Executive Session
1. CALL TO ORDER:
The meeting was called to order at 4:00 p.m. by Mayor Avila.
2. ROLL CALL – CITY CLERK:

3. PLEDGE TO THE FLAG:
4. BUSINESS:
A. Discussion regarding Union Negotiations.
i. Mayor announces the commencement of the Executive Session with
an estimated length of up to one (1) hour.
Mayor Avila stated the topic for discussion was the union negotiations and he announced the
commencement of the Executive Session with an estimated length of up to one (1) hour.
ii. Mayor announces the names of each Commissioner in attendance,
the Interim City Manager Glenn Whitcomb, and City Attorney Marsha
Segal-George.
Mayor Avila announced that each Commissioner was in attendance along with the Interim City
Manager and City Attorney.
iii. Mayor announces the names of the City's negotiating team in
attendance Attorney Wayne Helsby, Fire Chief Snyder, Fire Deputy
Chief Swisher, Finance Director Mari Leisen, Deputy Finance Director

Mayor Avila announced the members of the City's negotiating team that were in attendance to
include Attorney Wayne Helsby, Fire Chief Snyder, Fire Deputy Chief Swisher, Finance Director
Mari Leisen, Deputy Finance Director Julia Johnson, Paralegal Debbie James, and Human
Resources Director Rebecca Wilk.
iv. Mayor closes the session to the public.
Mayor Avila closed the Executive Session to the public at 4:04 p.m. and he asked that anyone's
name he did call to exit the room at this time.
Commissioner JodyLee arrived at 4:15 p.m.
v. Discussion re: the proposed Collective Bargaining Agreement (CBA)
between the City and I.A.F.F., Local 2913 (Firefighters Union).
vi. Mayor announces the termination of the Executive Session.
Mayor Avila announced the termination of the Executive Session.
vii. Mayor reopens the meeting and adjourns.
Mayor Avila reopened the meeting to the public at 5:15 p.m.

NOTE: PURSUANT TO FLORIDA STATUTE, SECTION 447.605(1), THIS
EXECUTIVE SESSION WILL BE CLOSED TO MEMBERS OF THE GENERAL
PUBLIC AND EMPLOYEES OF THE CITY OF DELTONA WITH THE EXCEPTION
OF THE CITY ATTORNEY, INTERIM CITY MANAGER AND THE FOLLOWING
MEMBERS OF THE NEGOTIATING TEAM ATTORNEY WAYNE HELSBY, FIRE
CHIEF SNYDER, DEPUTY FIRE CHIEF SWISHER, FINANCE DIRECTOR MARI
LEISEN, DEPUTY FINANCE DIRECTOR JULIA JOHNSON, PARALEGAL DEBBIE
JAMES AND HUMAN RESOURCES DIRECTOR REBECCA WILK.
THE PURPOSE OF THE EXECUTIVE SESSION IS FOR DISCUSSION
REGARDING THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE
CITY OF DELTONA AND I.A.F.F., LOCAL 2913 (FIREFIGHTERS).
If any person decides to appeal any decision made by the City Commission with
respect to any matter considered at this meeting or hearing, he/she will need a
record of the proceedings, and for such purpose he/she may need to ensure that a
verbatim record of the proceedings is made, which record includes the testimony
and evidence upon which the appeal is to be based (F.S. 286.0105). Individuals
with disabilities needing assistance to participate in any of these proceedings
should contact the City Manager in writing at CityManager@deltonafl.gov or to
Deltona City Hall, 2345 Providence Blvd., Deltona, FL 32725 at least 48 hours
prior to the meeting at which the person wishes to attend. The City is not permitted
to provide the use of human physical assistance to physically handicapped
persons in lieu of the construction or use of ramps or other mechanical devices in
order to comply with Florida law. If proper accommodations for handicapped
access cannot be made at a particular public meeting venue pursuant to a timely
written request under Section 286.26 F.S., the City Manager shall change the
venue of that meeting to a location where those accommodations can be provided.
