CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 7 - Mayor Herzberg Vice Mayor Avila-Vazquez Commissioner Bradford Commissioner King Commissioner McCool Commissioner Ramos Commissioner Sosa 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Workshop to review proposed annual budget for FY 2022/2023. - Mari Leisen, Finance Director (386) 878-8552. Strategic Goal: Maintain a balanced budget, reserves and investments The Acting City Manager gave a PowerPoint presentation on Pension Deficit Payment Review, Amount of Deficit, Percentage of Coverage, Deficit Coverage Time, Rate of Return, Recommendation, Sheriff Contact, and Trim Review & Discussion. Finance Director Mari Leisen spoke about the proposed five-year budget based on a 7.85 Millage. The Commission, Acting City Manager, VSO (Volusia Sheriff's Office) and staff discussed the Deltona tax roll, the firefighters retirement/pension, VSO budget, capital improvement projects, general fund balance, result of deferring projects, recurring costs, rollback, reducing level of service, results/liability of county going to roll back, cost of living, ad-valorem revenues, inflation, property values, cut backs, the fire assessment fee resolution, added positions, county budget decisions, asking for a meeting between Deltona, VSO and the county, distribution of costs, Deltona's use of services, VSO $2.41 City of Deltona Page 1 Printed on 8/3/2022 City Commission Workshop Minutes July 25, 2022 million rebate, double taxation, and Deltona's participation in the study group meetings. The Commission, Acting City Manager and staff discussed Volusia County's general fund, unincorporated Volusia County millage rates, and reallocations to Deltona's budget. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Mayor Herzberg opened public comments. John Vicarro spoke about negotiations, offers to the Firefighters, firefighters' pension, meetings with a 3rd party, growth, misinformation, not hearing from anybody, and nobody asking questions. Kurt Vroman spoke about 7.6% return, termination, ethics, integrity, March 31st for the past 10 years at 7.6% 8 of those years, and misinformation. Elbert Bryan spoke about the VSO costs eating half of Deltona's millage rate, raises, paying twice, and administrative fees. Mayor Herzberg closed the public comments. The Commission, Acting City Manager and staff discussed inviting the firefighters' pension board members to the meeting. Mayor Herzberg asked regarding question 4 - Does the Commission wish to have a joint meeting with the firefighters' pension board and the Commission concurred. The Commission and staff discussed the firefighters' pension board requesting a joint meeting, twisting numbers, consequences of past Commissions, working together, fiduciary responsibilities, side by side comparisons, inconsistencies, and false information. Also discussed was having a joint meeting with the firefighters' pension board, having everyone involved attend, having no other topics on the agenda, and making it a Special Commission Meeting because there is no time limit. Mayor Herzberg asked regarding Item 3 - Is there consensus for the Acting City Manager to enter into discussions with the County and the Sheriff regarding future contract costs and the Commission concurred. Mayor Herzberg asked regarding question 1 - Does the Commission want to reconsider the maximum millage rate before the TRIM deadline of August 3rd, The current maximum millage rate previously approved is 7.4955 mills and the Commission concurred with the exception of Commissioner Bradford. The Commission and Acting City Manager discussed the different rates, staff's City of Deltona Page 2 Printed on 8/3/2022 City Commission Workshop Minutes July 25, 2022 recommendation, unknown factors, increases, understanding what can and cannot be removed, mandatory budget items, and workman's compensation. 6.
