5-Year Capital Improvement Projects (CIP)
1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Avila.
2. ROLL CALL – CITY CLERK:

Discussion regarding the Five-Year Capital Improvement Plan
Finance Director Mari Leisen gave a presentation to include What is a Five-year Capital
Improvement Plan?, Budget Calendar - Review, and General Fund Capital Improvement
Plan.
The Commission, Interim City Manager, and staff discussed the gas tax, interlocal
agreements, roads, HMGP (Hazard Mitigation Grant Program), interfering with staff,
being forward facing, uniform reporting practices, the budget and the process,
consulting outside firms, expenses, managing consultants and contractors,
infrastructure bills, addressing all capital projects, purchasing property, the storm water
assessment, creating benchmarks, public information, transparency, being proactive,
properly naming projects, and grants to include personnel, compliance, management,
costs and projects.
Finance Director Mari Leisen continued the presentation to include Stormwater Utility
Fund.

The Commission, Interim City Manager, and staff discussed negative balances, the
storm water assessment fee, missed revenue, meeting demands, needing
multi-approach solutions, covering the shortfall, caving under pressure, problems with
communication, storm water funding and issues, flooding issues, HMGP money for
drainage, property acquisitions, elevations, Hurricane Idalia projects, generator for City
Hall, the Eastbrook drainage area, cost benefit analyses, up front funding and
reimbursement, matching funds, and a workshop for solid waste and storm water
consultants.
Finance Director Mari Leisen continued the presentation to include Deltona
Water/Sewer Utility Fund.
The Commission, Interim City Manager, and staff discussed the Fisher Plant upgrades,
Lakeshore project, new developments and sewer, advanced waste treatment, the Blue
Spring watershed, grant money received, timelines for design and permitting, clean
waste water grants, EWRF (Eastern Water Reclamation Facility) expansion and
modifications, planning for septic to sewer, injection wells and credits, residential back
flow, meter progress, cost assistance, State compliance, cross connection control,
contractor repayment for Lakeshore issues, unforeseen circumstances, SRF (State
Revolving Fund) loan, returning/repurposing unused materials, sea wall replacement at
Lakeshore, new meter software and costs, bulk purchasing for meters, an RFP for meter
installation,State funds, and CRA (Community Redevelopment Agency) projects.
Finance Director Mari Leisen continued the presentation to include Discussion.
The Commission, Interim City Manager, and staff discussed the calendar, low millage
rates, understanding revenue sources, property taxes and values, special districts for
police and fire, Sheriff and Fire Department budgets, previous studies done, not cutting
services, reducing general fund millage, land use codes, revenue from businesses,
relying too much on residents, and tightening the City's belt.

items on the agenda and shall not exceed two minutes. Please be courteous and
respectful of the views of others. Personal attacks on Commission members,
City staff or members of the public are not allowed, and will be ruled out of order
by the Mayor.
Mayor Avila opened the public comments and Terri Ellis addressed the Commission.

accommodations can be provided.
