CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Avila. 2. ROLL CALL – CITY CLERK: Present: 6 - Commissioner Avila-Vazquez Commissioner Colwell Commissioner JodyLee Commissioner McCool Vice Mayor Bradford Mayor Avila Absent: 1 - Commissioner Burbank 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Discussion re: The Commission’s specific role and responsibilities of the City Manager Selection Committee - Glenn Whitcomb, City Manager (386) 878-8858. The Interim City Manager gave a brief description of the City Manager search timeline and the roles and responsibilities of the Commission and the City Manager Selection Committee. Mayor Avila asked for clarification regarding Sunshine Law and the City Attorney went through a brief description of the Sunshine Laws, specifically who can talk to whom and when. The Commission discussed qualifications, a joint meeting with the selection committee, outside candidates, and the application process. The Mayor requested that a joint meeting be scheduled to allow the Commission and the City Manager Selection Committee to meet in compliance with the Sunshine Law and the Commission concurred. B. The Acting Public Works Director gave a brief overview of the current building projects and Public Works projects within the City. The Commission, the Interim City Manager and staff discussed rezoning, projects, the Thalita project, the Enrico Ridge project, homelessness, the permitting process, fining builders, crime, false advertising, informational meetings, meter replacements, the Providence Trail, the Theresa Basin study, the Alexander Avenue project, the extent of Commission authority, the Lakeshore project, new private businesses, obtaining BTRs (Business Tax Receipts), accountability, subpar materials, multi-family and commercial development on MLK Boulevard, future land use, the Lake Baton stormwater pump station and forcemain replacement project, meter reading software, high water bills, empowering residents, Deltona TPO (Transportation Planning Organization) projects, Lake Helen-Osteen road flooding, water meter tower timeline, Lakeshore Community Center staffing, sanitary sewer timeline, property acquisitions, the Live Local Act (SB 102), home rule, pre-application meetings, foliage near The Center, affordable housing, profiting developers, shrinking the tax base, building material standards and requirements, eco-friendly building, political motivations, and the Comprehensive Plan. Deltona Water Customer Service Supervisor gave a brief explanation of the new utility billing software. The Commission, the Interim City Manager and staff discussed visible water consumption rates, transparency, the meter reader antenna array system, meter project timeline, Deltona Water phone system, volume of calls, inability to reach a representative, the Duke Energy app, usage thresholds, consumption notifications, processing fees, online payment fees, incentives for auto-pay enrollment, disconnected accounts, paperless billing, processing fee legalities, a Deltona Water app, keeping promises, and linking bank accounts. Mayor Avila opened the public comments. Terri Ellis and Adam Vazquez addressed the City Commission. Mayor Avila closed the public comments. C. Discussion re: The City hosting a 5K run in February - Glenn Whitcomb, City Manager (386) 878-8858. The Marketing & Events Coordinator and the Code Compliance Supervisor gave a brief presentation of a proposed 5K run working in conjunction with Run High Racing and funded by sponsorships with funds donated to the American Heart Association. The Commission concurred to allow staff to begin planning and promoting the 5k run to be held on February 24th, 2024 at 8:00 a.m. at Dewey O. Boster Sports Complex. CITY MANAGER COMMENTS: The Interim City Manager addressed a request by Commissioner Avila-Vazquez to host an interfaith prayer service for the conflicts in Israel and Ukraine at City Hall on October 18th at 6 PM in the Commission Chambers and the Commission concurred. The Interim City Manager spoke about hiring a temp agency to fill the vacancy of the Human Resources Director until the position is filled. The Interim City Manager spoke about the software and security update for EnerGov that will put the Code Compliance and Building Departments offline on October 13th at 3:00 p.m. but, noted the departments would still be available by phone. 6. Background: At the Regular Commission Meeting held on September 6, 2023 the City Commission appointed 14 residents to the City Manager Selection Committee. On September 21, 2023 the City Manager Selection Committee met discuss the Sunshine Laws, selection of the Chair and Vice Chair and staff provided a brief overview of the Committee’s process. This agenda item is to gather the City Commission’s “specific” roles and responsibilities for the Committee. B. Update on Public Works and Utilities - Phyllis Wallace, Public Works/Deltona Water (386) 878-8965. Background: This item is to provide an update to the City Commission and the public regarding Public Works and Utilities. C. Discussion re: The City hosting a 5K run in February - Glenn Whitcomb, City Manager (386) 878-8858. Background: At the Regular City Commission Meeting held on September 18, 2023 the Interim City Manager stated under his comments that he had a request for the City to host a 5K run in February and Mayor Avila City of Deltona Page 1 Printed on 10/4/2023 City Commission Workshop Agenda October 9, 2023 requested that the cost be provided. This item is to present the cost of the event and to get Commission consensus to move forward with the event. 5. CITY MANAGER COMMENTS: 6. ADJOURNMENT: NOTE: Two or more members of Deltona's City Manager Selection Committee may attend this meeting, pursuant to the Sunshine Memo dated October 4, 2023. If any person decides to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, he/she will need a record of the proceedings, and for such purpose he/she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). Individuals with disabilities needing assistance to participate in any of these proceedings should contact the City Manager in writing at CityManager@deltonafl.gov or to Deltona City Hall, 2345 Providence Blvd., Deltona, FL 32725 at least 48 hours prior to the meeting at which the person wishes to attend. The City is not permitted to provide the use of human physical assistance to physically handicapped persons in lieu of the construction or use of ramps or other mechanical devices in order to comply with Florida law. If proper accommodations for handicapped access cannot be made at a particular public meeting venue pursuant to a timely written request under Section 286.26 F.S., the City Manager shall change the venue of that meeting to a location where those accommodations can be provided.
