CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Avila. 2. ROLL CALL – CITY CLERK: Present: 7 - Commissioner Avila-Vazquez Commissioner Burbank Commissioner Colwell Commissioner JodyLee Commissioner McCool Vice Mayor Bradford Mayor Avila 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Presentation - The Rotary Club of DeBary-Deltona-Orange City update presented by Rotary President Joe Hearn and Rotary Vice President Pat Northey. Rotary Club President Joe Hearn introduced the Rotary Club of DeBary-Deltona-Orange City and gave a brief PowerPoint Presentation. The Commission spoke about the organization and awards, youth exchange program, the Catfish Festival and River Run event, the Deltona William S. Harvey Scholarship applicants, Christmas in July, leadership, investing in the community, spreading awareness, and lobbying. B. Review and discussion of Ordinance No. 03-2022, Chapter 22, Businesses regulating the location, placement and use of mobile food dispensing vehicles (MFDV) (food trucks) within the City - Requested by Commissioner JodyLee The City Manager read the Ordinance. The Commission, City Manager, City Attorney and staff discussed City of Deltona Page 1 Printed on 4/26/2023 City Commission Workshop Minutes March 27, 2023 food tents, the State's role, food truck events, permission, minority owned businesses, insurance and liability, State regulations, permits, life and safety issues, complaints, inspection process, the Department of Business and Professional Regulations (DBPR), City's responsibility, code compliance, periodic reviews, parking issues, brick and mortar restaurants, City exemptions, redundancies between the Ordinance and State Statute, key provisions, signs, the right-of-way, access, over-regulation, loop holes, the moratorium, documentation issues, retaliation, amending the Ordinance, entrepreneurship, enforcement consequences, fire and safety regulations, law enforcement, fines, and landowner accountability. 5.
