Budget Workshop - REVISED 06/15/2022
1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Herzberg.
2. ROLL CALL – CITY CLERK:

A. Workshop to review proposed annual budget for FY 2022/2023. - Mari
Leisen, Finance Director (386) 878-8552.
Strategic Goal: Maintain a balanced budget, reserves and investments
Tabs 14/16 - Public Works
The Acting City Manager gave a brief description of the Public Works budget.
The Commission and Acting City Manager discussed the next meeting, detailed line items,
and how to proceed.
After discussion, the Commission concurred to not go through the detailed line
item budgets tonight, but to do that at the Budget Workshop on Monday, June
27, 2022.
Tabs 17/22 - Transportation Fund
The Commission, Acting City Manager and staff discussed projects,
replacement/equipment fund, budget process, impact fees, accomplishments, TPO

(Transportation Planning Organization), environmental issues, liability, alternatives,
matching funds, and MOU (Memorandum of Understanding).
Mayor Herzberg passed the gavel to Vice Mayor Avila-Vazquez.
Tab 18/17 - Stormwater Fund
The Acting City Manager gave a brief explanation of the Stormwater Fund budget.
Commissioner McCool and the Acting City Manager discussed the lobbyist.
Tabs 19/23 - Deltona Water & Sewer Fund
The Acting City Manager gave a brief explanation of the Deltona Water & Sewer Fund
budget.
The Commission, Acting City Manager and staff discussed meters, RFQ (Request For
Quote), federal funds, cost savings, surcharge, and negotiations.
Vice Mayor Avila-Vazquez passed the gavel back to Mayor Herzberg.
The Commission, Acting City Manager and staff discussed meters, rates, software, capital,
and debt service.
Tabs 20/7 - Planning & Development
The Commission and Acting City Manager discussed personnel, grant writer/reviewer,
grants and funding, and environmentally sensitive land.
The Commission, Acting City Manager and staff discussed capital outlay, meters,
carryovers, reserves, budget comparison, facilities and projects, ABM, timeline, TRIM
notice, programming, and the millage rate.
The Commission and Acting City Manager discussed the details of the budget workshop
for Monday, June 27, 2022. The Acting City Manager suggested that the Commission
review the detailed line items, meeting with him and staff and then this coming Monday he
will have a better idea of how much time will be needed for Monday's meeting on June 27,
2022.
After discussion, the Commission concurred to start the budget workshop on
Monday, June 27, 2022 at Noon.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on
the agenda and shall not exceed two minutes. Please be courteous and respectful of
the views of others. Personal attacks on Commission members, City staff or members
of the public are not allowed, and will be ruled out of order by the Mayor.
