Budget Workshop
1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Herzberg.
2. ROLL CALL – CITY CLERK:

A. Workshop to review proposed annual budget for FY 2022/2023. - Mari
Leisen, Finance Director (386) 878-8552.
Strategic Goal: Maintain a balanced budget, reserves and investments
The Deputy City Manager explained the process for the workshop.
Tab 12: Construction / Code Compliance Services
Planning & Development Services Director gave a brief explanation of the department's
budget.
The Commission and staff discussed abatement costs, the rental ordinance, personnel,
and inspections.
Tab 13: Parks & Recreation / Parks Projects
Assistant Parks & Recreation Director Mark Manning gave a brief explanation of the
department's budget to include a list of projects.

The Commission, Deputy City Manager and staff discussed maintenance, supply and
demand, response times, cameras, monthly public reports, advertising, projects, priority list,
repairs, and capital.
After discussion, the Commission concurred that the Acting City Manager
provide clarification on the lasering of Dupont Lakes Park's fields which has
funding in the budget. Why was it pulled.
The Commission, Deputy City Manager and staff discussed ABM, cameras, new pavilion,
lighting, vandalism, fiber, projects, detailed line items, maintenance, facilities, community
input, meetings, capital, millage rate, and TRIM (Truth in Millage).
Mayor Herzberg stated to schedule a Budget Workshop for Monday, June 27, 2022, it
cannot be a two-hour meeting and it will start at 5:30 until it is done.
Tab 14: The Center at Deltona
Facility Administrator Chris Hallett gave a brief explanation of The Center's budget.
The Commission, Deputy City Manager and staff discussed sales, events, fees, transfers
and carryovers and Bonkers' contract.
Tab 15: General Government
Finance Director Mari Leisen gave a brief explanation of the department budget.
The Commission, Deputy City Manager and staff discussed departments, transfers,
government accounting, parks programming, mowing, facility maintenance, inventory
control, asset control, financials, and the Rhode Island Extension.
Mayor Herzberg stated there will be another budget workshop on June 27, 2022, tomorrow
everyone will have a detailed line item budget book and the agenda will cover Tabs 16-22.
She asked that the Commission schedule meetings with the manager and/or staff if they
have any questions and then bring forth on June 27, 2022 with recommendations. Another
meeting can be scheduled if needed, possibly Wednesday, June 29, 2022.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on
the agenda and shall not exceed two minutes. Please be courteous and respectful of
the views of others. Personal attacks on Commission members, City staff or members
of the public are not allowed, and will be ruled out of order by the Mayor.
