City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes City Commission Workshop Monday, June 14, 2021 5:30 PM Deltona Commission Chambers Budget Workshop A. In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: The meeting was called to order at 5:30 p.m. 2. ROLL CALL – CITY CLERK: Present: 8 - Mayor Herzberg Vice Mayor Bradford Commissioner King Commissioner McCool Commissioner Ramos Commissioner Sosa Acting City Manager City Attorney Absent: 1 - Commissioner Avila-Vazquez 3. PLEDGE TO THE FLAG: Commissioner King led everyone in the pledge to the flag. 4. BUSINESS: A. Workshop to review proposed annual budget for FY 2021/2022. Strategic Goal: Maintain a balanced budget, reserves and investments Acting City Manager Peters requested to move the Sheriff's budget after the overview because the Sheriff has a previous engagement. City of Deltona Page 1 Printed on 10/8/2021 City Commission Workshop Minutes June 14, 2021 Commissioner Avila-Vazquez arrived at the meeting 5:46 p.m. Acting City Manager Peters gave a brief explanation of the process. Tab 1: Budget Overview Acting City Manager Peters and Budget Coordinator Kyong Song Grant gave a brief presentation that included the History of Property Taxable Value, History of New Taxable Value, History of Millage Rate, Tax Per Residential Parcel vs. Other Expenses, FY21-22 Budget Overview-Citywide, FY21-22 General Fund Overview, Number of Citizens Per Employee, FY21-22 Capital Revenues-Building, FY21-22 Capital Requests-Equipment, FY21-22 Capital Requests-Parks & Recreation (P&R), FY21-22 Personnel Requests-Approved, and FY21-22 Personnel Requests-Not Approved. The Commission, Acting City Manager Peters and staff discussed the presentation numbers being different, the Activity Center, the Community Center roof at Lake Shore Drive, the boat ramp, P&R capital and personnel. Commissioner McCool left the meeting at 5:54 p.m. and returned at 5:55 p.m. The Commission, Acting City Manager Peters and staff discussed right-of-way mowing, Code staffing, P&R staffing, and the budget schedule. Tab 9: Law Enforcement Services Captain Marino, Volusia Sheriff's Office, gave a brief presentation to include Department Responsibility, the Organizational Chart, Department Budget Overview, FY20-21 Accomplishments, FY21-22 Department Vision or Goals and Key Performance Measures. The Commission and Captain Marino discussed the Howland Blvd. substation and staffing, needs, traffic, LPRs (License Plate Readers), youth program, City perception, traffic vision and solar signs. Commissioner Ramos left the meeting at 6:16 p.m. and returned at 6:17 p.m. The Commission, Sheriff Chitwood, Captain Marino and Acting City Manager Peters discussed lost prevention and shoplifting, Orange City, deputy ratio, P&R activities, summer camp, Federal money, other resources, PAL (Police Athletic League) Program, Boys and Girls Club, programs at schools and the library, grant parameters, speeding and unsafe driving, LED speed limit signs, Comp Stat Program, warrant process including Code, corporate sponsorship, impact fees and usage. Tab 2: City Commission The Commission, Acting City Manager Peters and staff discussed the aid to private City of Deltona Page 2 Printed on 10/8/2021 City Commission Workshop Minutes June 14, 2021 organizations, COA (Council on Aging) funding and what that goes toward, CDBG (Community Development Block Grant) Funding, accountability and reporting, modified agreements to go with expenditures, level of oversight, scholarship funding, Neighborhood Center agreement, scholarship by-laws, being transparent and workshops. Tab 3: City Manager Acting City Manager Peters gave a brief overview of the department budget and he announced the hiring of a new Deputy City Manager. Tab 4: City Clerk City Clerk Joyce Raftery gave a brief overview of the department's budget. The Commission, Acting City Manager Peters, City Attorney and staff discussed public records and the process, legal issues, types of requests, personnel requests, software, public records workshop, and fees. Commissioner McCool left the meeting at 6:54 p.m. and returned at 6:55 p.m. Tab 5: Finance Department Acting City Manager Peters discussed physical changes, moving three Deltona Water staff over, resources and the process. Tab 6: City Attorney's Office The Commission, Acting City Manager Peters and staff discussed the hourly rate, size of the budget, positions, shifting staff, developers paying for improvements, developers offsetting legal and staff costs, supporting Special Magistrate, threshold of hours and litigation. Tab 7: Human Resources Acting City Manager Peters discussed staff, COVID and evaluations. Tab 8: Information Technology The Commission, Acting City Manager Peters and staff discussed software testing and a possible workshop, hardware and data, contract process, redaction software, software purchase and leases, and subscriptions. Commissioner Sosa left the meeting at 7:12 p.m. and returned at 7:15 p.m. Tab 10: Deltona Fire Rescue City of Deltona Page 3 Printed on 10/8/2021 City Commission Workshop Minutes June 14, 2021 The Commission, Acting City Manager Peters and staff discussed Station 63 roof, roof type, impact fees and what they are used on, impact fee levels, tree replacement fund, identifying projects, draw down accounts, transport trucks, training grounds, training revenue stream, Seminole County and Ocala training facilities, specialized classes and Union MOU (Memorandum of Understanding). 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Mayor Herzberg opened and closed the public comments as there were none. 6. CITY MANAGER COMMENTS: None. 7. Background: ***NOTE*** The City Commission is dedicated to working hard and keeping our city moving forward, and a top priority during the COVID-19 pandemic is to help maintain the health of our employees and residents. Another top priority is being able to maintain public participation in our City meetings. Following CDC Guidelines, we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commissioners, staff and residents. Though there are restrictions when it comes to public gatherings, we are dedicated to making sure those who would like to make their voice heard are able to.
