers nervous because she does not know who would be against development. There are long-term things that the Commission has to think about when hiring a new City Manager because that person is going to have to redo the Comprehensive Plan, work with a new County Manager on the JPA (Joint Planning Agreement) and she thinks those are things that the Commission needs to think about. The Commission needs to listen to the residents and she thinks it is important to involve them in the process. Commissioner Avila-Vazquez stated the Commission should go ahead and she understands having the residents involved in the decision making process. Residents need to be involved in everything that happens in the City, but the City Manager is guided by the Commission. Whatever the City Manager does is what the Commission directs that person to do. If the City Manager is doing something wrong, it is the Commission's responsibility to change that. If there is something that is written in the code or whatever that is wrong, it is up to the Commission to sit with the manager, look at it and change it. It is not the City Manager, it is "we the Commissioners" who were elected to guide the City Manager and if there is something wrong the Commission needs to change it. The Commission complains that there is no money to help the community, but the Commission wants to spend almost $50,000 on an outside company to look for a City Manager. The Commission does not know what the company will bring forward, the Commission knows what it has in Dr. Cooper and she questioned why the Commission cannot work with what they have now. She thinks Dr. Cooper is doing a great job, she thinks that he should be given the opportunity to City of Deltona Page 3 Printed on 10/5/2020 City Commission Workshop Minutes September 8, 2020 continue in the position and to put the money somewhere else where it could be more useful. It is not the City Managers turning away development, it is the Commissioners and she suggested to stop putting the blame on the City Manager and for the Commission to take responsibility. Vice Mayor Ramos suggested to get back to the Mayor's original question and see if there is a consensus of whether or not the Commission wants to do something now or wait until after the election. Mayor Herzberg stated the one word she would focus on this coming years is "accountability" and it was a good point saying "why do we have 14 City Managers in 25 years". There are multiple reasons for that, but the bottom line is the buck stops with the Commission. It is the Commission's responsibility to hold the City Manager accountable and in her opinion as long as she has been on the Commission, the Commission has failed at that. The Commission has not requested budget or project updates quarterly and she gave some examples of different projects. The Commission needs to self-reflect on why there has been so many City Managers. There are massively great things coming into the City and the Commission could choose to embrace that and be a Commission that does not divide and conquer, but works together. Citizen engagement would be part of the City Manager search and she would encourage this Commission to have a workshop on what the Commission and the residents would like to see the City be, not a strategic plan, but a talking session about what is expected out of a City Manager, she listed several examples. Commissioner Nabicht is correct, the budget is what drives what the City Manager does. She suggested to schedule a workshop just to air all the Commission's concerns and have a conversations about that. Mayor Herzberg asked again, if the Commission wanted Dr. Cooper to schedule a workshop after the election or in October and the Commission concurred to have a workshop to discuss the City Manager search firms after the November election. B. Workshop to review proposed annual budget for FY 2020/2021 - Camille Hooper, Finance Director (386) 878-8552. Strategic Goal: Maintain a balanced budget, reserves and investments Mayor Herzberg stated she has a couple of things that she would like to get clarification on and she would like to ask the manager and staff a few questions. She asked if the frozen positions have been unfrozen and Interim City Manager Dr. Cooper replied yes, he released all the positions in Public Works and Parks & Recreation. Commissioner McCool asked for clarification regarding special events, what are the hard plans, what is the next upcoming event and if the money is not spent where does the money rollover too. Also, she suggested that the City communicate better with the residents regarding special event as there was some confusion regarding having fireworks on Labor Day. City of Deltona Page 4 Printed on 10/5/2020 City Commission Workshop Minutes September 8, 2020 Commissioner Nabicht left the meeting at 4:28 p.m. and returned at 4:29 p.m. Mayor Herzberg left the meeting at 4:29p.m. Interim City Manager Dr. Cooper replied fireworks were planned for Labor Day, however, the Commission at a previous meeting stated they preferred not to do that and with the revised numbers he was able to put back in the budget all the special events that the City typically plans like Spooktacular, July 4th, Eggstravaganza and those type events. However, during COVID the events can change, the funds are in the General Fund and if an event is not held then that money can be reallocated based on Commission direction. The next event would be Spooktacular and it does not look like that is going to happen this year and what is in the budget is for next year. Staff is working diligently with The Center to have a Trunk or Treat event where the residents will drive through with their kids in costume and obtain some candy. Staff is working out the details of that, right now it is a hard plan, but things can change and the event will be advertised. Mayor Herzberg returned to the meeting at 4:32 p.m. Mayor Herzberg stated regarding the ambulance for the Fire Department and if what is in the budget this year is correct. Interim City Manager Dr. Cooper replied yes, it is. She asked for the status of the repairs for all the ambulances and Fleet Supervisor Eddie Trujillo replied currently there are three rescue units, the oldest unit is 13 years old, has 79,000 miles, 6,600 hours, and is in reserve status so it does not get used all the time. The second unit is a 2009 so it is also an old unit with 109,000 miles and has over 6,000 hours. The newest unit is a 2016 and that one is the current unit that gets run all the time or the front line unit and it has 95,000 miles on it and 8,000 hours of service. Mayor Herzberg asked with the miles and hours on the current units does the City need a new unit and Mr. Trujillo replied he would definitely say so because the newest unit has already suffered a major catastrophic problem where the main bearings went out on it and the lower half of the engine had to be replaced. Most of the issues are with A/C and if that goes out the unit cannot transport. Recently the front-line unit went down so staff switched to the second unit, a reserve unit, and less than 24 hours that unit went down so it is critical that the City get a new unit. Commission Bradford asked where the city is year to date, what it anticipate next fiscal year with regards to ambulance service now, the transport, and where are the funds allocated. Finance Director Camille Hooper replied for this fiscal year 2020 the City has received about $400,000 in total for this year. Commissioner Bradford asked if fiscal year 2020 was a full year of transport and Ms. Hooper replied yes, the City has been transporting for two or three years now. Fire Chief Snyder replied the City has been doing full transport since May, 2019. Commissioner Bradford asked if the City would be paid for the second unit and Chief Snyder replied the county turned down the City for that due to a decrease in calls countywide. However, the County's Public Protection Director suggested to hold off and revisit putting a second transport unit in Deltona in September and he is meeting to discuss that tomorrow. The county holds the City's COPCN (Certificate Of Public City of Deltona Page 5 Printed on 10/5/2020 City Commission Workshop Minutes September 8, 2020 Convenience and Necessity) which is the license to be able to transport and the county decides whether the City transports or not. Keep in mind the six people that were brought on midyear this year was to put another unit in service and staff is planning to put a second unit in service whether that is an ambulance that transports patients or a rescue unit that just run calls. The main reason for doing all this is to help with response times. Commissioner Bradford suggested having a future workshop on this because another City told her that they got away from the county's COPCN and hired a Medical Examiner so they could get the COPCN on their own. Fire Chief Snyder replied that under the county's protocols if the City wants to remain as an ALS (Advanced Life Support) agency with paramedics providing advanced care the City has to follow the county's protocol in that town/city. The county's protocol, right now, says the City has to be under the County's Medical Director. Commissioner Bradford stated the City had its own COPCN and Medical Director the revenues would significantly increase and the City would not be handing its funds over to the county. Fire Chief Snyder replied it would increase because the City would more than likely go to a 3rd party billing company which do not charge quite as much and they would guarantee more than the City is making now. Interim City Manager Dr. Cooper stated the City would also have to look at all the added expense to hiring its own Medical Director. Mayor Herzberg asked if the City took in $400,000 in revenues does it go into the General Fund and Mr. Hooper replied yes. Mayor Herzberg asked if there was language in the CBA (Collective Bargaining Agreement) that stated the City only gets $100,000 of that revenue and everything over that amount goes toward training, is that not what you said at the previous workshop. Ms. Hooper replied there is an article in the CBA that says any monies reoccupied over $100,000 go to the Fire Department to be used for training. Mayor Herzberg asked if that money can be used to buy a new ambulance and Ms. Hooper replied she imagines if the union agreed to it. Commissioner Nabicht stated it is just taking pieces of it and moving it around and he gave a detailed explanation before the City did transport compared to now. As for the CBA, the manager takes the money over $100,000 from the General Fund and moves it into the training budget, he is taking old General Fund money and replacing it with new General Fund money so the training budget is now paid for by transport. Mayor Herzberg asked if the revenues can be used for something other than training and Ms. Hooper replied that is what it states in the contract. Commissioner Bradford asked how much the Fire Department spends in a year on training and the revenues over and above that and what it can be used for. Interim City Manager Dr. Cooper replied under the CBA the Fire Chief and the Union President can agree to use that money otherwise, however, that money is being reallocated back to training in the General Fund. Vice Mayor Ramos stated if the City adds another transport and the dollars are doubled to $800,000, does the City only get $100,000 and Interim City Manager Dr. Cooper replied per the CBA at this point yes. Commissioner Bradford stated the Commission approved that. Vice Mayor Ramos stated he understand that it is a contract, but he does not know if that is a contract that is beneficial for the City in general. Commissioner Avila-Vazquez stated here again the Commission needs to sit down and change it. Commissioner Nabicht City of Deltona Page 6 Printed on 10/5/2020 City Commission Workshop Minutes September 8, 2020 stated it is beneficial to the City and it is the City's employees. Vice Mayor Ramos stated he is just wondering if instead of saying anything over $100,000 goes for training maybe it could be a percentage, but it is all about having the conversation, a workshop. Interim City Manager Dr. Cooper replied because the Fire Chief and the Union President can sit down to reallocate that money to be used which they have done. The biggest issue is nobody really knew how much revenue was coming in for transport until it was done for a full year. Commissioner Nabicht stated that if the City puts in another transport do not assume it will bring in an additional $400,000. Commissioner Bradford stated she wants staff to start preparing now for an additional transport for the future because the City is only replacing one unit and Interim City Manager Dr. Cooper replied there is a large purchase that will need to be done before another transport unit is purchased. Commissioner King stated in last year's budget the Commission gave the Fire Department $600,000 which was for six new employees and to make another ambulance road ready and the City never got that ambulance on the road because the county said no. So the City should have two ambulances right now that are road ready from the money that the Commission provided last year. If the City is not getting rid of any of the units it has, keep using those and wait another year to buy a new one. Interim City Manager Dr. Cooper replied next year the City needs to look at buying a new engine because the current ones are becoming dilapidated and all of these things are included in the insurance rating. Commissioner Bradford stated she would like to see the Fire Department be self-sustaining and she would like to see an amount budgeted (example $25,000) each year out of that $100,000 for repairs and purchases. Commissioner Nabicht stated the $100,000, is not even recouping the City's cost, there is no "extra". He asked what the expendables budget for medical this year is and Fire Chief Snyder replied $125,000. Commissioner Nabicht stated the City has no control of the rates because it is under the county's system and again it is not extra, it is a supplement. As for the City's ISO rating, the City gets credit for having those reserve units. In the budget after this one the Commission is not going to be looking at just one engine at $500,000, but two engines according to the plan and the longer the City kicks it down the road the more expensive the they get. commissioner Bradford is absolutely right, the City has to look for funding options for these vehicles, the City cannot keep kicking it down the road because the has already faced where it had to borrow a fire truck from another jurisdiction which was embarrassing. Commissioner Bradford asked when the City buys a new engine is it financed and Fire Cheif Snyder replied no, generally it is bought outright and the reason that is done is because the City gets a 10% discount. Commissioner Bradford suggested again, to put money aside from the $100,000 for repairs and vehicle purchases. Commissioner Nabicht stated during the next CBA discussions the Commission needs to put some type of cap on the training budget or earmark a percentage of that money to go toward capital. Commissioner McCool asked for clarification regarding overtime and special pay in the City of Deltona Page 7 Printed on 10/5/2020 City Commission Workshop Minutes September 8, 2020 Fire Department and the request for a local training facility which she will go back and look at in the budget. Fire Chief Snyder replied basically overtime is spend any time he has to hire somebody to come in. There is a minimum staffing level of 18 people which will soon be 20 people. Any time the staffing levels are below that point he has to hire people to cover those spots in order to keep the trucks on the road. In the last contract we tried to even that out by creating what is called event pay which is a fixed price and it is averaged out through the entire Fire Department. Mayor Herzberg stated the Commission discussed cleaning of City Hall, not a COVID cleaning, but bringing in a company to maintain the cleaning level of service in City Hall and she asked what the status of that is. Interim City Manager Dr. Cooper replied he asked for $30,000 in this budget to go out for an RFP (Request For Proposal) to bring in a professional cleaning company that will clean and maintain City Hall. This way the Parks & Recreation staff can go back to doing what they are supposed to be doing which is maintaining the parks and recreation areas. Mayor Herzberg asked if the manager was still continuing with the COVID sanitation and Interim City Manager Dr. Cooper replied correct. Mayor Herzberg asked if the RFPs are in for the second compensation study and Interim City Manager Dr. Cooper replied yes. Mayor Herzberg asked how that was going to work, the City did not pay for the last study and the funds will be carried over, but is there an amount in this budget for that. Interim City Manager Dr. Cooper replied yes ma'am, the City received all the RFPs back, there is a committee that is scoring and reviewing those, he will be hiring a new company to come in to do a thorough compensation study and as directed by the Commission in the last meeting he did find the money to put back into the budget to fund the anticipated results of that study moving forward. Mayor Herzberg asked if the study was for the general employees and the fire department and if the same parameters would be used that were used in the last one. Interim City Manager Dr. Cooper replied yes, it will be the same parameters based on the CBA and it will look at both the CBA employees and the general employees. Mayor Herzberg asked for an update on the process because the big issue last time was the scope of work and Interim City Manager Dr. Cooper replied yes ma'am and staff rewrote the entire scope of work to be more specific as to what we were asking for. Reading through what has been received the City has gotten prices to do the study anywhere from $30,000 to $95,000 so again the committee is reviewing all packages received. Mayor Herzberg asked that the study looks at the ranges and breaks it down because employees are getting paid in a range, but if those employees are all at the low end of the range, the City is bleeding people and if should factor in the benefit load. Commission Bradford asked the status of the Public Works/Deltona Water vehicles that were leased about two years because the staff was to keep track of that to see if it was a cost savings and bring the information back to the Commission. Ms. Hooper replied the City still has the four vehicles that it leases as a pilot program, but she has not gone back and updated it. It has been about a year since she looked at that, but what she found when she did look at that last time is that it was around the same overall. The City tends to keep City of Deltona Page 8 Printed on 10/5/2020 City Commission Workshop Minutes September 8, 2020 vehicles that are purchased longer than those that are leased, but after five years the City has the option of purchasing the vehicle or going into a new lease. Again, the cost has been neutral and the lease program has not been expanded. Commissioner Bradford asked if the funds were cut for the new City website and Interim City Manager Dr. Cooper replied yes ma’am that was one of the items that was removed from the budget. Commissioner McCool asked how quickly the City can move to compensate the salaries based on the results of the study because Amazon is hiring and she wants to avoid a mass exit of employees. Also, what is the emergency quick fix that the City can do or what is the message that the City is sending to its employees to stay with the City, please hang on, help is on the way. Interim City Manager Dr. Cooper replied the City still has the 3% COLA (Cost-of-living adjustment) that is in the budget and hopefully the compensation study will be completed around the end and then it will be brought before the Commission first thing next year. One of things he has asked the company to look at is a $15 minimum wage like what Amazon offers, but based on rough figures that the City obtained before that would cost the City roughly over $1,500,000 to bring everyone to that. Amazon offers benefit, but the employees pay a portion of that benefit which is something the City does not do. Every employee that he speaks with he tells them that he is fighting to get them more money and to progress in their career whether it is with the City or elsewhere. Commissioner McCool asked if there is a satisfaction survey being discussed as part of the compensation study and Interim City Manager Dr. Cooper replied that is not part of the compensation study that would be more on the City side. There is an employee questionnaire and there are some questions about satisfaction on that questionnaire, but it is mostly geared towards their salary, benefits and wages. Mayor Herzberg stated that at the beginning of this she had asked that the frozen positions in the Parks & Recreation Department and Public Works. She asked if that included positions in stormwater and Deltona Water and Interim City Manager Dr. Cooper replied yes. Commissioner Nabicht stated to understand that the position have just been unfrozen and there is a process to hiring for those positions. Commissioner Nabicht asked where the City is on the Team Volusia money and how much is it. Interim City Manager Dr. Cooper replied Team Volusia is still in the budget and it is $45,000. Commissioner Nabicht stated he has seen no benefit to them and they did not do anything with Amazon other than playing a very insignificant role in bringing Amazon to the City. There is a lot of good development leads currently going on in the City and none of them are the fruits of Amazon. He suggested the Commission take a look at what Team Volusia has produced for the City and how much the City has spent on Team Volusia. He has been an advocate of Team Volusia previously, but they have not done anything. The City now has a reputation for building Halifax Health and Amazon and for the most part they have gone off without a hitch. That word has traveled through the development community which is a credit to the management team. The management team has resolved water City of Deltona Page 9 Printed on 10/5/2020 City Commission Workshop Minutes September 8, 2020 issues, traffic issues and policy issues and has been a credit to the City's reputation in the development world. He stated he is not going to vote in favor of the 2020/2021 budget if Team Volusia is included in it that is just how strongly he feels about it. The City pays the biggest amount to Team Volusia besides Volusia County because it is based population. He suggested not including Team Volusia in the 2020/2021 budget and see what effect that has on the City's development because they have done nothing for the City yet and look at what the City has developed. The City has got to a point where developers are talking to the City's development team that are interested in bringing things to the City and it has nothing to do with Team Volusia. Mayor Herzberg asked what the Economic Development Manager Jerry Mayes could do with the $45,000. Commissioner King stated he has never been a proponent of Team Volusia, in fact he ran on why the City is giving Team Volusia $45,000 and the City gets nothing for it and he got beat up for saying that. Economic Development Manager Jerry Mayes stated the Commission has asked for his opinion and his opinion is now is not the time to start changing a team that is in place that is working. It was mentioned that the City has a good development team and Team Volusia is part of that team. Now is not the time to be breaking up the team. Commissioner Nabicht stated he does not know what Team Volusia has done worth $48,000 times eight years and he does not like what Team Volusia did with the Amazon deal. Commissioner Bradford stated she has not been to a ground breakings when she has not heard that businesses are here because of Mr. Mayes and his diligence and passion for Deltona. She asked what Team Volusia's role is and Mr. Mayes replied one of the major things that Team Volusia does for the City of Deltona in addition to recruitment is that they advertise the City, it is on brochures, and especially right now Deltona's name is a hot name in the marketplace. This has been a process, the City stuck it out with Team Volusia who was compensated and Team Volusia stuck it out with the City. It is a team, it is not him, and there are several people who work on the team, but without Team Volusia the team does not work. Without the team he falls flat on his face, the City does not get the deals. Again, this is not a good time to be changing a working team. Commissioner McCool asked why now is not the right time and Mr. Mayes replied things are coming. Vice Mayor Ramos stated in the past he had asked to reduce the payment to Team Volusia and he too questioned what Team Volusia is doing for the City. He asked what Mr. Mayes can do with the $45,000 in terms of marketing or visibility that Team Volusia provides. Mr. Mayes replied with $45,000 he could probably advertise the City for about 60 days, it is very expensive. Team Volusia gets money from many, many sources and because of that City of Deltona Page 10 Printed on 10/5/2020 City Commission Workshop Minutes September 8, 2020 they are able to get out in front of the public in areas that he has no access to. He can go after a local company, he can try and steal someone from the county which he does occasionally, but he does not have the ability to go after the multimillion dollar businesses. The City has just reached the point right now where the team is getting access to these large companies and Team Volusia is one of the assets that comes along with that. Commissioner Avila-Vazquez asked if Mr. Mayes is involved in every decision of the City along with Team Volusia such as every plan, every search and every decision that is made with the City. She remembers another group that came and they were the ones that supposedly brought Amazon to the City. She asked if Team Volusia goes out to look for the businesses or does Mr. Mayes go out on his own. Mr. Mayes replied he did not go out and recruit Amazon, he does not have the contacts to recruit Amazon. The easiest way he can say it is that Team Volusia brought Amazon to Volusia County and there was another player that help too because economic development is always a team. RMA (Redevelopment Management Associates) which the City hired as a consultant to put together the five year strategic plan was also given the assignment to go and talk to the people and bring the people of the Hains Family, Portland House, to the City so the City can have an industrial park. It just worked out at the time that the Hains Family was brought in at the time that Amazon was here looking at vacant land and suddenly the City had a product that could be seen. Yes, he is involved in everything, he ends up turning down some deals for the City, like explosive testing. Sometimes the company has to have a "port" like an airport and there are certain ones that he has to just walk away from. All the large deals the City is getting in now, the first thing that happens is Portland Industrial Park is put in front of them. The City now has a name and it needs to use every asset it can, turned nothing lose and get in all the City can because the City will not get all of them so the team just trying to get as many as it can. Mayor Herzberg stated Team Volusia is in the budget so when the budget comes up for a vote the Commissioners would either vote for or against the budget correct and Interim City Manager Dr. Cooper replied yes ma'am. Mayor Herzberg stated unless there is a consensus to remove it from the budget. After discussion, the majority of the Commission (Commissioner Nabicht and Commissioner King - Against) concurred to keep Team Volusia in the budget. 6. CITY MANAGER COMMENTS: None. 5.
