City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes City Commission Workshop Monday, April 12, 2021 5:30 PM Deltona Commission Chambers A. In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 9 - Mayor Herzberg Vice Mayor Bradford Commissioner Avila-Vazquez Commissioner King Commissioner McCool Commissioner Ramos Commissioner Sosa City Attorney Acting City Manager 3. PLEDGE TO THE FLAG: Commissioner King led everyone in the pledge to the flag. 4. BUSINESS: Review of Fire Compensation A Review of Fire Compensation The Acting City Manager gave a brief explanation of the item and Ms. Archer with the Archer Group will be doing a brief presentation. He stated the information was provided to the union, however, he has not heard from them either negatively or positively. Mayor Herzberg stated that Vice Mayor Bradford has received a message from Union President John Viccario who was supposed to be in attendance but, his car broke down. Ms. Archer gave a PowerPoint Presentation that included Market Analysis, FLSA Regarding Firefighters, Deltona, Apopka, Brevard County, Daytona Beach, Gainesville, Kissimmee, Lake Mary, Orlando, Ormond Beach, Port Orange, Sanford, Seminole County, Volusia County, 24-ON/48-OFF: Differences in Calculation (Rounding), Market Analysis, Pension Plan Minimums, Florida Retirement System (FRS) Plan, FRS Compared To Local, Management Services, Deltona, Excess Tax Revenue, Insurance Premium Tax Revenue (IPTR), Fire Pension Comparables, The Commission, Acting City Manager, Ms. Archer and Human Resources Director discussed the comparable cities, overtime, salaries, years of service, paygrades, CBA (Collective Bargaining Agreement), incentives, total compensation, annual increases, CARES (Coronavirus Aid, Relief, and Economic Security) Act, cities' populations, Seminole County, agenda packet, starting pay, calculating salaries, shifts, retention, benefits, turnover rate, event pay, arbitration, automatic overtime, defined benefit, total contribution, Commission's questions, and transport. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Doug MacDonald, 1494 Surrey Run Court, Deltona, spoke about time to speak, meeting times, and wrong place, wrong time. 6. CITY MANAGER COMMENTS: None. 7. Background: ***NOTE*** The City Commission is dedicated to working hard and keeping our city moving forward, and a top priority during the COVID-19 pandemic is to help maintain the health of our employees and residents. Another top priority is being able to maintain public participation in our City meetings. Following CDC Guidelines, we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commissioners, staff and residents. Though there are restrictions when it comes to public gatherings, we are dedicated to making sure those who would like to make their voice heard are able to.
