In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 9 - Mayor Herzberg Vice Mayor Bradford Commissioner Avila-Vazquez Commissioner King Commissioner McCool Commissioner Ramos Commissioner Sosa Acting City Manager City Attorney 3. PLEDGE TO THE FLAG: Mayor Herzberg led everyone in the pledge to the flag. 4. BUSINESS: A. Workshop to review proposed annual budget for FY 2021/2022. Camille Hooper, Finance Director (386) 878-8552. Strategic Goal: Maintain a balanced budget, reserves and investments Tab 14: Public Works Acting City Manager Peters gave a brief overview of the capital equipment and projects and he stated the budget is pretty straight forward this year. City of Deltona Page 1 Printed on 7/1/2021 City Commission Workshop Minutes June 16, 2021 The Commission, Acting City Manager Peters and staff discussed plotters, cleaning the thoroughfares, adopt-a-street program, illegal dumping, accountability, Lorax Project, addition staffing, and Lake Mary's agreement with FDOT (Florida Department of Transportation). Commissioner McCool suggested adding more staff to maintain the interchanges and have them more involved in the anti-littering program. Acting City Manager Peters suggested having a Commissioner involved and get with other municipalities to join together in the efforts to clean up the shared interchanges. The Commission, Acting City Manager Peters and staff discussed Saxon Blvd., a damaged City sign, Daytona Beach's program with FDOT, FDOT maintenance agreement, residential and commercial involvement, the recycling program, maintenance standards, City programs, the American Legion programs, involving other departments, work release program, promotions or promotional products, local City Managers working together, hiring a landscape contractor, and cleaning gateways. Tab 15: Transportation Fund Acting City Manager Peters gave a brief overview of the budget to include Rhode Island Extension project, TPO (Transportation Planning Organization) projects, land acquisitions, Providence Trail Phase II, annual paving, county roads, types of roads, and pavement markings. The Commission, Acting City Manager Peters and staff discussed reduction in staff, mowing of right-of-ways, and Rhode Island Extension and adequate personnel. Commissioner Sosa left the meeting at 6:20 p.m. and returned at 6:22 p.m. The Commission, Acting City Manager Peters and staff discussed LAP (Local Agency Program) projects, capital outlay, and imbedded lights. Tab 16: Stormwater Fund Acting City Manager Peters gave a brief overview of the budget to include stormwater projects and staffing levels. The Commission, Acting City Manager Peters and staff discussed cost for mowing and shifting 10 employees back to Public Works. After discussion, the Commission concurred to shift the 10 employees mowing back to the Public Works budget. The Commission, Acting City Manager Peters and staff discussed 11-20 Year CIP (Capital City of Deltona Page 2 Printed on 7/1/2021 City Commission Workshop Minutes June 16, 2021 Improvement Projects), raising rates, requirements of the CUP, grants, water quantity and water quality, Altamonte Springs' stormwater project, and I4 Beyond Ultimate. Commissioner McCool left the meeting at 6:32 p.m. and returned at 6:33 p.m. Commissioner Ramos left the meeting at 6:33 p.m. and returned at 6:35 p.m. The Commission, Acting City Manager Peters and staff discussed other funding sources, grant writer, grant success rate, City's lobbyist, utilizing consultants, importance of grant writers, flooding, policy committee, funding available, and rate approval. Tab 17: Planning and Development Acting City Manager Peters gave a brief overview of the budget to include the compensation study, impact fee study, general government review, review of records, developers paying for staff time, LDC (Land Development Code), commercial code enforcement, CRA (Community Redevelopment Agency) and achieving compliance. Planning and Development Services Director Ron Paradise gave a brief overview of the budget to include Department Responsibility, the Organizational Chart, Department Budget Overview, FY20-21 Accomplishments, FY21-22 Department Vision or Goals, and Key Performance Measures. He also gave a brief update on the CRA to include intergovernmental coordination, LAP certification, sidewalk improvements and accessibility, round about feasibility study, and cleaning up an old gas stations. The Commission, Acting City Manager Peters and staff discussed personnel costs, consultants, operating costs, impact fee study and LDC, the EAR (Evaluation Appraisal Report), personnel, project turn around, funded projects not completed, CRA cycles, requests from the Commission, freeing funds from FY21-22 budget, financial strategy, and end of year true-up. Mayor Herzberg opened and closed the public comments as there were none. Motion by Vice Mayor Bradford, seconded by Commissioner King, to extend the meeting an additional 15 minutes. The motion carried by the following vote: For: 7 - Mayor Herzberg, Vice Mayor Bradford, Commissioner Avila-Vazquez, Commissioner King, Commissioner McCool, Commissioner Ramos, and Commissioner Sosa Tab 18: Housing and Community Development Planning and Development Services Director Ron Paradise gave a brief presentation to include Department Responsibility, the Organizational Chart, Department Budget Overview, FY20-21 Accomplishments, FY21-22 Department Vision or Goals and Key Performance City of Deltona Page 3 Printed on 7/1/2021 City Commission Workshop Minutes June 16, 2021 Measures. The Commission, Acting City Manager Peters and staff discussed qualified applicants and inquiries, Federal and State guidelines, strategic goals, affordable housing, housing stock, strategies, 30% rental market, and social service objectives. Motion by Vice Mayor Bradford, seconded by Commissioner King, to extend the meeting an additional 15 minutes. The motion carried by the following vote: For: 7 - Mayor Herzberg, Vice Mayor Bradford, Commissioner Avila-Vazquez, Commissioner King, Commissioner McCool, Commissioner Ramos, and Commissioner Sosa Commissioner McCool left the meeting at 7:43 p.m. and returned at 7:45 p.m. The Commission, Acting City Manager Peters and staff discussed personnel, JAG (Joint Advisory Group) meetings, community outreach, publicity, future plans, reaching out to churches, rental market in other cities, non-homesteaded homes, utility information. Commissioner Ramos left the meeting at 7:51 p.m. and returned at 7:53. The Commission, Acting City Manager Peters and staff discussed SHIP (State Housing Initiatives Partnership) allocations, rehab homes, rentals, property in The Vineyards, real estate development, down payment assistance and Section 8. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor.
