John Peters, City Manager’s Office (386) 878-8858 Strategic Goal: Economic Development Background: The Volusia County ECHO Program originated on November 7, 2000 when Volusia County voters voted to tax themselves for twenty years to raise funds to be used County wide to: · Provide environmental/ecological, cultural, historical/heritage, and outdoor recreational facilities. · Preserve significant archaeological or historic resources; and develop, enhance, and promote heritage tourism opportunities, experiences, and resources. · Foster public memory and community identity by promoting and providing access to destinations and experiences associated with past events, peoples, and places within the County of Volusia. · Provide high quality, user oriented outdoor recreational opportunities including, but not limited to, access to the Atlantic Ocean through the establishment of oceanfront parks and City of Deltona Page 1 Printed on 1/5/2022 City Commission Workshop Agenda January 10, 2022 off-beach parking. · Improve the quality of life for Volusia's citizens by providing access to the cultural arts, increase cultural based tourism, and encourage redevelopment and revitalization of downtown and urban areas through the provision of cultural arts facilities. On November 3, 2020, Volusia County voter again passed ECHO for another 20-year term. Applications are made twice yearly (spring and fall application cycles). Standard grants were upped to $600,000 from $400,000 and exceptional grant awards were increased to $2.5 million from $1.8 million. The maximum amount a project may receive was increased to $3.1 million. The ECHO Committee recommended to the Volusia County Council several major changes to the way applications were previously processed. One change was that applications must contain the full engineering plans. Another change was that no grantee could have open more than two projects. The City of Deltona had, at the time of that rule change, four projects. These were (1) Wes Crile Park (2) Festival Park (3) Blue Heron Nature Park Phase II (4) Rookery Nature Park. Wes Crile Park is completed. Festival Park is near completion and closeout should be completed within 90 days. The nature parks of Blue Heron and Rookery are still awaiting development. 5.
