CALL TO ORDER: The meeting was called to order at 5:30 p.m. by the City Clerk. 2. ROLL CALL – CITY CLERK: Present: 5 - Commissioner Avila-Vazquez Commissioner Burbank Commissioner Colwell Commissioner JodyLee Commissioner McCool Absent: 2 - Vice Mayor Bradford Mayor Avila 3. PLEDGE TO THE FLAG: 4. BUSINESS: The City Clerk asked for a consensus for a Commissioner to take control of the meeting and the Commissioner concurred that Commissioner JodyLee would do that. A. Review with discussion; GAI Consultant’s would like to present and discuss the findings of the Park’s Master Plan final report - Mark Manning, Parks and Recreation - (386) 878-8905 Parks & Recreation Director Mark Manning gave a brief overview of the item. Kristin Caborn Director of Park Planning at GAI Consultants gave a PowerPoint Presentation to include the Master Plan Purpose, Master Plan Process, Phase I: Existing Conditions, Field Data Collection: Getting the Data, Field Data Collection: Site Inventory, Survey Methodology, Experience Based Workshops, Phase II: The Vision, Guiding Principles, and Improve Existing. Commissioner McCool, Kristin Caborn, and the Interim City Manager spoke about standardizing the parks, developers, development review, oversight, being multi-generational, Crime Prevention Through Environmental Design (CPTED), the LDC (Land Development Code), following protocols, minimum standards, acreage, green City of Deltona Page 1 Printed on 11/28/2023 City Commission Workshop Minutes November 13, 2023 space, and pocket parks. Ms. Caborn continued the presentation including Neighborhood Parks and Community Parks. Commissioner Burbank and Ms. Caborn spoke about the nomenclature Evaluation and Appraisal Report (EAR) and the Comprehensive Plan. Ms. Caborn continued the presentation including CPTED (Crime Prevention Through Environmental Design) Recommendations. The Commission, Ms. Caborn, the Interim City Manager and the Parks & Recreation Director spoke about cameras and budgeting for cameras, monitoring, perceptions of cameras, vandalism, reoccurring crime, visual evidence, trails, needing camera infrastructure, VSO (Volusia Sheriff's Office) access, and grants. Ms. Caborn continued the presentation including Site Specific Recommendations, Access & Connectivity, Level of Service - Neighborhood Park, Level of Service - Community Park, Level of Service - Service Vision, Nature & Sustainability, Sustainability Recommendations, and Responsive Offerings. The Commission, Interim City Manager and the Parks & Recreation Director spoke about the Lakeshore Drive area, task authorization, moving forward with restoration, public communication, the City Manager Report, redesigning the area, Edgewater Condos, and the community center. Ms. Caborn continued the presentation including Boost Communication, CIP (Capital Improvement Plan), Prioritization, and Implementation: Short-Term (1-4 Years) $24.8 Million, Mid-Term (5-9 years) $22.7 Million, and Long-Term (10+ Years) $11.1 Million = Total CIP: $58.6 Million. The Commission, Ms. Caborn and Interim City Manager spoke about current upgrades and retrofits, Lakeshore Drive and public safety, community pool and the CRA (Community Redevelopment Agency), Mariners Cove, the Lakeshore Drive boat ramp, the Campbell Park boat ramp, and City owned lake-front properties. Commissioner JodyLee opened and closed the public comments as there were none. 5. CITY MANAGER COMMENTS: 6. If proper accommodations for handicapped access cannot be made at a particular public meeting venue pursuant to a timely written request under Section 286.26 F.S., the City Manager shall change the venue of that meeting to a location where those accommodations can be provided.
