Budget Workshop
1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Avila.
2. ROLL CALL – CITY CLERK:

A. Workshop to review proposed annual budget for FY2024/2025. - Julia
Johnson, Deputy Finance Department (386) 878-8978.
TAB 11: General Government / Municipal Complex
The Parks & Recreation Director gave a brief PowerPoint Presentation of the General
Government and Municipal Complex budget.
The Commission and staff discussed City Hall windows, metal detector, Amazon tax
rebate, storage, City Hall repairs, selling the City Hall and rebuilding, painting and caulking
City Hall, going out to bid, fixing roads and stormwater.
Commissioner Heriot entered the meeting at 5:43 p.m.
TAB 12: Parks & Recreation / Park Projects
The Parks & Recreation Director gave a brief PowerPoint Presentation of the Parks &
Recreation Department's budget.
The Commission and staff discussed vehicle purchases and maintenance, contractual

obligations, fencing, FEMA, the R&M (Repair & Maintenance) increase, workers
compensation, budget amendments, contractual obligations, facility use agreements,
fencing, sod, going out to bid and RFP (Request For Proposal) process, promotional
activities, and events.
TAB 13: The Center at Deltona
The Facilities Administrator gave a brief PowerPoint Presentation of The Center at
Deltona's budget.
The Commission and staff discussed goals, having more events, anticipated ROI, comedy
shows, revenue neutral, liability, repairs, COA (Council on Aging) contract and funding,
CDBG (Community Development Block Grant) funds, other facilities, flooring and material,
covering the debt service, anticipated ticket prices, paying off the facility, potential, the
kitchen use and caterers, the Ocean Center events, forms of advertising, staffing, overtime,
liability insurance, and the economic development position.
TAB 14: Planning & Development
The Planning & Development Planner II gave a brief PowerPoint Presentation of the
Planning & Development's Department budget.
The Commission and staff discussed department vacancies, the LDC (Land Development
Code), consulting fees, accomplishments, developers and accountability, staffing, overtime,
consulting fees, pass through fees, the Gallery of Villages, the 2050 plan, and vehicle
needs.
TAB 15: Housing and Community Development
The Community Development Manager gave a brief PowerPoint Presentation of the
Housing and Community Development Department's budget.
The Commission and staff discussed grants, projects, giving back funding, rehab at parks,
taking from the Parks and Recreation budget, area of greatest need, approval of the current
plan, quantifying projects, census data, projects being funded, pushing infrastructure and
stormwater; staffing needs, focusing on grants and a dedicated grant writer, government
and private grants, workers compensation, and scholarship funds.
TAB 16: Building & Construction and Code Compliance
The Building Official and Code Compliance Supervisor gave a brief PowerPoint of the
Building Department's and Code Compliance Department's budget.
The Commission and staff discussed staffing, lead positions, cross training, vehicles and
justification, animal control calls, Halifax Humane Society, picking up wildlife, the City's
insurance policy, picking deceased animals, the TNR (Trap Neuter Release) budget and
policies, being transparent, radios and the system used, filling CEUs (Continuing Education
Units), abatements and recovery, recovering costs, low cost clinics, animal kennel fees,
spay and neuter costs, public meetings on TNR, negative appearances, the TNR

investigation, the county taking over animal control, residents complaints, having
safeguards, having a Code Compliant workshop, reorganizing the department, other
potential processes, being reactive vs. proactive, educating the public, and making sure
TNR is effective.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on
the agenda and shall not exceed two minutes. Please be courteous and respectful of
the views of others. Personal attacks on Commission members, City staff or members
of the public are not allowed, and will be ruled out of order by the Mayor.
Mayor Avila opened the public comments and Brandy White and Virgil Ford addressed the
City Commission.

CityManager@deltonafl.gov or to Deltona City Hall, 2345 Providence Blvd.,
Deltona, FL 32725 at least 48 hours prior to the meeting at which the person
wishes to attend. The City is not permitted to provide the use of human physical
assistance to physically handicapped persons in lieu of the construction or use of
ramps or other mechanical devices in order to comply with Florida law. If proper
accommodations for handicapped access cannot be made at a particular public
meeting venue pursuant to a timely written request under Section 286.26 F.S., the
City Manager shall change the venue of that meeting to a location where those
accommodations can be provided.
