City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes City Commission Workshop Wednesday, June 26, 2024 5:30 PM Deltona Commission Chambers Budget Workshop 1. CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Avila. 2. ROLL CALL – CITY CLERK: Present: 7 - Mayor Avila Vice Mayor JodyLee Commissioner Avila-Vazquez Commissioner Colwell Commissioner Heriot Commissioner McCool Commissioner Shimkus 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Workshop to review proposed annual budget for FY2024/2025. - Julia Johnson, Deputy Finance Department (386) 878-8978. TAB 17: Public Works The Public Works Director gave a brief PowerPoint Presentation of the Public Works budget and he went through the line item budget. The Commission and staff discussed school crossings, the organizational chart, the work order system, publications/membership/training, employee turnover, R&M (Repair & Maintenance), fleet, fuel allocations and cost savings, engineering audit and CAD (Computer Aided Design) license, material costs and going out to bid, City issued cell phone and phone allotments, the sign shop and new fencing, the City's space needs, color coding the budget, filling open positions, retention and compensation, using the City's best talents, treating everyone fairly, Commissioner interference, and the chain of command. Commission Avila-Vazquez called point of order, the Commission is getting off topic. TAB 18: Transportation City of Deltona Page 1 Printed on 7/8/2024 City Commission Workshop Minutes June 26, 2024 The Deputy Public Works Director gave a brief PowerPoint Presentation of the Transportation budget and she went through the line item budget. The Commission and staff discussed the lack of a Planning & Development Department Director, TPO's (Transportation Planning Organization) assessment, improvements to the activity area, setting aside funds for Florida's Strategic Intermodal System (SIS), grant matches, waiting on projects and the City's ADA Compliance Coordinator. TAB 19: Stormwater The Public Works Director gave a brief PowerPoint Presentation of the Stormwater budget and he went through the line item budget. The Commission and staff discussed flooding and drainage areas, stormwater assessment fee, total capital projects, software or community reporting system, streamlining and measurable reporting, My311, weather appropriate uniforms, not giving unrealistic expectations, the sand bag machine, reaching out to other municipalities regarding equipment, computer costs, new menzi muck truck, stormwater master plan, identified projects, the Theresa basin study, emergency equipment and reimbursement, EOC (Emergency Operations Center) and training, statewide mutual aid agreement, stormwater revenue, and overhead costs. TAB 20: Deltona Water and Sewer The Public Works Director gave a brief PowerPoint Presentation of the Deltona Water and Sewer budget. The Commission and staff discussed having a water/sewer workshop, the new water meter system, miscellaneous equipment purchases, the design report for the Fisher Plant, the Eastern and Fisher Plants' stats, losing reclaim ability, fuel test production well capacity, current needs, the target date for water meter completion, pulling data and consumption history, the towers requiring an agreement, storage needs, new requirements, removal and replacement of tanks, the smell of the plants, inventory of security needs, and having a warehouse to check items in and out. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Mayor Avila opened the public comments and Kathy Bryan, Elbert Bryan and Deborah Abel addressed the City Commission. 6. CITY MANAGER COMMENTS: The City Manager reminded everyone of his statement from the first night that this is more of a glimpse at the budget. He wants to speak to each Commissioner individually along with which departments they want to discuss and what things they would like to have changed.
