PLEDGE TO THE FLAG: Commissioner King led everyone in the pledge to the flag. 4. BUSINESS: A. Deltona Water eBilling Presentation & Discussion Steven Danskine, Acting Public Works Director discussed the need to improve PCI (Payment Card Industry) compliance, E-billing, and customer service enhancements to benefit the customer. Williams Jerelds, Utility Customer Service Supervisor gave a presentation to include PCI Compliance, IVR(Interactive Voice Response) Replacement, and Customers First. Daniel L. Sloan, President, AMS (Automated Merchant System, Inc.) and Dave Muir, Sr. Solutions Engineer, gave a presentation to include About CORE, CORE Capabilities, Certifications & Security, CORE Customer Experience, Expansive Integrations, Comprehensive Payments & Citizen Engagement, What Makes CORE Different, and DEMO and Questions & Answers. The Commission, Acting City Manager, and Mr. Sloan discussed E-billing, bill consolidation for individual statements for Edgewater, Lakeshore Condominiums, App City of Deltona Page 1 Printed on 12/1/2021 City Commission Workshop Minutes November 8, 2021 compatibility, paperless discount, payment options, payment processing, fees, account search, security, software, reports, reducing call wait times, CORE IVR Solution, Tyler technologies, going live, NSF (Non-sufficient Funds) fee disclaimer verbiage, Web Pay integration for all departments, cost analysis savings, point of sales devices, E-billing notification, testing and credit card data storage. After discussion, the Commission concurred to have the Acting City Manager bring forth to a Commission meeting a contract to implement this as part of the Deltona Water billing process. Mayor Herzberg strongly suggested a presentation or some data be brought forth so the Commission can see what other departments and portals are being used, how will they mesh and how to move forward. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Elbert Bryan, Deltona, spoke about E-billing, payment processing system, timeframe to implement and the City's web page update during the pandemic. 6. CITY MANAGER COMMENTS: None. 7.
