CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Avila. 2. ROLL CALL – CITY CLERK: Present: 6 - Commissioner Avila-Vazquez Commissioner Colwell Commissioner JodyLee Commissioner McCool Vice Mayor Bradford Mayor Avila Absent: 1 - Commissioner Burbank 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Discussion with Baker Tilly Virchow Krause, LLP, regarding the City Manager selection process - Joyce Raftery, City Clerk’s Office (386) 878-8502. Art Davis with Baker Tilly Virchow Krause, LLP delivered a brief presentation in which he discussed the firm’s experience, recruitment strategy, and recruitment process. He provided a PowerPoint Presentation to include Public Sector Executive Recruitment, What makes Baker Tilly stand out, Public Sector Executive Recruitment Team, Search Process Overview - Task 1 Recruitment Brochure and Recruitment Strategy, Search Process Overview - Task 2 Recruitment and Outreach, Search Process Overview - Task 3 Screening and Selection of Candidates, Search Process Overview - Task 4 Vetting of Candidates, Search Process Overview - Task 5 Final Interview Process, Value for Fees, Prioritizing Diversity Inclusion and Belonging for Success (DIBS), References and Contact Information. The Commission and staff discussed sending out an RFP (Request for Proposal) with a 45 day timeline, previous search firms, acquiring more search firm candidates, citizen committee involvement, rushing into things, doing things the right way, limiting delays, DeBary City Manager’s advice, transparency, the communication cycle, using the Human City of Deltona Page 1 Printed on 9/12/2023 City Commission Workshop Minutes September 11, 2023 Resources department, and the quality of presentation. DeBary City Manager Rosamonda and Commissioner McCool discussed the City Manager search, reusing the latest search firm RFP, Commission roles and responsibilities, hiring a search firm, candidate qualifications, honesty, Deltona’s challenges and opportunities, preferred qualities, KSA’s (Knowledge, Skills, and Abilities), candidate interviews, citizen committee roles and responsibilities, the process map, navigating DeBary’s issues, fundamental differences, understanding deficiencies, teamwork, identifying and resolving problems, building consensus, strategy, climbing the ladder, re-engineering processes, wasting time, fostering trust and respect, publicizing successes, and crisis management. The Commission, staff, and DeBary City Manager Rosamonda discussed RFP funding, budget changes, budget confirmation, $75,000.00 budget for hiring search firm, national advertising, local preference, private sector applicants' process, not needing a search firm, previous search firms, search firms’ agendas, disbanded staff committee, using Human Resources Department, vetting process, streamlining the process, cost, return on investment, background checks, recruiter versus search firm, and timeline. After discussion, the Commission concurred to issue a Request for Proposal (RFP) for a period of 30 days in order to obtain search firms/recruiters. The applications will be provided to the City Commission for review (approximately 15 days) and the ranking will take place in October. Mayor Avila opened the public comments. Kathy Bryan and Elbert Bryan addressed the City Commission. Mayor Avila closed the public comments. The Commission, staff, and DeBary City Manager Rosamonda discussed a 45-day timeline, deadline of October, briefing committee on Sunshine Laws, search firm requirements, search firm hiring process, citizen committee involvement timeline, search firm stipulations, and ranking search firms. Mayor Avila re-opened the public comments. Carolyn Hickerson, Courtney Hannon and Larry French addressed the City Commission. Mayor Avila closed the public comments. Mayor Avila asked the Interim City Manager and City Attorney to address the Sunshine Laws and training with the citizen committee. 5. Background: At the Workshop held on August 21, 2023 the City Commission concurred to use the top ranked search firm Baker Tilly Virchow Krause, LLP, as well as accepting applications from the private sector. This meeting is to discuss the process, advertising, and the time line. 5. CITY MANAGER COMMENTS: 6. ADJOURNMENT: NOTE: If any person decides to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, he/she will need a record of the proceedings, and for such purpose he/she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). The City is not permitted to provide the use of human physical assistance to physically handicapped persons in lieu of the construction or use of ramps or other mechanical devices in order to comply with Florida law. If proper accommodations for handicapped access cannot be made at a particular public meeting venue pursuant to a timely written request under Section 286.26 F.S., the City Manager shall change the venue of that meeting to a location where those accommodations can be provided.
