CALL TO ORDER: The meeting was called to order at 9:10 am. 2. ROLL CALL: Also present: Joseph Ruiz, Planning and Development Services; Phyllis Wallace, Public Works; Ron Paradise, Planning & Development Services; Jerry Mayes, City Manager's Office; Sgt. Joel Turney, Volusia County Sheriff's Office; and Vern Thompson, Thompson Engineering. Present: 4 - Member Leigh Grosvenor Member Chris Bowley Member Steve Roland Member Scott McGrath Excused: 1 - Member Matt Doan 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of December 1, 2016. Motion by Member Roland, seconded by Member Grosvenor, to approve the Minutes of December 1, 2016. NEW BUSINESS: A. Pre-application meeting - Deltona Liquors, 1806 Elkcam Blvd. City of Deltona Page 1 Printed on 12/20/2016 Development Review Committee Minutes December 15, 2016 Mr. Thompson and Mr. Paradise spoke regarding the Deltona Liquors site located at the corner of Providence Blvd. and Elkcam Blvd. and the request to modify the northern off-site parcel to be used for parking. Mr. Paradise stated the parking lot needs to meet the requirements of the Land Development Code and a six foot wall adjacent to any residental zoned would need to be constructed. Discussion regarding the location of existing stormwater ensued. Mr. Thompson noted that on-site stormwater will be designed per City regulations. Ms. Wallace stated her concerns for pedestrian traffic and cross walk improvements will need to be constructed. She noted that the City Engineer will need to approve the distance of the entrance to the parking lot and that it would be a part of the site plan application approvals, once submitted. Mr. Bowley asked how the thai food truck was approved and, post construction, the vendor may utilize the new parking spaces. Discussion regarding lighting the parking lot ensued. Mr. Thompson stated that this is still preliminary and appreciates the Committee's comments and suggestions. B. Pre-application meeting - SS&Si 237 Enterprise Rd.
