CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 6 - Mayor Herzberg Vice Mayor Avila-Vazquez Commissioner Bradford Commissioner King Commissioner McCool Commissioner Sosa Absent: 1 - Commissioner Ramos 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Workshop to review proposed millage rate, the adjusted rollback rate and budget summary for FY 2022/2023. - Mari Leisen, Finance Director (386) 878-8552. Strategic Goal: Maintain a balanced budget, reserves and investments The Acting City Manager stated at the request of the Commission, changes have been made to the line item budget reflective of what was discussed in prior budget reviews along with a couple of other items that have come up since that time. The line item is based on 7.65 mills and the 7.23 mills is the 7.65 mills and the cuts to positions in the red box. Finance Director Mari Leisen went over the two budget at a glance documents, changes that have occurred, the adjusted rollback and cuts, the affect on the budget over 5 years, VSO (Volusia Sheriff's Office) contract, line by line changes, effect on revenues, and capital projects. The Commission, Acting City Manager and staff discussed the Christmas Parade, City of Deltona Page 1 Printed on 8/31/2022 City Commission Workshop Minutes August 29, 2022 decorating and infrastructure, cost and sponsorships, drive through event, layoffs, summer interns, software, City festival, and advertising. Mayor Herzberg asked what the Acting City Manager needed from the Commission. The Acting City Manager replied the adjustments can be made that were discussed and he does not believe he needs consensus. Staff will have a package to the Commission for next Wednesday, September 7th for the first budget hearing. That meeting will entail the first vote on the millage rate and the second item will be for the budget itself. Following that, a week and five days later, will be the second reading on the millage to complete the budget process. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Richard Bellach, Deltona, spoke about Vice Mayor. 6. Strategic Goal: Maintain a balanced budget, reserves and investments Background: During the FY2022/2023 budget process, the City has conducted a series of budget workshops. The first workshop, to review the strategic plan was held in in February 2022 and a review of proposed capital projects workshop was held on May 23, 2022. Three consecutive workshops were conducted on June 13, 2022 through June 15, 2022, to review the department budgets. A request was made to review the line item budget and a full day workshop was conducted on June 27, 2022. On July 25, 2022, a workshop was held to review millage rates, to discuss the Volusia County Sheriff’s contract and the firefighter pension unfunded liability. On the August 1, 2022 regular commission meeting, the Commission voted to adopted the proposed millage rate of 7.65. A Commission request was made for line item summary of changes to the proposed budget throughout the budget process and to review a City of Deltona Page 1 Printed on 8/26/2022 City Commission Workshop Agenda August 29, 2022 revised Budget at a Glance comparing the 7.65 and the 7.2318 millage rates.
