CALL TO ORDER: 2. ROLL CALL – CITY CLERK: 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Discussion - 10 year redistricting of Commission district boundaries to coincide with the 2020 census. - Ron A. Strategic Goal: Internal/External Communication Background: On July 26, 2021, at a workshop, the County Supervisor of Elections, Ms. Lisa Lewis, gave a presentation to the City Commission on the topic of redistricting. Redistricting of districts happens every ten years and coincides with the decennial U.S. Census. Both State law and the City Charter require the City review and possibly update the City districts as part of the updated U.S. Census. U.S. Census data was finalized in late September of this year. The City now has a population of 93,701. Ideally the population of each of the six districts would be identical containing 15,616 people. An initial review of district populations in light of new Census data indicates that District 4 has the highest population at 16,131 and District 5 has the lowest population of 15,146. There are guidelines for redistricting including districts be contiguous and compact. Districts should also adhere to geographic boundaries and attempt to achieve population parity. City of Deltona Page 1 Printed on 10/20/2021 City Commission Workshop Agenda October 25, 2021 To assist in the Deltona redistricting effort, the City has contracted with the geospatial firm WGI, Inc. to prepare redistricting options comporting to appropriate district requirements and parameters. WGI, Inc. employee Mr. Albert Hill will be making a presentation regarding options for redistricting to the City Commission. OPTIONS: 1. Changing District boundaries in a manner that ensures population parity based on current Census population. Population parity will be considered achieved if each district contains a population variance of at most 1%. This methodology will be predicated on the present population of 93,701. Under this scenario, Districts 4 and 5 will probably change the most. 2. Changing District boundaries based on future growth patterns. There are several residential subdivisions and projects, both single-family detached and multi-family under construction or are in the process of approval. When these projects are built out, the new population occupying these projects will not accounted for in the above population parity model. However, the City can use growth trends to create new boundaries. This would be premised on anticipated new growth achieving eventual population parity. Much of the new growth is located within District 6. 3. Generally speaking, district population differences should be no greater 10%. Greater population differences than 10% create a high likelihood there could be challenges. As was stated for Option 1, a population variance of less than 1% is a preferred outcome. However, the City can maintain district boundaries as close as possible to existing boundaries by accepting a higher than 1% population difference. However, the greater the percentage of difference there is also a potential to a challenge. For information regarding existing Commission District boundaries see the attached district map. Local government redistricting efforts are required to be complete by Feburary of 2022. However, to avoid confusion and provide predictable political boundaries as soon as possible, Staff is suggesting new districts be approved by the City no later than January 2022.
