City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes City Commission Workshop Monday, November 16, 2020 5:30 PM Deltona Commission Chambers A. In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: 2. ROLL CALL – CITY CLERK: Present: 7 - Mayor Herzberg Vice Mayor Bradford Commissioner Avila-Vazquez Commissioner King Commissioner McCool Commissioner Ramos Commissioner Sosa 3. PLEDGE TO THE FLAG: Commissioner King led everyone in the pledge to the flag. 4. BUSINESS: A. Review, discussion and ranking re: Executive Search Firm Selection - Interim City Manager (386) 878-8850. Strategic Goal: Internal and External Communications Purchasing Manager Kate Duffy explained the process for the Executive Search Firm Selection. She stated that the Commissioners must independently score each applicant based on the criteria provided. The scores are tallied up and at that point the Commission can start the discussion on the top three firms and how to proceed. Commissioner Avila-Vazquez stated that she did not want to turn in a score sheet for the search firms and she asked if she had that option. Mayor Herzberg replied that Commissioner Avila-Vazquez would have to accept the rankings from the other City of Deltona Page 1 Printed on 12/14/2020 City Commission Workshop Minutes November 16, 2020 Commissioners and Commissioner Avila-Vazquez replied that is fine. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Mayor Herzberg opened and closed the public hearing as there were no public comments. Review, discussion and ranking re: Executive Search Firm Selection - Interim City Manager (386) 878-8850. Strategic Goal: Internal and External Communications Mayor Herzberg called a recess at 5:50 p.m. and reconvened at 6:04 p.m. City Clerk Joyce Raftery read the top three firm scores, Baker, Tilly, Virchow, Krause LLC (498), Gov HR USA (487), and Strategic Government Resources (474). Ms. Raftery read the rest of the scores, Colin Baenziger & Associates (444), MGT Consulting Group (411), and Sunshine Enterprise USA, LLC (424). The Commission concurred that Baker, Tilly, Virchow, Krause LLC, Gov HR USA and Strategic Government Resources will be their top three firms. The Commission and staff discussed having the top 3 firms give a presentation virtually. After discussion, the Commission concurred to contact the 3 firms and schedule interviews. The Commission and staff discussed how much time to be allotted per interview, having a list of questions ready and public engagement. After discussion, the Commission concurred to allow 45 minutes per firm. The Commission discussed calling a Special Commission Meeting. After discussion, the Commission concurred to have a Special Commission meeting Thursday November 19th at 4:00 p.m. to discuss the Interim City Manager. 6. CITY MANAGER COMMENTS: There were none. Akron Drive, Deltona, spoke about evaluations. Elbert Bryan, 1625 Joyner Drive, Deltona, spoke about Special Commission meetings and the Executive Search Firm rankings. Mayor Herzberg closed public comments. Commissioner McCool spoke about resident Mary Green's death. Vice Mayor Bradford spoke about Mr. Krum's Toys for Tots promotion. 7. Background: ***NOTE*** The City Commission is dedicated to working hard and keeping our city moving forward, and a top priority during the COVID-19 pandemic is to help maintain the health of our employees and residents. Another top priority is being able to maintain public participation in our City meetings. Following CDC Guidelines, we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commissioners, staff and residents. Though there are restrictions when it comes to public gatherings, we are dedicated to making sure those who would like to make their voice heard are able to. Strategic Goal: Internal and External Communications Background: An RFP for an Executive Search Firm was posted and six responses were received from the following: · Baker, Tilly, Virchow, Krause, LLC · Colin Baenziger & Associates · Gov HR USA · Mgt Consulting Group · Strategic Government Resources · Sunshine Enterprise USA, LLC The Commission scored the proposals received. The Commission will need to come to a consensus on whether or not interviews are desired. If not, award would be made to the highest overall scoring firm. If interviews are required, another meeting would be scheduled for the Commission to come to a consensus on the ranking of the firms. Upon approval of this item authorizes any and all necessary actions, documents or budget transfers to facilitate Commission approval and further authorizes the Interim City Manager to sign any documents necessary to further Commission approval of this item.
