A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) we have limited public seating inside the
Commission Chambers and are practicing social distancing with the City
Commission, staff and residents.
1. CALL TO ORDER:
The meeting was called to order at 6:30 p.m. by Mayor Herzberg.

Commissioner King led everyone in the pledge to the flag.
4. BUSINESS:
A. Discussion of Strategic Planning - John A. Peters, III, PE, Acting City
Manager (386) 878-8858.
Herb Marlowe, Analytical Consultant, gave a brief PowerPoint Presentation to include
Community engagement, May 8th topics, three topics with broad community support, one
City asset not well understood, two areas of values-in-tension, and City Government.
The Commission discussed their lack of attendance at those meetings and that the
Commission does not attend because they voted not to so that individuals felt they could

openly speak about any issues they wanted without intimidation.
Mayor Herzberg opened the public comments.
1776, spoke about the turnout, critics and supporters, Ms. Terri Ellis’ idea, more
involvement, intimidation, and Commission attendance.

B. Discussion Item: Firefighter Compensation Study. - John Peters, III, PE,
Acting City Manager (386) 878-8850.
Strategic Goal: Personnel
The Acting City Manager stated the Commission received an extensive amount of
information from staff and it was items requested at the last meeting or items that had been
requested subsequently. He reviewed what is in the current CBA (Collective Bargaining
Agreement).
The Commission, Acting City Manager, Deputy Finance Director, Human Resources
Director, Union Vice President Brandon Brower, and Ms. Rita Archer with The Archer
Group, discussed retirement payouts, the pension, CBA vs. management group,
contributions, pension fund deficit, the State’s contribution, defined benefit, usable State
contribution, State variable contribution, FRS (Florida Retirement System), overtime,
vacation, shifts, event pay, safe staffing levels, vacation formula, Fire Department needs,
types of calls, transport, firefighter training, training facility, overtime vs. hiring new staff, ride
along, the pay recommendation, graduates vs. vacancies, benefits, cuts, non mandated
overtime, total compensation, who receives the increase, and 95% of average pay.
Mayor Herzberg opened the public comments.
Elbert Bryan, Deltona, spoke about the discussion, 24/48 hours, benefits, fatigue and
accidents, foolish raising rates, negotiations, term of CBA, overtime, and actual pay.
Mayor Herzberg closed the public comments.
Mayor Herzberg stated the understanding is the Acting City Manager will bring the rest of
this forward at next week’s Commission meeting and the numbers everyone asked for
tonight.
C. Discussion on $15.2 million COVID Relief Funds - John A. Peters, III, PE,
Acting City Manager (386) 878-8858.
Strategic Goal: Financial
The Acting City Manager gave a brief PowerPoint Presentation to include Funding, Eligible
Projects, Public Health Emergency, Provision of Government Services, Invest in

Infrastructure, Analysis, Bonuses to Firefighters, Assistance to Households, Businesses
and Nonprofits, Reimburse the General Fund and Water & Sewer Fund, Invest in Water,
Sewer and Rural Broadband, and Recommendation.
The Commission and the Acting City Manager discussed meter replacement funds, the
meter project, towers, leaks, Neptune contract, surface water harvesting, breakdown of
costs, lost revenues, outstanding debt, the disconnect rate, payment plans, unrestricted fund
balance, reducing ad valorem or water/sewer rates, unfilled vacancies, lack of commercial,
priorities, Deltona Water cost savings, and bill paying process.
Mayor Herzberg asked the Commission for consensus to extend the meeting an
additional 15 minutes and the Commission concurred.
The Commission and the Acting City Manager discussed the water audit, importance of
infrastructure, public health emergencies, restrictions, social services and non-profits,
earmarking funds, cost of meters and instillation, Fisher Plant, pipe cost, annual cost,
contingency plan, capacity and future growth, redundancy plan and primary plan.
Vice Mayor Bradford asked the Commission for consensus to extend the meeting
an additional 15 minutes and the Commission concurred.
The Commission and the Acting City Manager discussed touch less faucets and doors,
COVID shots, preparing for the future, cancellation of events, staff levels, future funds, I4
Beyond Ultimate Project, Rhode Island Interchange, public safety, not comfortable with
spending, alcohol and drug abuse, taking a step back, bonds, spending deadline, COVID
friendly facilities, masks, allowable expenses, renovations to parks, Volusia Recovery
Alliance, waiting on new meters, Lake Gleason, flooding, permitting process, recurring
costs, capital projects, funding from the State, grants, BMAP (Basin Management Action
Plan), and the cost of materials.
Mayor Herzberg opened the public comments.
Elbert Bryan, Deltona, spoke about being a fiscal conservative, using State funding, meters,
Deltona Water, electronic meters, thinking of residents, projects, helping socially, the future,
and using someone else’s money on the projects.
Mayor Herzberg closed the public comments.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on
the agenda and shall not exceed two minutes. Please be courteous and respectful of
the views of others. Personal attacks on Commission members, City staff or members
of the public are not allowed, and will be ruled out of order by the Mayor.

Background: ***NOTE***
The City Commission is dedicated to working hard and keeping our city
moving forward, and a top priority during the COVID-19 pandemic is to help
maintain the health of our employees and residents. Another top priority is
being able to maintain public participation in our City meetings. Following
CDC Guidelines, we have limited public seating inside the Commission
Chambers and are practicing social distancing with the City
Commissioners, staff and residents. Though there are restrictions when it
comes to public gatherings, we are dedicated to making sure those who
would like to make their voice heard are able to.
Please note your public comments can be submitted via one of the
following mediums no later than 12:00 p.m. (Noon) on May 10, 2021 to
ensure they are available for the Commissioners to review prior to the
meeting.

A. Discussion of Strategic Planning - John A. Peters, III, PE, Acting City Manager

Background: The City had a series of workshops that will result in the development of
a new, updated Strategic Plan. The City engaged Dr. Herb Marlowe of
Analytica to facilitate the process. This meeting is a continuation of that
discussion and the results from the series of workshops held.

B. Discussion Item: Firefighter Compensation Study. - John Peters, III, PE, Acting
City Manager (386) 878-8850.
Strategic Goal: Personnel
Background: The City of Deltona as part of the current Firefighter Collective
Bargaining Agreement engaged The Archer Company (Archer) to
conduct a Compensation Study for the Firefighter’s Base Pay. In
addition, the City engaged Archer to conduct a Compensation Study for
all of the remaining employees, except the City Manager. To date, we
have conducted two workshops: one mainly for rank and file employees
and one exclusively for the firefighter portions of the study. During the
second workshop, numerous questions remained unanswered
regarding the firefighter’s total compensation, as opposed to simply the
base pay.

Attached to this item are numerous files that provide the following”
Archer’s Review of Fire Base Pay, Archer’s Review of Firefighter
Benefits, the current Collective Bargaining Agreement (CBA),
Firefighter Contribution to their Pension, and Firefighter Total Wages
from 2016 through 2020.
On pages 24 through 26 of the CBA:
· The study is to compare wages and benefits to twelve (12) other
jurisdictions as Archer has done,
· Any other Supplemental Pay and/or Incentives will be
considered
· Any funds applied for compression purposes will be considered
· A Step Plan will be considered
· City will consider percent increases between ranks upon
promotions
· “Based on this Study, results of same will be presented to the
City Manager, his/her designee and the Union. The results of the
Study will be implemented October 1, 2020, fiscal year 2020-
2021. Such implementation shall be in addition to the agreed
upon 3.0% base pay increase effective October 1, 2020. Any
Delta* will be added after the agreed upon base pay increase of
3% for 2020. *Delta: Any increase resulting from the pay study.
Any Delta that is noted for the employees position/rank will be
added to employees pay.”
Since the Contract specifically states the City Manager will negotiate
and implement the pay adjustments resulting from this study, I am
requesting input from the City Commission on the information provided
in this Agenda Item.

Background: The City of Deltona has received notice from the Federal Government
of COVID Relief Funding in the amount of approximately $15.2 million
that will be distributed in two installments on 15 May 2021 and 15 May
2022. Staff is providing a PowerPoint Presentation to review possible
funding options and recommendations.
