Richard Bellach, Deltona, spoke about highest paid positions, Christmas and under privileged children, donations, Deltona Strong, being fair, audits, being dedicated, money trail, roads and parks, water survey, misused funds, COVID funds, garbage and rates, collapsed town, development, and conflict of interest. Dr. L. Ronald Durham, Volusia County Democratic Black Caucus President, 1036 Shepherd Ave, Deltona, spoke about Oath Keepers, the Constitution, freedoms being at risk, Former President Trump, preserving the Republic, Civil War, the Confederate Flag, insurrectionists, Commissioner King's affiliations, Veterans, the chain of command, Constitutional freedoms, due process and democratic law, governing rationally, and public officials. Pastor William Bradley, 1055 W. Seagate Drive, Deltona, spoke about community work, West Volusia Hospital Authority, expanding programs, food drives, providing information, vaccines, and Hope Fest in November 13th from 9:00 a.m. - Noon. James Webster, 684 Raleigh Court, Deltona, spoke about invasion of privacy, drones, Code Enforcement, Volusia Sheriff's Office, no communication, serial number, someone taking charge, utility companies, guidelines, and leaving it up to the Commission. Mike Williams, 2889 Cottageville Street, Deltona, spoke about Dr. Durham's presentation, demanding resignation of Commissioner King, News Journal article, and shining the light on the City. Elbert Bryan, Deltona, spoke about disparaging comments, respect for Commissioner King, Veterans, standing up for citizens, Volusia County Democratic Black Caucus, Civil War and slavery, Native Americans, free government, walking away from organizations, resurrection of January 6th, glass houses, Acting City Manager's evaluations, Commissioner King's views, standing ground, false accusations and lies, and the Democratic Party. Eddie J., 1160 Ring Street, Deltona, spoke about history lesson, the Republican Party, immigrants, skin color, Oath Keepers, resurrection of January 6th, democracy, and standing for insurrection. 10. Citizens with concerns should address those concerns by filling out a public participation slip and giving it to the Deputy City Clerk prior to Consent Agenda items being pulled. Request approval of Resolution No. 2021-57 and budget amendments to increase the budget for contractual services, Parks & Recreation Master Plan, and Impact Fee Study in General Fund and increase budget for capital project cost in Parks Projects Fund - John A. Strategic Goal: Fiscal Issues - Public Safety Motion by Vice Mayor Bradford, seconded by Commissioner Avila-Vazquez, to grant approve Resolution 2021-57, Consent Agenda Item 11-B. Request for approval of Bollards for City Hall - Ryan Reckley, Parks & Recreation Department (386) 878-8902. Strategic Goal: Public Safety Approved by Consent - to approve the proposal in the amount of $29,431.30 to replace the current bollards at City Hall. The Acting City Manager has the authority to make corrections of scrivener’s errors and the like. D. Request approval for purchase of a John Deere Tractor with a Samurai Boom Mower attachment. The quote for this purchase shall not exceed $154,195 - Steven Danskine, Public Works/Deltona Water (386) 878-8998. Strategic Goal: Infrastructure Approved by Consent - to approve the Authorization to purchase a John Deere 6105 Tractor with a 22’ Samurai Boom Mower Attachment in the amount of $154,195 based on piggybacking the 2021-2022 Florida Sheriffs Association Contract # FSA20-EQU18.0 (Item 408). Request approval to award Bid# PW 2022-01, As Needed Sidewalk Installation and Repairs to both JDM Global and Whitehouse Construction to provide Citywide sidewalk construction and repairs for the various Stormwater, Water and Wastewater Plants and Parks and Recreation locations. Award shall be for an initial period of two (2) years with the option to renew for three (3) additional one (1) year terms upon mutual agreement of both parties. - Steven Danskine, Public Works/Deltona Water (386) 878-8998. CITY COMMISSION SPECIAL REPORTS AND REQUESTS: Commissioner McCool requested to address traffic control devices specifically on Doyle Road and tie it in to a workshop on the level of service that the City has with the Volusia Sheriff's Office. The Acting City Manager recommended getting a scope of services from one of the City's transportation consultants to do a thorough review of the traffic issues, work with staff to evaluate crash data and things of that nature as well as the Volusia Sheriff's Office and then come back to a Commission Workshop to go over the data. After discussion, the majority of the Commission concurred that the Acting City Manager get the data together and bring the information forward. Commissioner McCool requested a Proclamation for Native American Heritage Month and Mayor Herzberg recommended she email the information to the Acting City Manager and staff. Commissioner Ramos requested that Family Health Source do a presentation at a Commission meeting. He gave a report on the TPO (Transportation Planning Organization) to include purple lights which is a malfunction of the lights and it is being taken care of. After discussion, the Commission concurred to have Family Health Source do a City of Deltona Page 6 Printed on 11/5/2021 City Commission Minutes November 1, 2021 presentation at a Commission meeting. Commissioner Avila-Vazquez requested the status of the bathroom at Firefighters Memorial Park. The Acting City Manager stated there will be a presentation at the Regular Commission Meeting on November 15, 2021 on the status of several parks projects. Commissioner Avila-Vazquez reported that Firefighters Memorial Park has been consistently packed with residents utilizing the new basketball courts. Commissioner Sosa reported that the Job Fair on October 25th was very professionally setup, there was a good turn out and he thanked staff for getting recruits for all the businesses that attended. Also, he attended a Domestic Violence Forum on October 30th and he thanked Ms. Boyd for the invitation. He requested the status of the playground repairs at Dwight Hawkins Park. Vice Mayor Bradford stated she attended the Volusia County Oversight Committee meeting which happens twice a year and she forwarded the PowerPoint Presentation to the Acting City Manager. She encouraged the Commission to look at the presentation which included statistics, economic development reviews, and student reservations. Mayor Herzberg reported Volusia League of Cities is considering a dinner in December and the Distinguished Service Award Banquet in January. There will be an Executive Board Meeting a week from tomorrow, nominations were submitted across the county and she will provide everyone with an update. This week she will be at the Florida League of Cities Legislative Conference and Wednesday there is a Mayor's crisis management session. On Thursday there will be policy committee meetings and joint policy committee meetings of the five policy committees. There will be multiple other classes and legislative updates. 13. CITY ATTORNEY COMMENTS: 14. CITY MANAGER COMMENTS: The Acting City Manager stated he and the Deputy City Manager met with the County Manager and Assistant County Manager today. He thinks there is outstanding cooperation going on between the county and the City at this time and he is a firm believer that the public benefits from that. When things can be done more efficiently the public benefits. He will be bringing forward some action items based on the discussion today. 15. CITY COMMISSION COMMENTS: Commissioner Sosa discussed Commissioner King's achievements, occurrences at Dewey O Boster Park, depressions and being denied access at Dwight Hawkins Park and requested an update on the drone. Acting City Manager Peters discussed internal reviews, workshops, event permits, admission tickets, field rentals and sports program and truth from fiction. Commissioner Avila-Vazquez discussed great 80's dance, suggested 60's and 70's, City of Deltona Page 7 Printed on 11/5/2021 City Commission Minutes November 1, 2021 Bonkers, Deltona Reserve Officer Training Corps (ROTC), Deltona High School and Haunted Trail. Vice Mayor Bradford discussed Mr. Hearn's great job at The Center, Job Fair, resident comment, owned her business before she became Commissioner, insinuated kickbacks, excited about future of Deltona. Commissioner Ramos discussed Zombie Walk and pumpkin carving Commissioner McCool discussed Carnoween, sponsorship, trash at Dewey O Boster Park, incident on Doyle Road, complaint on Kingway Drive, Commissioner King and judgment. Commissioner King discussed great Halloween event, Job Fair at The Center and doing another one, Trunk or Treat, lies, Oath Keepers and racism. Mayor Herzberg discussed letters regarding Kingway Drive area, report on letters, fees for events and rentals, State of the City address on November 30th, budget books on dais, Carnoween, sense of community, integrity and personal attacks. 16.
