1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Herzberg.
2. ROLL CALL – CITY CLERK:

A. Proposed Capital Projects for FY2023 Budget
Planning & Development Services Director Ron Paradise gave a presentation on the FY
2022-2023 Capital Projects.
Municipal Complex Fund - Building
The Commission concurred to move this item forward.
Park Projects Fund
The Commission, staff and the ABM Representative discussed cost, projects, timeline,
scope, performance, process, rankings, renovations, prioritizing, funding, efficiencies,
financing/bonds, savings, budgets, resurfacing, ADA (Americans with Disabilities Act), and
reallocating funds.
After discussion, the Commission concurred to move the items forward.
Equipment Replacement Fund - City Manager Department
The Commission and staff discussed ADA and ABM.
After discussion, the Commission concurred to move the items forward.

Equipment Replacement Fund - Information Technology Department
The Commission and staff discussed the call center, requirements, Enterprise Fund, call
back service, and third-party payments.
After discussion, the Commission concurred to move the items forward and to
bring back to the Commission an estimate on a call back system.
Equipment Replacement Fund - Community Services Departments
The Commission and staff discussed vehicle age, auction, trade ins, the bid process, types
of vehicles, animal transport, and cost benefit.
Mayor Herzberg requested before the next budget meeting, how many trucks have cages
and how many animals are being picked up and transported.
Commissioner Sosa requested a list of vehicles that were placed into this bid process and
the amount received for each vehicle.
After discussion, the Commission concurred to move the items forward.
Equipment Replacement Fund - Fire Department
The Commission and staff discussed insurance benefits, claims, fitness equipment, vehicle
turn around time, ISO (Insurance Services Office) Rating, response time, and pricing.
After discussion, the Commission concurred to move the items forward.
Equipment Replacement Fund - Public Works Departments
The Commission concurred to move the items forward.
Stormwater Fund - Equipment & Improvement Projects
The Commission concurred to move the items forward.
Stormwater Fund - Improvement Projects
The Commission and staff discussed rankings, pump stations, flooding, development,
receivership, stormwater, groundwater, water mains, a holistic approach, foundations,
sewer and septic, infill lots, stormwater rates, and older areas.
After discussion, the Commission concurred to move the items forward.
Transportation Fund
The Commission and staff discussed resurfacing and striping, pavement indexing,
alleyways, a holistic approach, cost, businesses, and public safety.
Commissioner King requested a street list of PCIs (Pavement Condition Index) and a
separate list showing the alleyways.

After discussion, the Commission concurred to move the items forward.
Tree Replacement Fund
The Commission and staff discussed landscaping, the RFQ (Request For Quote)/RFP
(Request For Proposal) process, and blighted areas.
After discussion, the Commission concurred to move the items forward.
Deltona Water & Sewer Fund - Equipment
The Commission and staff discussed storage, theft, tracking, and cameras.
After discussion, the Commission concurred to move the items forward.
The Commission and staff discussed cost, AMI (Advanced Meter Infrastructure) and NaaS
(Network-as-a-service).
Deltona Water & Sewer - Renewal and Replacement Projects and Continuing
Projects
The Commission and staff discussed meter replacement, cost, and grants.
After discussion, the Commission concurred to move the items forward.
Deltona Water & Sewer - New Capital Projects ($4,500,000)
The Commission concurred to move the items forward.

City of Deltona - Stormwater Projects
Mr. Paradise stated he was looking for some direction or consensus of revisiting or
studying the increase of the ERU (Equivalent Residential Unit) Rates.
The Commission and staff discussed ERU Rates, projects and cost, and CDBG
(Community Development Block Grant) Funding.
Mayor Herzberg requested a breakdown of CDBG funding sent via email.
The Commission and staff discussed Federalizing projects, local projects, justification,
capital projects, operating expenses, completed projects, and monthly reports.
Mayor Herzberg requested last years list and an updated list of stormwater projects and the
same for road resurfacing projects.
The Commission and staff discussed property values, processes, flooding, expenses,

funding sources, State processes, being proactive, and water rates.
The Commission concurred to extend the meeting another five minutes.
The Commission discussed department functions, fund allocation, conveyance system, tax,
rates, types of funds, services, and subsidizing.
After discussion, the majority of the Commission concurred to move forward to
review the stormwater rates with the exception of Commissioner King and
Commissioner Sosa.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items
on the agenda and shall not exceed two minutes. Please be courteous and respectful
of the views of others. Personal attacks on Commission members, City staff or
members of the public are not allowed, and will be ruled out of order by the Mayor.
