Budget Workshop
A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) we have limited public seating inside the
Commission Chambers and are practicing social distancing with the City
Commission, staff and residents.
1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m.
2. ROLL CALL – CITY CLERK:

3. PLEDGE TO THE FLAG:
Mayor Herzberg led everyone in the pledge to the flag.
4. BUSINESS:
A. Workshop to review proposed annual budget for FY 2021/2022. Camille
Hooper, Finance Director (386) 878-8552.
Strategic Goal: Maintain a balanced budget, reserves and investments

Acting City Manager Peters gave a brief presentation to include Department Responsibility,
the Organizational Chart, Department Budget Overview, FY20-21 Accomplishments,

FY21-22 Department Vision or Goals, Key Performance Measures, FY21-22 Personnel
Requests, and FY21-22 Capital Requests.
The Commission, Acting City Manager Peters and staff discussed service clerks and wait
times, meter replacement (AMI) and quality data, supplementing staff via a private
company, Fisher Plant and Eastern WWTP (Wastewater Treatment Plant),
Wellington/Lombardy WTP (Water Treatment Plant) improvements, CUP (Consumptive
Use Permit), auto pay options, possible call center, training, reclaimed water projects, Lake
Baton Estates, Lamplighter Avenue, outstanding water bills, third party payment systems,
being self sufficient, expansion bringing in revenue, roads and traffic, and solar drying
facility.

Acting City Manager Peters gave a brief overview of the department budget to include new
staff, code and animal control workshops, and rental license program.
Commissioner McCool left the meeting at 6:22 p.m. and returned at 6:24 p.m.
The Commission, Acting City Manager Peters and staff discussed positions, plans
examiners, third party inspectors, cross training and multiple licenses, public subsidizing
the department, commercial permits, new Code Officers and TNR (Trap Neuter and
Release) Program.
Vice Mayor Bradford left the meeting at 6:30 p.m. and returned at 6:34 p.m.
The Commission, Acting City Manager Peters and staff discussed CRA (Community
Redevelopment Agency), code resources and vehicles.
Commissioner McCool left the meeting at 6:36 p.m. and returned at 6:37 p.m.
The Commission, Acting City Manager Peters and staff discussed electric vehicles, total
homes and commercial, Spanish supermarket (Deltona Plaza) and the owner, home
businesses and working from home.
Commissioner Ramos left the meeting at 6:40 p.m. and returned at 6:40 p.m.
The Commission, Acting City Manager Peters and staff discussed current vehicle fleet,
enforcement of home businesses, core guidelines, training, in fill lots and inspections, flood
zones, drone inspections, development density, mitigation and grievance process,
drainage issues, lot grading, Lake Baton Estates, the County Health Department, and
elevation changes.

5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on
the agenda and shall not exceed two minutes. Please be courteous and respectful of
the views of others. Personal attacks on Commission members, City staff or members
of the public are not allowed, and will be ruled out of order by the Mayor.
Mayor Herzberg opened and closed the public comments as there were none.
6. CITY MANAGER COMMENTS:
None.
7. ADJOURNMENT:
There being no further business, the meeting adjourned at 7:12 p.m.

Background: ***NOTE***
The City Commission is dedicated to working hard and keeping our city
moving forward, and a top priority during the COVID-19 pandemic is to help
maintain the health of our employees and residents. Another top priority is
being able to maintain public participation in our City meetings. Following
CDC Guidelines, we have limited public seating inside the Commission
Chambers and are practicing social distancing with the City
Commissioners, staff and residents. Though there are restrictions when it
comes to public gatherings, we are dedicated to making sure those who
would like to make their voice heard are able to.
Please note your public comments can be submitted via one of the
following mediums no later than 3:00 p.m. on June 15, 2021 to ensure
they are available for the Commissioners to review prior to the meeting.
