ROLL CALL – CITY CLERK: Present: 7 - Commissioner Avila-Vazquez Commissioner Burbank Commissioner Colwell Commissioner JodyLee Commissioner McCool Vice Mayor Bradford Mayor Avila 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Discussion regarding Deltona City Commission Operating Guidelines & Meeting Rules and Procedures. Interim City Manager gave an in depth description of the Deltona City Commission Operating Guidelines & Meeting Rules and Procedures section by section. SECTION 2. MEETINGS. Strike the fourth paragraph. SECTION 2. MEETINGS. B. Special Meetings: Add after the words Special meetings..."are items that are time sensitive which cannot wait until the next Regular Commission Meeting for action to be taken and..." SECTION 2. MEETINGS. E. State of Emergency Meetings and Attendance Strike sentence 1. and 2. and add to the end of sentence 4. "...to include virtually." SECTION 2. MEETINGS. (4). Manner of Addressing the Commission. Paragraph a., strike the language after the words "...no person may approach the dais..." Paragraph b., add language which reflects the current procedure for public comments. Add a new paragraph e. with the public hearing procedures for quasi-judicial hearings. Paragraphs f. & g., after the words "...Mayor or a majority of the City Commission..." add "by verbally indicating the person is out of order...", add the word "participation" after the word audience and fix the word "Mayor" which is spelled wrong. Paragraph k., add language to the end of the last statement "...by 5:00 p.m. on the Thursday, eleven (11) days prior to the regular meeting." SECTION 2. MEETINGS. (5). Procedures at Public Hearings for matters on the Agenda. Sentence c., switch the word "appropriate" to "applicable". SECTION FIVE. QUORUM. After discussion, the City Attorney is to provide qualifying language for "exceptional circumstances" and "emergency meetings". Mayor Avila opened the public comments. Delterrorist 007, Deltona, spoke about contracted employees vs. Charter Officers, contract conflicts, clear language and definitions, and a Brevard County lawsuit. Kathy Bryan, Deltona, spoke about speaking twice, evaluations, law enforcement, electronic devices and whispering, public comments, and a State of Emergency. Mayor Avila closed the public comments. B. Discussion of the potential acquisition of the Deltona Woman’s Club property by the City of Deltona. Commissioner Burbank gave a brief explanation of the item which he requested. The Commission discussed selling the property, the club dying off, a prospective buyer, plans for the building, not being involved in real estate, Lakeshore Community Center, Mackle Brothers, building and code enforcement concerns, grants funding, membership, The Interim City Manager suggested that he sit down with the group and get a better feel from them as to what they would like to see. That may get us to a point of really being able to decide what should be in our best interest and theirs. There are many options that he can share with them as he has been involved with some of the same kind of situations and he gave an example. Mayor Avila opened the public comments. City of Deltona Page 2 Printed on 2/13/2023 City Commission Workshop Minutes January 9, 2023 Delterrorist 007, Deltona, spoke about code case, parking lot, and non-profits. Pat Justin, spoke about the soffit, making repairs, and continuing in the building. Eldine Marchbank, 2445 Beck Circle, Deltona, spoke about how the property was acquired, what the club does, previously asking for help, the soffit, renting the facility, membership, no mortgage, and Spirit Elementary. Mayor Avila closed the public comments. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. 6. CITY MANAGER COMMENTS: Mayor Avila stated that FEMA is at The Center with temporary housing. The Interim City Manager stated FEMA, SBA and the litigation group are all there and we have a complete contingent of everything associated with damages attributed to the two storms that his Deltona. There are people there that can service the community and can answer questions to include housing. Vice Mayor Bradford highly recommended that those individuals who have applied for FEMA assistance and were turned down to re-apply. The Interim City Manager agreed, these groups will be here starting at 9:00 a.m. tomorrow morning through 6:00 p.m. the rest of the week and probably the week after. Commissioner JodyLee suggested finding money to help organizations in the City. He stated the Mayor met with Senator Scott and he suggested to show a united front in the future and have the entire Commission met with the representative. 7. Attachments: City Commission Guidelines B. Discussion of the potential acquisition of the Deltona Woman’s Club property by the City of Deltona. Background: This item has been requested for discussion by Commissioner Burbank. 5.
