City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes City Commission Workshop Saturday, May 15, 2021 9:00 AM Deltona Commission Chambers Strategic Planning Retreat 9:00 a.m. to 2:00 p.m. 1. CALL TO ORDER: The meeting was called to order at 9:00 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 8 - Mayor Herzberg Vice Mayor Bradford Commissioner Avila-Vazquez Commissioner King Commissioner Ramos Commissioner Sosa Acting City Manager City Attorney Absent: 1 - Commissioner McCool 3. PLEDGE TO THE FLAG: Commissioner King led everyone in the pledge to the flag. 4. BUSINESS: 8:30 a.m. - Light Breakfast 9:00 a.m. - 1. Welcome, background - Analytica Herb Marlowe, Analytica Consultant, welcomed everyone and explained the process for the meeting. 9:00 a.m. - 2. Discussion of positioning statement - Facilitated discussion with Commission The Commission and Mr. Marlowe discussed the residents' broad support for things like jobs, retail, specific businesses, private land owners, economic diversification, the economy, wages, demographics, education, shovel ready land, residential, infrastructure and the market, water and sewer, political will, traffic, and residential vs. commercial City of Deltona Page 1 Printed on 10/22/2021 City Commission Workshop Minutes May 15, 2021 infrastructure. Commissioner Ramos left the meeting at 9:23 a.m. and returned at 9:24 a.m. The Commission, Acting City Manager Peters and Mr. Marlowe discussed Public Works, the Commission's role and the departments' roles, programs, framework, The Center vs. a community center, being a trail town, positivity vs. negativity, goals, downtown, challenges, hometown nodes, previous strategic planning, City assets, Parks and Recreation (P&R), history of Deltona Civic Association, historic events, and needing a P&R strategic plan. Mid-morning break: Mr. Marlow called for a recess at 10:25 a.m. and reconvened at 10:45 a.m. The Commission, the Acting City Manager and Mr. Marlowe discussed growth and managing growth, stability, housing diversity, vibrant cities, branding, framing and perspectives, longevity, cost benefits, having leverage, improvements needed, profits and costs, average income, market analysis, being proactive, City boards and their functions, and senior citizens. Vice Mayor Bradford left the meeting at 11:25 a.m. The Commission, the Acting City Manager, City Attorney and Mr. Marlowe discussed lot sizes, social services and liaisons, CDBG (Community Development Block Grant) funding, homelessness, 211 essential services, hurricane season, social service summits, and taxes. Commissioner Ramos left the meeting at 11:43 a.m. and returned at 11:45 a.m. The Commission, the Acting City Manager, City Attorney and Mr. Marlowe discussed recording processes, social service availability, residents taking advantage, checks and balances, communication, focusing dollars, HMIS (Homeless Management Information Services), food drives, trust and confidence in local government, respect, personalizing, public service, public comments, eye contact, Commission's guidelines, controlling meetings, Sunshine Law, email communications, amending or clarifying policies, the Constitution, resident attendance, addressing the chair, context of questions or comments, being attentive, everything is a form of communication, and perception. Lunch: Mr. Marlowe called a recess for lunch at 12:40 p.m. and reconvened at 1:10 p.m. Vice Mayor Bradford returned to the meeting at 1:10 p.m. The Commission, the Acting City Manager and Mr. Marlowe discussed economic drivers, volunteers, coaches, experiences and reality, the culture and history, schools, attracting exports, higher education, creating opportunities, build able land, thinking outside the box, CRA (Community Redevelopment Agency), working age group, vocational training, City of Deltona Page 2 Printed on 10/22/2021 City Commission Workshop Minutes May 15, 2021 statistics, policy making, manufacturing, and changing the mindset. Acting City Manager Peters reviewed what was discussed to include economic development workshops in the next year, a neighborhood plan, events at the amphitheater, Parks and Recreation Strategic Plan, social services liaison/communications within City Hall and a list of past events and why they ended. 9:00 a.m. - 3. Next steps - Analytica The Commission and the Acting City Manager discussed communication and community outreach being #1, messaging, Public Information staff working 7 days a week, trade schools, timely communication, events, City newsletter and direct mailing, Commissioner involvement, promoting The Center, electronic message boards, City sponsored vs. non City sponsored events, banners, Commission demeanor, respecting the process, entrance and monument signs, the sign ordinance, and "designated" City events. Commissioner Ramos left the meeting at 2:10 p.m. and returned at 2:12 p.m. The Commission, the Acting City Manager and Mr. Marlowe discussed the final plan, gateways, first impressions, being ambassadors of the City/Districts, having a unified voice, organizations and boards, and that sometimes there is no viable solution/answer. 5.
