City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Special City Commission Meeting Monday, November 9, 2020 5:30 PM Deltona Commission Chambers In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: The meeting was called to order at 5:30 p.m. 2. ROLL CALL – CITY CLERK: Present 6 - Mayor Herzberg Vice Mayor Ramos Commissioner Avila-Vazquez Commissioner Bradford Commissioner King Commissioner McCool Absent 1 - Commissioner Nabicht 3. SILENT INVOCATION AND PLEDGE TO THE FLAG: A. Invocation by Fire Department Chaplain Anthony Alvarez and National Anthem by Cristina Alexis Nieves. Mayor Herzberg led everyone in the invocation and the pledge to the flag. The National Anthem was sung by Cristina Alexis Nieves. 4. NEW BUSINESS: A. Request for approval of Resolution No. 2020-55, ratifying results of General Election held on November 3, 2020. Commissioner Nabicht arrived at the meeting at 5:35 p.m. Motion by Commissioner Avila-Vazquez, seconded by Commissioner City of Deltona Page 1 Printed on 11/13/2020 Special City Commission Meeting Minutes November 9, 2020 Bradford, to adopt Resolution No. 2020-55 as presented to ratify the results of the City's General Election held on November 3, 2020. The motion carried by the following vote: For: 7 - Mayor Herzberg, Vice Mayor Ramos, Commissioner Bradford, Commissioner King, Commissioner Nabicht, Commissioner Avila-Vazquez, and Commissioner McCool 5. CEREMONIAL MATTERS: A. Recognition of outgoing Commissioner. Mayor Herzberg read and presented a plaque to Commissioner Nabicht in recognition of his years of service to the City of Deltona. Commissioner Nabicht stated it has been both an honor and privilege to serve the City. He will not be going anywhere, he just will not be a Commissioner, but he will be available to anybody. It truly has been an honor and a pleasure, it was a rough patch for awhile, but the City is growing which everyone is a part of. The City is moving in the right direction with development, public safety and all the departments within the City. The Interim City Manager, the City Attorney and all of the employees of the City of Deltona are the ones who do the heavy lifting. It has been an honor to work with all of them and he appreciates it very much. Thank you very much. B. Swearing in of newly elected City Commissioners. City Clerk Joyce Raftery administered the Oath of Office to each of the following newly elected City Commissioners: District 2 - Anita Bradford District 4 - Dana McCool District 6 - Julio David Sosa C. Selection of Vice Mayor. Motion by Commissioner McCool, seconded by Commissioner King, to select Anita Bradford as Vice Mayor for the next year. The motion carried by the following vote: For: 7 - Mayor Herzberg, Vice Mayor Ramos, Commissioner Bradford, Commissioner King, Commissioner Nabicht, Commissioner Avila-Vazquez, and Commissioner McCool Mayor Herzberg thanked everyone, Commissioners we are going to be starting next week with a workshop and another meeting in December. Starting in the new year we are going to move the City forward. She feels confident that with this group of people the City can move forward and accomplish a lot of great things for the residents, the community and for City of Deltona Page 2 Printed on 11/13/2020 Special City Commission Meeting Minutes November 9, 2020 the future of the City of Deltona. She thanked staff, the Interim City Manager, the City Attorney, and above all thank you to the electorate who voted for Vice Mayor Bradford, Commissioner Sosa and Commissioner McCool. Vice Mayor Bradford stated she has some really big shoes to fill. Commissioner Ramos did an amazing job as Vice Mayor the last few years. He has been everywhere and she hopes she can be in as half as many places as he was, she does not know how he did it. She just wanted to recognize that Commissioner Ramos has done an amazing job as Vice Mayor. Mayor Herzberg echoed that, for two years Commissioner Ramos had her back and when things have come up he has had the City's back. He was one of the best Vice Mayors she has ever worked with during her time on the dais. Thank you. Commissioner McCool stated she would also like to thank Vice Mayor, he is a man of many talents, he does get around and he cares for the City. Thank you for all you have done for the students and the residents, you are a busy, busy man. Thank you soo much for all that you do for the City. Congratulations to Vice Mayor Bradford who has big shoes to fill. 6. ADJOURNMENT: There being no further business, the meeting adjourned at 5:50 p.m. ______________________________ Heidi K.
