CALL TO ORDER: The meeting was called to order at 9:01 am. 2. ROLL CALL: Also present: Phyllis Wallace, Public Works; Ron Paradise, Planning & Development Services; Jane Shang, City Manager; John Hettick, Wagner Property Group; Seth Browning, Wagner Property Group; and Erik Juliano, Bowman Consulting. Present: 5 - Member Leigh Grosvenor Member Chris Bowley Member Steve Roland Member Scott McGrath Member Matt Doan 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of February 16, 2017. Motion by Member Roland, seconded by Member Grosvenor, to accept the Minutes of February 16, 2017. The motion carried by the following vote: For: 5 - Member Grosvenor, Member Bowley, Member Roland, Member McGrath and Member Doan 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: 6. OLD BUSINESS: 7. NEW BUSINESS: A. Adding Development Review Committee members, Phyllis Wallace and Joseph Ruiz. City of Deltona Page 1 Printed on 3/23/2017 Development Review Committee Minutes March 16, 2017 Motion by Member Roland, seconded by Member McGrath, to approve the addition of Phyllis Wallace and Joseph Ruiz to the Development Review Committee. The motion carried by the following vote: For: 5 - Member Grosvenor, Member Bowley, Member Roland, Member McGrath and Member Doan B. Pre-application meeting - Howland Blvd. & Halifax Crossings Blvd. Mr. Hettick provided a description of the proposed project. He noted that a gas station and potential restaraunt type use are interested in building on lot nine (9) within the Halifax Crossings development. Discussion amongst Mr. Hettick, Member Bowley and Mr. Paradise occurred regarding the vacation of easements and abandonment of rights of way, plat process and PUD rezoning. Mr. Bowley noted that these applications can run concurrently. Mr. Hettick stated that the concepts designed for lot nine (9) are pending decisions by future companies and the access will depend on that. Discussion amongst all ensued regarding access into Halifax Crossings Blvd. Mr. Browning and staff discussed either improving the public right of way or potentially vacating the public right of way through a re-platting process. Future discussion ensued regarding the city gateway sign relocation, gas station as a permitted use in Area A, hours of operation limitations, available utilities, stormwater management, reclaim water and access management. Discussion occurred about moving this development to the north west corner of Forest Edge Dr. and Howland Blvd. Member Wallace noted her concerns surrounding the traffic volume for am and pm peak at that intersection. Discussion ensued regarding access and the ability to have a right in right out access to the site. Member Wallace noted that a full access is not allowed but a right in and right out would be. Further discussion regarding potential uses and entitlements for the proposed developments. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
