In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: The meeting was called to order at 5:30 p.m. 2. ROLL CALL – CITY CLERK: Present: 9 - Mayor Herzberg Vice Mayor Bradford Commissioner Avila-Vazquez Commissioner King Commissioner McCool Commissioner Ramos Commissioner Sosa Acting City Manager City Attorney 3. PLEDGE TO THE FLAG: Commissioner King led everyone in the pledge to the flag. 4. BUSINESS: A. Workshop to review proposed annual budget for FY 2021/2022. Strategic Goal: Maintain a balanced budget, reserves and investments Tab 19: Parks and Recreation Department and Tab 20: Parks Projects Parks & Recreation Director Ryan Reckley gave a brief presentation to include Department Responsibility and FY21-22 Department Vision or Goals. City of Deltona Page 1 Printed on 7/1/2021 City Commission Workshop Minutes June 17, 2021 The Commission, Acting City Manager Peters and staff discussed the Lakeshore Drive facilities, the boat ramp and handicap accessibility, Firefighters Park parking, Lombardy Drive right-of-way, organizational chart and personnel, accountability, capital projects, safety issues, accreditation, fee schedule, events, the Festival of Nations, routine costs and maintenance, adding a park to District 2, undesignated fund reserve, self sustaining departments, impact fees, paying for light usage, holiday lights, farmers market, sponsorship and reoccurring events, promotional activities, total budget, projects and one time expenses, lighting of boulevards, being equitable, review of events, re-branding, grants, public/private partnerships, and ECHO tourism. After discussion, the Commission concurred to add the Festival of Nations event to the budget at an approximate cost of $10,000 and bringing it back to the Commission for discussion. The Commission and staff discussed Juneteenth and incorporating that into next year's budget. Tab 21: The Center at Deltona Events Manager Joe Hearn gave a brief presentation to include COVID, FY20-21 Accomplishments, FY21-22 Department Vision or Goals and Key Performance Measures. The Commission and staff discussed sponsorships, exploratory park, labor market, Jeep Rally, Bonkers events, sales, farmers market and local farmers. Commissioner Ramos left the meeting at 6:52 p.m. and returned at 6:53 p.m. The Commission and staff discussed farm to table dinner, reaching out to schools, audio system, deposit policy, medical conventions, Gospel Bunch, and Deltona Community Gardens. Commissioner McCool left the meeting at 7:01 p.m. and returned at 7:04 p.m. The Commission and staff discussed covering operating costs, debt service, secondary duties, ticket and concession sales, alcohol sales, showing profits and expectations, resident events, food trucks and music events, capacity, non-Bonkers comedians, supporting The Center, landscaping, COA (Council on Aging), and branding. Commissioner Sosa left the meeting at 7:18 p.m. and returned at 7:20 p.m. The Commission and staff discussed staff's experience, COA's programs and schedule, COA's leadership transition, and the City's and residents needs. Tab 22: General Government; Tab 23: Municipal Complex Fund Summary; and City of Deltona Page 2 Printed on 7/1/2021 City Commission Workshop Minutes June 17, 2021 Tab 24: Capital Equipment Replacement Fund Summary The Commission, Acting City Manager Peters and staff discussed carpet replacement at City Hall, operating surplus and deficit, transportation, and the Rhode Island Extension Project. Motion by Vice Mayor Bradford, seconded by Commissioner Sosa, to extend the meeting another 10 minutes. The motion carried by the following vote: For: 7 - Mayor Herzberg, Vice Mayor Bradford, Commissioner Avila-Vazquez, Commissioner King, Commissioner McCool, Commissioner Ramos, and Commissioner Sosa The Commission, Acting City Manager Peters and staff discussed funding roads, road improvements through TPO (Transportation Planning Organization), LAP (Local Agency Programs), road repaving, county roads, list of projects, and widening Fort Smith Blvd. The Commission and Acting City Manager Peters also discussed the millage rate, going to roll-back or 10% reduction, and COVID Relief Funds. Commissioner McCool called point of order. Motion by Commissioner King, seconded by Commissioner Avila-Vazquez, to extend the meeting to 8:00 p.m. The motion carried by the following vote: For: 7 - Mayor Herzberg, Vice Mayor Bradford, Commissioner Avila-Vazquez, Commissioner King, Commissioner McCool, Commissioner Ramos, and Commissioner Sosa The Commission and Acting City Manager Peters discussed no requests for budget cuts, okaying the budget, homesteaded properties, accessed values, rental properties, cutting $2-$3 million, COVID funding, residents paying no taxes, sublets, additional code officers, cutting requested personnel, Special Commission Meeting June 28th, budget process, highest millage rate, type of votes, repeating discussions, and Acting City Manager's evaluation. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Elbert Bryan, Deltona, spoke about holding his tongue, large surplus, roads, The Center and the Ocean Center, cost to residents, and costs going up. 6. CITY MANAGER COMMENTS: None.
