CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Avila. 2. ROLL CALL – CITY CLERK: Present: 5 - Commissioner Avila-Vazquez Commissioner Colwell Commissioner JodyLee Commissioner McCool Mayor Avila Absent: 2 - Commissioner Burbank Vice Mayor Bradford 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Presentation by Kelli Marks with KMarks Events who put on the Bacon & Brew Festival at Dewey O. Boster Sports Complex. Becky Hughes read a statement on behalf of Kelly Marks in regards to the Bacon & Brew Festival at Dewey O. Boster Sports Complex. Ms. Hughes discussed the delay of the Bacon & Brew last year, fire inspections, exit signs, permits, vendors and city staff. The Commission, City Manager and staff discussed inspections, countywide policy, tent regulation, the standardized checklist, Department of Business and Professional Regulations (DBPR), hurricanes, rescheduling of the event, vendor criteria, parks and recreation role, contacting the event coordinator and vendors, deadlines, open cooking areas and suppression system, miscommunication, manpower, the process, on-site meetings, and Volusia Sheriff's Office. They also thanked KMark Events for the relocation of the event from Deland to the City of Deltona. Eric Alexander, Michael Werker and Caroline Shine addressed the Commission. B. Presentation - Video presentation on the Autism Symbol by Angelia Heart. City of Deltona Page 1 Printed on 10/3/2023 City Commission Workshop Minutes June 12, 2023 Angelia Hart spoke about Autism and gave a presentation on the Autism symbol, What is the Symbol, Where do you place the symbol, How important is it to place the symbol, and How can I learn more. C. Deltona Water & Public Works Departments' Reports Glen Whitcomb, Director Public Works/Deltona Water Department gave an update on projects. The Commission, City Manager, and staff discussed LakeShore, the cost to taxpayers, Deltona Water billing and payment system, hurricane preparation, St. Johns regulations, flooding, plan of action, control of lakes and elevations, preparing the public by district, where to call, and state funding for projects. 5. CITY MANAGER COMMENTS: City Manager Chisholm spoke about making changes, future projects, Fire Inspectors and Code Enforcement Officers, open fires, flammable products, and scheduling a demonstration of what happens when something goes wrong. Terri Ellis addressed the Commission. 6.
